The program is often derisively referred to as the "Obamaphone program," although it began long before Obama took office.

Congress first enacted the Lifeline program in 1985, during the Reagan administration. In 2005, under President George W. Bush, the FCC expanded the program to cover cellphone service.

"The program pays for phone service, not the phones themselves. But many companies that receive funding through the program offer free and low-cost phones to their subscribers. The program is funded through fees that the telephone companies pass on to consumers on their monthly bills."

Phone didn't even ring; it just beeped at me. But that was apparently long enough to register this number. If it had rung I would probably have ignored it since I didn't recognize the number but still - Thank you all for reporting it here. Now I *know* not to answer it if they call back.

I don't know what an Obama phone is but I wanted to mention that not every cell phone service has a blocking feature; mine doesn't. I could add the number to my Contacts list and set it to "no ring" but that takes time and I'd still get a "missed call" alert. I'm open to suggestions but otherwise I would say - those of us with the cheaper plans sometimes just have to put up with these.

There is a free program for Android smart phones called   Privacy Star.   I have used it for years.   The free version lets you block any calls from unlisted or blocked number.   You can also block calls from numbers that you don't want to deal with.     Plus you can file a complaint from your phone without going to a website.

This board is simply a sounding board for people to vent and inform others of scam telemarketing calls they receive.  There is no authority associated with the 800notes site to stop these callers.  In order for people to collectively stop these type calls they must act together - and TAKE ACTION!  It doesn?t do any good to complain about a caller on this board unless you then take the next step and do something about it!  The caller ID number is usually a ?Spoof Number? ? A Fake!  Never, never, ever engage the caller or call back the number.  The false robocallers will then capture your number as a ?live one? and use it over and over and sell it to other scammers.  The same goes if it prompts you to ?press a key? to ?opt out?  of their calling lists, or be transferred to someone, as this will only ?log? your number as a working one and make it ripe for future calls and to be sold to other scam companies as well.
The best option is simply to hang up, keep your own list of calling numbers with dates and times and report them to the FCC below.  There is space on their complaint form to list several calling dates and times of a repeat caller.
The DO NOT CALL list is worthless, they do not act on anything, just build a database of numbers.
In order to do something to help stop these type calls, everyone - EVERYONE needs to file an online complaint directly with the FCC.  If they receive enough complaints about a particular number - they will act on it.  Do it today and pass along the info:

Obama phone is the best thought.  But otherwise lose your land line.  Go wireless and use the blocking feature every time you see a number you do not know.  Not sure what the limit is but everything else does not work.  You must find everyday to just avoid them and by no means ever give your phone number or email when buying retail.

GETTING A CALL FROM 321-405-5238 ONCE A WEEK FOR 3 WEEKS NOW. THE CALLER NEVER LEAVES A MESSAGE, I NEVER HAVE TIME TO ANSWER AS IT RINGS TWICE MAYBE THREE TIMES THEN HANGS UP. VERY ANNOYING AS THEY CALL BETWEEN 7:30 AND 8:00 AM.

This is what I do with phone calls I don't like:  I keep a name called "Do Not Answer" with all the phone numbers from telemarketers.  That name has a special ring dial: silent.  It helps.

Disney World has their own area code, "407" (not "321"), so the number (321-404-5238) that called was only pretending to be Disney.

They called but I didn't answer since I didn't recognize the number. The caller ID says Florida.
Most say this number is associated with winning a trip to Disney, but ANY Walt Disney World numbers would begin with a "407" area code.

The scammers don't need to do anything as elaborate as that, they have software that randomly dials numbers, and the ones that answer the phone are added to a list of working numbers. Didn't anyone here ever watch Wargames?

Of course putting them on the DNC list doesn't do squat, these guys use a technique known as wardialing, which uses a random telephone dialer to find new sucke- er, customers. Which is why I laugh every time someone puts on a tinfoil hat and claims the phone company is selling their numbers. Hey, watch this *dials random number* hey, why pay the telephone company when I can do this all day?

Called my cell phone. Prerecorded message, identical to that reported by others here: "Let the memories begin. You have been selected to win a free Disney vacation. Your claim number is 545. Press 1 to claim your prize. Press 2 to be removed from this list."

I did not press anything, just hung up. Then I blocked the number on my cell phone and filled out the FCC online form to report a prerecorded message call to a cell phone.

Disney scam.  Asked for the guy's name, and he said "Jack Meoff"  Told him I'm on the DNC, AND that I'm suing another telemarketer who called incessantly and hung up...  I actually am, by the way. THAT is the only thing they understand.

Just received a missed call from this number. No message left. I called the number back and got a recording saying this number is no longer in service. Grrrrrrrrr

Android users: find CallsBlacklist in the Play store. You can set it up so you don't even know if they call again. :-)

They called my cell phone number 06-10-2014. When I answered, nothing! "ME" is correct, DNC lists does nothing for these annoying phone calls. My suggestion is the eleiminate ACLU and hang the B-sters.
Publicly, in the city square. This would work well  for me. ;-)

Received not 1 call from this # today, not 2 calls, but 3 calls, right in a row.  I didn't recognize the #, so didn't answer.  They will be marked on my "reject" list on my phone, so it won't even ring next time.  I am also on the DNC list.  I read some of the comments, but since I'm already on the list, and I hope there's power in #'s (if enough of us report it), I'll give it a shot.  Meantime, I just don't answer, & have 1 more 'person' to add to my SCUM -- I mean, SPAM, list.
