The FCC last year said yes it is his problem. It's called "vicarious liability" and it says they're liable for violations done on their behalf.

Read all about it in their declaratory ruling. Especially paragraphs 35 and 36 on pages 14 and 15.

Yes, agree to contact. Keep notes, you need two phone calls to have right of private action. Tally up the violations at $500 apiece (calling number on DNC list, disguised / spoofed caller ID, refusal to identify, etc) and send a bill. They ignore that, you sue. You collect. It's that simple. It does require some bureaucratic running around.

Yep...another obnoxious telemarketer selling Solar....when I asked for the specifics of the company he represents he refused.  When I pressed him he said I needed to get off his line (do you believe that!) and that I was becoming a joke.  Caller ID number...forged...I am keeping a calling log which I will submit to my state and federal reps...I suggest you do the same...Complain folks, if you don't it will just get worse...

Also receiving multiple calls from this number, all hang ups. Thank you "Another Victim" for posting the reason we're all getting hang ups from this telemarketing company. Now someone should contact the marketing dept. of these solar companies in LA and report to them how they're annoying all of us (show them this page) and that we'll never do business with them.

I don't usually answer 'unknown caller' but did this time.  Male voice did ask if this is the  ******resident?  Since they had my last name I just asked 'who's calling?'  With that he mumbled something like wrong number and hung up.  I'm really getting tired of these scam callers.

Tried to sell solar panels. I asked to be taken off the list - the man on the phone told me to "SHUT UP" and hung up. Said he was from "American Solar" - I called all companies doing business by that name in California and NONE OF THEM offer telemarketing services. This guy is a scammer.

I am in Northern Calif.and I just got one of these calls, they had my last name.
I always let the answering machine pick up calls that I don't recognize. I wish something could really be done about these annoying calls from these jerks.

There is a way to sign up for a FREE service called nomorobo to stop these annoying robocalls. My problem is that my landline carrier, AT&T, currently doesn't support Nomorobo because they need to add the Simultaneous Ringing rejection capabilities to their service. I've called AT&T months ago, as the Nomorobo.com page suggested, to request they help stop spam calls with this, but after jumping through all of their hoops to reach a real person to talk to, they don't seem to care and have no solutions of their own that worked (yes I even paid extra for one of their products that was supped to help, of course... it didn't! I suspect phone companies profit from these calls, as others have suggested, so they have no incentive to stop them and just let us, the receivers of these harassing calls, suffer - and in some unfortunate cases - get scammed.
SO, I decided to use AT&T's call forwarding service to make AT&T understand the problem a little better.  
After I get a spam call I enter it into my "call forwarding list" (*63). The number I have dialed in for the call forwarding is: AT&T (Traditional Landline) Customer Service 1-800-288-2020 (I had to use the number "one" in my entry). This way AT&T, who refuses to help stop this problem gets the spam call (if it's repeated) instead of me.
I'm hoping if they start to get the same number of spam calls I get - they'll decide it's worth stopping the problem.

Bloody hell.  Called our landline 4/24/14 2:09 p.m. PST.  Like a dolt I answered bc it's a local area code.  Sounded like that dreaded "telemarketer background noise," and, no one responded after I said "Hello" several times and repeated their number back to them.  Ugh.

Do people fall for the scam?  YES!!!!  That is why the calls continue.   Unfortunately some are not as educated to the laws  as we are and therefore are gullible.
