Early in his tenure at the Law Department, Corporation Counsel Michael A. Cardozo initiated the Public Service Program - a private/public partnership with the City's prominent law firms, where firms either lend their attorneys to the Law Department for a finite period of time or agree to take on City cases in-house.

The Program benefits both the City and the law firms. The City receives the assistance of an incredibly well-trained and talented group of attorneys while the attorneys receive the kind of hands-on, in-court litigation experience that is often hard to come by at the best private law firms.

Recently, in response to the increasing number of attorneys being deferred and furloughed as a result of the economic crisis, the Public Service Program has been expanded. (See recent New York Law Journal coverage.) Under the expanded Program, individual attorneys and graduating law students who have been deferred or furloughed may volunteer their time and skills to the Law Department.

While participation in the Program will not lead to offers of permanent employment at the Law Department, it will enable the volunteers to keep their skills fresh while serving the public.

As an organization, we believe that participation in these activities is not only beneficial to the community but also makes our professional lives more rewarding.

The Law Department keeps an updated list of available pro bono legal activities and non-legal community service opportunities. From time to time, we host sessions for our attorneys to hear about the experiences of their colleagues who are involved in pro bono activities and serve on bar associations.

Some of the kinds of volunteer legal activities and pro bono work done by our attorneys include arbitrating disputes in Small Claims Court, drafting Wills, assisting with Pro Se uncontested divorces, providing counseling on immigration issues, and participating in evening clinics sponsored various bar associations.  Our attorneys are also mentor high school students in various law related programs, including mock trials and moot court competitions.

I am pleased to present you with our new and updated Web site. The Law Department, the third-largest law firm in New York City, represents the City, its elected officials, and its numerous agencies in a wide variety of matters ranging from the routine negligence cases to the most difficult, cutting-edge constitutional challenges.

I am proud of the work done by the Law Department during my more than eight years as Corporation Counsel. I am also very proud to work for Mayor Bloomberg, who has brought a refreshing balance of business and public service philosophies to New York City. I look forward to continuing this tradition of public service and working to ensure that the Law Department remains one of this country's great legal offices.

The Law Department regularly hires approximately 50 graduating law students each year and so has extensive experience in the supervision and training of new attorneys.

Law graduates must agree to participate on a full-time basis for a minimum of 1 year. Placements are available in most of our 17 legal divisions. Most positions are available in litigating divisions where ample courtroom experience is assured. Most volunteer attorneys would be responsible for their own case load.
