I guess I was one of the lucky ones.  Got a call from this number but all there was was dead air on the phone, so I just put the receiver on the carpet to see how long they would wait before they terminated the call.
I figured that they were the ones that interrupted me, so I just want to repay the favor.
Plus in so doing, you are keeping them from hanging up and immediately calling someone else.
Or if you get a call from someone asking for you, and you can hear the deen of phone caller noise in the background characteristic of a boiler room phone bank, tell the to hold on for a minute while you get that person, and then see how long they will wait until they realize that no one will be answering.  AGAIN, you eat into their profit margin by keeping them on the line so that they can't just immediately call and bother someone else.

Unfortunately, we see notes here daily, from people who have fallen for the scam.
Many more must have fallen, but do not post here.
If the scam was not lucrative, it would not continue!

Caller with heavy Indian accent calls claiming that Windows computer is sending him unsavory emails and he can help get rid of the information.
