This Person has been call us as late as 3:30 am. Can this person stop or be stopped

I have two lines in my hounse and got the same call on both lines within 30 min of each other. The first call came in as Out of Area, but the second call came through as 331-643-4218. Both calls identical. A computer voice answeres with a message that they are from the teachers credit union and that my ATM card has been deactivated. Press 1 to transfer to secutiry to reactivate the ATM card. It feels too much like a phishing scam, so I just hung up.

number came up and di not answer since I did not recognize the number. Check voice message and it was my sister though that number does not belong to her. Are companies intercepting calls? Will investigate this further
When I tried calling this number back the recorded message says to enter authorization number, then repeats in spanish. Then it says if you want to try and make a call again contact the office business office. Pause Message 3.
Very bizarre
