This is a criminal extortion scam operating out of India. They are making the calls utilizing VOIP and the names of legitimate firms to make it appear the calls are originating from within the US. There is NO "company" or "debt" and you will NOT be arrested. They are harvesting and/or buying consumers' personal identifying information from unscrupulous websites like the one you may have filled out an application with, and you need to do whatever you can to protect yourself. This includes: Notifying the FTC: https://www.ftccomplaintassistant.gov/, placing fraud alerts with all three credit bureaus, notifying your bank and employer and letting these criminals know you are aware they are attempting to extort money for a non-existent debt and have alerted the authorities.

ABC News released an investigative report on this scam in June. The FTC has indicted one of its ringleaders for criminal fraud:

NO-ONE has an arrest warrant put out on them from these morons. They wouldn't call you first and inform you of the warrant, if there is an arrest warrant out in your name the police already know where you are!

On Friday 10/14, I too received a message from Deputy Eddie Smith from the Attorney General Office, stating that if they don't hear from me within 24 hours I'm going to jail.  Saturday morning I received a call from this number again.  It was an Indian man stating that I took out a cash advance loan for $6,000 and in order to prevent me from going to jail I have to send him $320.  I asked where his office was so that I could go to meet with someone in person.  He told me I could not, he instructed me to send the money to John Algarin by western union to Phil, Pa.  I told him to give me 15 mins. so that I can go to the check cashing center, he agreed.  I walked to the 7th pct, waited for the call and handed the phone to the police officer.  About 20 mins. later I received another call from this number and the person told me he knows where I live and now I'm going to regret this because he's taking everything I have and he's sending his police to my home in 10 mins.  I must admit I was very afraid.  I hope the authorities get to the bottom of this Mark Brown and his crew.

I just received the same call, with a supposed "Deputy from New York Police" saying that they will show up at my door and to call this Attorney Mark Brown. Once I talked to him he said he was working for a client about a payday loan I took out. Well I have never taken a payday loan and told him I saw this site and he was being reported for fraud calls and he hung up on me.

This non english speaking prick calls my phone every day 2-3 times a day leavinbg the same call back number, yet states he is calling from U S payday loans, AND NYC PD and threatens to have the cops arrest me at my door step... when I get the call information, the number is from 911, or 347-565-6091. it comes up as 911 on my phone

I got this call today.  It came in from 911, said he was from NYPD and his name was John Carter and had a heavy middle eastern accent.  I have been getting these retarded phone calls from all around the U.S since I applied for an online loan. They have my full social, my address, my bank account information. One company actually took $94 out of my account!  This has been for about 6 months, it's just now settling down.  Just tell them that law enforcement does not get involved with monetary debt owed by a private practice and that posing as a Law Enforcement Agent is not only illegal under federal law, but they are also in violation of the Federal Trade Commission Act and the Fair Debt Collection Practices Act.

I got a call from this number on my cell.  Foreign accent man said he was with the NYPD and told me to get in touch with attorney Michael Brown at this number for help or i was going to be arrested.  Never been to NY.  There has to be a way to stop this BS.

A co worker has been getting calls from this number here at work and the guy (Mark Brown)claims to be with the NY police department. Same as above, pay or be arrested. I placed a call back to the number from a different phone and got his (Mark Brown) voice mail but left no message. He called my number back and said he had received a call from this number and he was "attorney Mark Brown". I asked if he had been trying to contact(my co workers name) and what the subject matter of his calls pertained to. He then decided to curse me out and hang up.

These people are calling from an "Emergency call" # AKA 911 claiming to be Deputy Edison and he has an an arrest warrant for me and i need to call someone called Mark Brown for further details about why I have an an Arrest Warrant for me and if I don't respond within 24 hrs I will be arrested.........This is A SCAM They are not Real.....I thought abuse abuse use of the 911 system was a crime and these people need to stop figuring out ways to abuse the system our government has sworn to uphold

I just got  the same call today & they called me about 2 weeks ago saying i was going to jail did not have all my information correct so i told them to go right  ahead and do what you gotta do .. I know what my bank statements says & i did not get a loan from them !!!

I received this call just hours ago ... stating it was 911 and to call some attorney mark brown ...but the background was super loud and the caller had a thick Indian accent. After reading this I'm glad to find out I'm not the only person going through this but that it is a scam and I knew it sounded odd. If anyone can give me tips on how to report them to the local authorities it would be greatly appreciated as I want this harassment to stop./

Same thing here... call from 911 with a message to call attorney mark brown.  when i called he answered with a "Hi this is mark"  no secretary at that law firm i guess.  they also said i would have to go to court in new york on a saturday.  everybody watch out from these.

I received a call on today regarding some type of scam about I need to call attorey Mark Brown, I have a warrant out for my arrest. The number they decided to call from is 911. You do not play with emergency phone numbers and I have reported the attorney Mark Brown and Deputy Charles Parker to the attorney general office, also police department as well!!!!

Phantom Debt Collectors From India Harass Americans, Demand Money

Hundreds of thousands of cash-strapped Americans have been targeted by abusive debt collectors operating out of overseas call centers suspected of links to organized crime in India, law enforcement officials told ABC News.

The calls are part of a massive scam, one that appears to target struggling Americans -- especially those who have gone online to apply for payday loans. Armed with personal information from those pilfered applications, the threatening callers, who claim to be debt collectors poised to initiate legal action, have managed to pry loose millions of dollars from their victims -- even when the victims never owed money in the first place.

"This is what we call a phantom debt collection scam," said Jon Leibowitz, the chairman of the Federal Trade Commission. "It's a very pernicious and innovative new fraud."

Working through call centers in India, the commission estimates that the criminals have dialed at least 2.5 million calls, persuading already cash-strapped victims to send them more than $5 million. Some have reported receiving dozens of calls per hour. They are victims like Cindy Gervais, of New Orleans, who went online for a quick loan when her husband's car was hit by a driver who didn't have insurance.

Even though she paid the loan off, the so-called "phantom" debt collectors with Indian accents began calling to say she still owed money.

He more or less told me that if I didn't pay, they were going to have someone on my doorstep to arrest me," she told ABC News. "And that they were going to contact my place of business, and tell them what kind of person I am."

At first, she said she resisted. Then the calls became more frequent, and started to ring on her cell phone, and at the grocery distribution company where she had worked for 27 years.

"I was more or less was in panic mode because he told me there would be someone before noon at my place of business to arrest me and take me to jail," she said tearfully. "So I agreed to pay him."

After receiving scores of complaints, investigators with the FTC said they began tracking the calls, and following the payments. They alleged the payments led them to a California company run by an Indian-American named Kirit Patel, and that such scams would not be possible without American front men.

"I would say that all roads of this scam, or many of the roads of this scam, lead back to Mr. Patel," said the FTC's Leibowitz.

ABC News tracked Patel for weeks, from the suburbs of San Francisco to Austin, Texas.

Patel refused to talk. But his lawyer, Mark Ellis, said he believes it is far too early to pass judgment on his client. Ellis, a Sacramento-based attorney, told ABC News that Patel was hired for a nominal fee to set up an American shell company, and had no idea what the call centers in India were doing.

"I can tell you, he was as snookered by the people in India as anybody," Ellis said. "He's a 69-year-old man who is nearing his retirement who thought all he had to do was set up some corporations and everything was on the up and up. He's completely dismayed that he has become the lightning rod of this entire problem."

A close friend of Patel's also defended him in a brief interview at his home, saying Patel was not trying to defraud anyone -- he was just an unwitting, bit player in a larger scheme.

"If Mr. Patel was just a cog in the wheel he seems to have been a pretty big cog," Leibowitz said. "It is clear that Patel was integrally involved with this scam."

Leibowitz points to thousands of pages of financial and phone records gathered by the FTC and filed as part of a civil case brought against him in the U.S. District Court in Sacramento last month. When FTC lawyers sought to freeze his assets and prevent his business from continuing to operate, Patel responded by invoking his rights against self-incrimination. His lawyer told ABC News he has had to be careful in how he responds to the allegations in civil court "because there is a potential criminal action," but that Patel maintains the allegations against him are false.

Federal investigators said the phantom debt collection operation that allegedly benefitted from Patel's assistance was one of several that all trace back to the same small town in Western India called Ahmedabad. Callers use technology to make it appear that the calls originate inside the U.S. Victims provided ABC News with recordings of dozens of the calls, and many of the thickly accented callers appear to be reading off a script.

"Subpoenas have been readied, and Monday morning you're going to be picked up from your home," one caller says on a victim's voicemail. "And you have children. Don't worry about your children. We have a childcare department to take care of the children."

"You will be behind bars for six months," said another caller. "And once you go behind bars, you will lose your job. Once you are behind the bars, you won't get a single drop of water."

William Peerce Howard, a Tampa attorney who represents victims of harassment from debt collectors, said it takes an especially twisted criminal to use threats and coercion to pry money from someone who is already struggling financially

"These guys really are the most visible villains in America today," he said. "They make a living scaring people."

Mark Merola, of Florida, said he just panicked when the caller told him he might be arrested at the deli where he works in a Florida retirement community.

"I was nervous. I didn't want to embarrass myself, my family," he said. He used his debit card to pay the collector $576.

Afterwards, he says he realized "how stupid I was."

"It just happened so fast," he said. "I got scared."

Leibowitz said he hopes with more attention, future potential targets of the scam will recognize red flags before they turn over any money.

If callers say they are from the police, consumers should know that law enforcement officers do not collect debt for private parties. If the caller is speaking with a thick Indian accent, but calls themselves by a names such as Officer Mike Johnson, that should be a tip off. And if they're calling 40 times in two hours, that's another red flag. "Legitimate debt collectors, legitimate pay day lenders don't do those sorts of things," he said.

Merola said he would like to see anyone involved in the scam prosecuted aggressively.

"There's no place in society for these people," he said.

I got a call today from an "attorney" Mark Brown with the united nations ......with the attorney generals office....when I asked about the information the guy got all mad and would not give me any information...telling me I must have gotten a payday loan and there was a warrant issued....really dude? You must not know a thing about law enforcement....SO, I called the number back...guess what...its a magic jack number....really?  This is a scam...so please watchout....people can obtain more information about us than we think...never confirm anything, but ask for all the information...their address, direct line, supervisor....I mean really ask alot of questions....and if you have a friend thats an attorney, have them call.....I just got a call and told him I called the Attorney Generals office and they have never heard of him....and I reminded him, that the attorney generals office does not use Magic Jack for their phone service...so I kept calling and harrassing him....it was too funny

I have received calls from the above number for the past week. They have threatened me and also called my work and threatened them as well. I have never had a pay day loan in my life, but they are claiming that I owe all of this money. Even though I have not given them any of my personal information, they knew my full name, address, home, cell and work numbers.  I am very careful about giving away my personal information to anyone, especially on the Internet or over the phone.  How are these people even getting away with making these threatening phone calls?  The last voicemail message they left me stated that if I do not retain an attorney and have them contact them back within 24 hours, all they can do is wish me luck "as the situation unfolds in front of me".  WTF?

This number called me threating to arrest me for owing money to some payday loan place. I don't even know what they are talking about, and I'm positive that this is a scam. I live in an unknown location now, Thank goodness. I no longer live where I did a year ago, but it was still pretty scary to  get this call.
