Won't work! Just like with all the other phone scams ... it only informs them they got a live number and two things will happen. 1) The calls not only will continue but increase, and 2) they will pass your number on to other scam artists and it will begin anew!

This is NOT a survey (3-4 questions/30 seconds? Not enough questions to actually collect data), it's a FAKE survey/a scam, this is NOT a political call, this is NOT about any real cruise ("free"? Come on now, it's never free.  You'll probably wind up paying MORE than you normally would if you got it!), what this is is a SCAM!!! These lowlifes are using the survey ploy to get around FTC/NDNC Registry laws to make their illegal calls!!!)

So they are now using NCO Financial as part of their Caller ID?

Shows how really lacking in intelligence and how moronic these jerks truly are! NCO is one of the most nororious of that bunch! Numerous citings/fines etc. for repeatedly violating the FDCPA and FCRA laws right and left!!!

And like you said, NO one should give out any info to these scumbags or any of their ilk!!! They will just rob you of all they can ... especially if you have no debt or don't owe anyone!!!

These are junk debt collectors!!! They scoop up old debts that have either been paid off already, where the SOL has expired or call any number they think is attached to a debt regardless if that number has changed hands, call kids on the cell phones, senior citizens, businesses ... pretty much anybody in an effort to 'squeeze water fro a rock'!!!

Best thing to do if getting such harassing illegal calls is find an attorney who handles this kind of refuse and go after them!!!

HOW TO THROTTLE BOGUS CALLS (updated 03/21/2012)

Ok, here's a solution if your phone has a contacts list--it works quite well on my iPhone, which allows unlimited phone numbers for any contact.

Step 1, create a contact named something like these names
            IGNORE JUNK CALL
            SCAMMING SCUMBAGS
            FRAUDSTERS LIST
                         ..... 
            
Step 2, select a SILENT ring type for this contact.  Or, select a distinctly unusual ring tone like
             CRICKETS or                              
             MOTORCYCLE  or
             RIFLE...

This lets you know if a repeat caller is on the line, but I prefer the silence myself.  My iPhone lights up showing the caller ID, even though I have a silent ring.

Step 3. Enable CALLER ID to be displayed for incoming calls that are made to your phone. It's a pity these stealth calls UNKNOWN, or OUT OF AREA, or their ilk, can't be blocked by any phone I know about. My iPhone won't let me put these names where the phone number field is entered.

So, what you do is to put the phone numbers of all bogus and scam callers that contact you, or try to call you, in this special contact. 

Also, unless you recognize a toll free number owner, let all calls of this type go unanswered, and if no 
voicemail is left, add the Caller ID (their  phone  number) into the                    IGNORE JUNK CALL contact.

Also add any other bogus calls
you get or know about, well they go in this contact too.

This may mean also all callers that don't leave a voice mail, or are soliciting you for services or products who you don't have a business relation with. And slime bags you don't want to talk to, like that jerk at the bar, or your ex.

For new toll free and also out of area calls: run these numbers
through Google search to see if they have been reported as junk or have been identified by others as scams.

Don't call an unsolicited  toll-free number back, it captures your own phone number, and you will get on other scam lists to call you.

Toll free numbers all have area codes from this list: codes 800, 888, 877, 866,  and codes reserved for future expansion include 844, 833, 822, 880 through 887, and 889. 

FURTHER: Don't take the default voice mail prompt that came with your phone, because it usually
speaks your phone number and indicates you aren't around to pick up the call and maybe even speaks your name as well.

Record a new one
like "Sorry I missed you, your message will be appreciated".
Friends will know your voice. Scammers, not so often.

My list is long now, my silent ring saves me from tons of spam and scam, and yes, the do not call list is worthless, and toothless as well.

Please feel free to copy this post anywhere, and to any forum. 

Consider writing a letter or email to your phone supplier, or your congressman to fix this awful state of affairs, and to put some teeth into the DO NOT  CALL law. Ask them to shut down the services that allow fake telephone numbers to be used as well.

360-474-3907 has called many times this month, April 2012. There is never a message left. The caller ID lists the caller as PacificTel.
The person I am reporting the calls for is elderly and is on the do not call registry. www.donotcall.gov/

We received a call from this number 4/28/2012 at 9 am. They left a message that went something like this  " This is Mr. Kent I have received as it is associated with a very important matter in our office. You need to call 866-295-9370. It is very important that you call us right away."  Guess what folks... I looked them up on the web, found this site, and now sharing my event with you.

My late father was correct, he lived his life in the "Better" times of our Nation and  The World, because it is all going down the crapper FAST!.

Fact 1 through 3: Why don't they work?
Answer: These lowlifes use Caller ID spoofing! THat means the numbers they use are spoofed (and not actual numbers). Simply blocking spoofed numbers won't work because they aren't the real numbers calling! Same applies regarding filing with the FCC/FTC or on the NDNC Registry site! You're only giving them fake numbers in those complaints!
Fact 4 - Correction: THESE PIGS ARE NOT, I repeat NOT, telemarketers. They are criminals out to get what they can off you! That's why pretty much everyone has said they are a SCAM!!! (I.E., illegal operators out to deceive whoever they can out of their personal info to all the way to their identities.  This particular scam is an old one!!!) So, NO. They won't stop calling! They'll increase in the number of harassing calls they make to you, pass your number onto other like minded pigs and it will just get worse from there!!!
Fact 5 - Enough join in. And yes, there are investigations under way (just like with several other well known phone scams recently). Failing to take any action only allows these criminals free reign to continue their scams and not receive any just penalty for commiting their crime! Would you do the same if someone made their way into your home or at least picked your pocket stealing your wallet with your DL, SS# and the like in it? Wouldn't you report such a crime to the proper authorities? No real difference with these phone scams! It's just that it's over the phone! And what about those who might not be so aware? Let these pigs scam them? I think not! Doing nothing about it is no solution!
Fact 6 - agreed! They are there more for businesses than for the consumer.

As to blocking them ... see my answer elsewhere here. Caller ID spoofed numbers aren't the real ones calling.  You can go ahead and block them but the real numbers making the call will still get through!

Many of us DO have call blocking phones btw.  Have tried that, been there done that. Has to be an actual live number for that feature to be effective! Myself, I have a panasonic phone with such a feature (that's the one these scum called me on earlier today.  And I had blocked their other spoofed number)! They still got through!!!

The problem isn't anyone being a victim! It's in stopping these type of calls!!! No one here is a victim, we're all doing all we can to AVOID that! NONE of us have fallen for their scam once!!! If we did THEN we'd be a victim!!!

Enough media coverage, enough filing and enough to wake up our elected officials (State and Federal) and it may well be enough to bring a halt to this reign of phone harassment and the scam artists behind them!!!

They use:
? Robo-dialers (now illegal to use)
? Caller ID spoofing (for malicious purposes)
? Repeatedly violate FTC/FCC/Do Not Call laws
? Refuse to stop calling when you tell them to stop (that's harassment right there, and a crime)
? Device a fake 30 second/3-4 question survey then switch to their so-called pitch about a fake cruise just to get around the Do Not Call/FTC laws to make their illegal calls
? They also use pre-recorded messages which are illegal for telemarketers to use

Right down the line there ... illegal activity!!!

Just got a call from this number, I live in the Chicago area.  It says from Pacifictel.

The first time I saw it I just turned my phone on and off fast to disconnect them  (I'm so so so sick of these calls).  They immediately called right back, so I did it again.  They called back a THIRD time right away, so I turned off the answering machine and just let it ring. It rang 9 times and stopped.

Remember when there was such an outcry about Spam? It went before Congress, there were laws passed, some major Spammers were hunted down, busted, and sent to jail?

So why isn't the FCC or SOMEONE doing it to these callers?  If we post on this site and others that it's the same numbers and the same scams, it's not a matter of the information not being out there or too time consuming to get.  The entire population of the U.S. is being harassed and stalked  via their phones every hour on the hour and no one seems to think this is an issue.

FACT 1 - the DNC list CLEARLY does not work!  Everyone knows this...or you should know this by now!
FACT 2 - filing a complaint with the FCC does not work!  A total and complete waste of time.  Been there.  Done that.
FACT 3 - having an unlisted phone will not help you.
FACT 4 - asking/begging telemarketers to take you off their call list ? you?ll get laughed at!
FACT 5 - no "class action" law suits are being filed and certainly, none are being LITIGATED.  
FACT 6 ? contacting the BBB ? LAUGHABLE!!!  The BBB and the National Chamber of Commerce are corrupt organizations that sell their ratings to the highest bidder.  You can forget them.

COSTCO & AMAZON SELL THEM.

I have had the same home number and the same business phone number for over 15 years and my home and my business lines (both published) seem to be on every call list imaginable.  I bought a Panasonic call blocking phone for my home and I bought a Uniden call blocking telephone for my business.

NO MORE PROBLEMS WITH TELEMARKETERS.   THEY CAN?T GET THROUGH!

We can stop these telemarketers IF we all buy a call blocking phone!

Not a survey, it's ploy to exploit those loopholes.  But your right, since surveys (including political) are allowed with the Do Not Call list ... it's basically useless.  As evidenced by these criminals ability to exploit that.  The loophole needs to either be tightened somehow or closed so this load of BS we're all having to put up with won't be allowed!!!

FYI:  NO real survey (only 3-4 questions), no real free 2 day bahamas cruise about either Carnival or Royal Caribbean Cruise lines.  It's a sick ploy to steal your personal info.  DO NOT FALL FOR IT AT ALL!!!! Report these pigs to local and national media, your States (and Florida's, where they are located) AG!, your States Reps and Senators in D.C.
