I got a  same phone call this morning. The caller is a lady with very strong Indian accent. He asked me to call back about mt tax issue.
I did call back and ask me to leave a voice message. I didn't and suspect it is a scam. Then I searched this phone number in internet and found this website.
Thanks all

This is a scam call, a poor English speaking person claims to be some federal department of something, could not understand, wanted myself or lawyer to call back, time sensitive, and not to ignore. The guy claims his name is "Brian Cruze" and I owe money when in fact I don't. Ignore this caller, and report to FBI, FTC, ect.

I have an obviously East Indian last name and so wonder if recent immigrants are being targeted.
My answering service recorded the message as follows:

This message is intended for [my name] very second you receive this message I need you or your retained attorney off record to return the call. The issue at hand is extremely time sensitive. My name is Dan Jordan and I'm calling you from the been doing on revenue service and hotline to my division is 3475181597. I repeat it's 3475181597. Don't try to disregard this message and do return the call as soon as possible before any-goes-indications(?)."

Telemarketer
Just so you all know....this person isn't just a regular telemarketer.  He works in conjunction with Pay Day Loans (or several of those loan type companies).

I went through the EXACT same thing...and this "David Williams" was also unable to actually specify what my case was about.  Just went through a bunch of - what he called legal - mumbo jumbo.  Once he finished spewing his garbage, I asked that he send me the paperwork he had on my "case" and that I wanted to see for myself what I was actually being charged with.  He said all the paperwork would be delivered to my house within an hour...nothing ever arrived!

Tamianth...I'd like to thank (and commend) you on posting this information.  Up until late yesterday (10/4), I was on the verge of having a panic attack due to the constant calls and most recent "threat" call from this 'David Williams'.

I took your advice and looked up a few of those websites you have linked here and reported this person (as well as the others that have been harassing me the last month or so) and hopefully something will be done about them!

I, too, received a call from this "DAVID WILLIAMS"...he claimed pretty much what several others in this thread have stated - there would be an arrest warrant for me, my driver's license would be suspended, I wouldn't be able to work for 3 years (and that I'd be terminated from my present job - funny, I'm unemployed at the moment).  He 'claimed' he was legal counsel for the Federal Legislation & Business Regulations ...?  That my "case" was going to be sent for "download" to the NY Federal Court, where in turn it would be forwarded to the NJ Federal Court and I'd be standing trial for fraud, etc.  I asked him to send me the paperwork, that I wanted to see EXACTLY what I was being accused of and going on trial for.  He stated he'd have all the paperwork to me within an hour....well, 9 PM and no paperwork!

I'm glad I researched this phone number before I went into ultra-panic mode...now that I know it's nothing more than a scam to swindle money out of me, I plan on having some fun with this doush when he calls again!

Caller said he was from attorney, David Williams office and they had a criminal case against me.  He said he could not give me any information because he was just a paralegal. He said I would have to call this number and talk to David Williams to find out what it was about.

The same was said to me, word for word, in line with the message Lizzie has written above. I'm not sure how this is happening or how they chose my number out of billions. I am in the SE region and have no affiliation with NY or any activity that could possibly cause me to lose my job.

---> LIZZIE related, "... TRIED TO SAY HE WAS AN ATTORNEY AND AGENT FOR THE FEDERAL GOVERNMENT, ... SAID THAT I WAS GOING TO GO TO FEDERAL PRISON FOR CHECK FRAUD ... TOLD ME THAT HE WILL HOLD MY FILE FROM GOING TO THE FEDERAL AUTHORITIES ... BUT NEEDED A GOOD FAITH PAYMENT OF $2000. ..." <---

No need to shout, really.  Just contact your local FBI field office, which can be found here:

http://www.fbi.gov/contact-us/field

Tell them you were contacted by someone claiming to be an agent for the federal government.  Give then the name he used and the phone number from which he called and ask them to confirm that he is employed as such.  When they say he isn't, if he calls back, have a good time with him.  Ask him how he's going to withhold your file from the federal authorities if he is one, himself.  Then ask who you can report him to for soliciting a bribe.

TOLD ME THAT HE WILL HOLD MY FILE FROM GOING TO THE FEDERAL AUTHORITIES USING SOME OOCR DEAL BUT NEEDED A GOOD FAITH PAYMENT OF $2000. I TOLD HIM I COULD NOT DO THAT AND THEN HE SAID WE CAN SET UP A PAYMENT PLAN $300 ON 15TH $250 ON 30TH FOR 28 MONTHS TO KEEP ME OUT OF JAIL. There are many threads under various numbers on this kind of scam & extortion here! Do report them, and print this out as suggested for your employer! I'd also recommend that if your employer is getting these calls about you, that they also report them!  Also check your credit reports and put a fraud alert them...  (Experion etc)

Please do file reports with the FBI, your state attorney general and Department Of Justice,FTC & FCC..

Section 809 of the FDCPA http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf requires 3rd-party debt collectors to give debtors written notice of debt (the key word is *shall*) :
"§ 809. Validation of debts
(a) Within five days after the initial communication with a consumer in connection with the collection of any debt, a debt collector shall, unless the following information is contained in the initial communication or the consumer has paid the debt, send the consumer a written notice containing?
(1) the amount of the debt;
(2) the name of the creditor to whom the debt is owed;
(3) a statement that unless the consumer, within thirty days after receipt of the notice, disputes the validity of the debt, or any portion thereof, the debt will be assumed to be valid by the debt collector;
(4) a statement that if the consumer notifies the debt collector in writing within the thirty-day period that the debt, or any portion thereof, is disputed, the debt collector will obtain verification of the debt or a copy of a judgment against the consumer and a copy of such verification or judgment will be mailed to the consumer by the debt collector; and
(5) a statement that, upon the consumer?s written request within the thirty-day period, the debt collector will provide the consumer with the name and address of the original creditor, if different from the current creditor."

A Collection Agent May Not?

Here are the top 11 actions prohibited by the The Fair Debt Collection Practices Act:

Misrepresent Him or Herself

A debt collector may not misrepresent himself as an attorney or law enforcement officer.

Use the Telephone to Annoy or Harass

A collection agent may not cause a telephone to ring or engage any person in telephone conversation repeatedly or continuously with an intent to annoy, abuse, or harass anyone at the called number.

Threaten Arrest or Lawsuit

A collection agent may not threaten a consumer with arrest. It may not threaten legal action that is either not permitted or not actually contemplated. In other words, a the threat of a lawsuit may be an empty one.

Use Abusive or Threatening Language

A debt collector may no use abusive or profane language in the course of communication related to the debt.

Publish a Bad Debt List

Publishing the consumer?s name or address on a "bad debt" list is prohibited.

Contact By Embarrassing Media

A debt collector may not communicate with a consumer by post card. It may not use any language or symbol, other than the debt collector?s address, on any envelope when communicating with a consumer by use of the mails or by telegram. A debt collector may use its business name if such name does not indicate it is in the debt collection business.

Contact a Consumer at Work

A collection agent may not communicate with consumers at their place of employment after being told this is unacceptable or prohibited by the employer.

Seek Unjustifiable Amounts

A debt collector may not demand any amounts not permitted under an applicable contract or as provided under law.

Contact a Consumer Represented by an Attorney

A collection agent may not contact a consumer after it learns the consumer is represented by a lawyer.

Communicate With a Consumer After Receiving a Validation Request

If a consumer sends a written §1692g response within 30 days, the collection agent may not communicate with the consumer until it mails the consumer the requested verification of original creditor's name and address.

Communicate With Third Parties

A debt collector may not reveal or discuss the nature of a consumer?s debts with third parties other than the consumer?s spouse or attorney. A collection agent may contact neighbors or co-workers only to obtain location information. It may contact a third party again if it has reason to believe the information the party provided previously is false.

Bills.com FDCPA FAQ

Below are questions Bills.com readers ask frequently:

Can a Collection Agent Call My Cell Phone?

Yes. However, if you tell the debt collector it may not use that number because it is a cell phone, it may not contact you again at that number.

I Keep Receiving Dozens of Calls From Collection Agents. Is That Legal?

No. Unscrupulous collection agents will use "block parties" or "office parties" where they contact a consumer, multiple neighbors, or co-workers telling them they need to reach the consumer on an urgent matter. This is not permitted under the FDCPA.

A Collector Says I Will Be Arrested if I Do Not Pay

This was a true statement before the US Civil War, but has not been true since. People may be arrested if an aggressive judge files a bench warrant for a person who does not appear at a hearing relating to a lawsuit regarding a debt. However, in that case, the offense is the failure to respond to a court order, and not the existence of the debt. As stated above, it is illegal under the FDCPA to threaten a consumer with arrest if the consumer does not pay the debt.

I would suggest you mention this call and this website to your employer since the call is a scam (probably coming from India).  Phone calls mean nothing.  Mailed notices are necessary IF this was a real situation.

The caller makes threats of legal nature if I don't call. Threatens to use my Social Security Number against me. I have asked caller to stop calling on average of 6-7 times daily and has started calling my employment! I have asked repeatedly to refrain from calling me.
