I believe this is one on a series of numbers used to offer lower interest rates on credit cards. Sometime they leave a v/m, most times just a hang-up. The code in caller id always starts with a V followed by the date and time of the call. Also other trailing numbers that I have not been able to decipher. Some Other #'s with same pattern are:

i didnt answer, they did not leave a message.
these call are just scams, blocking or reporting the number doesnt help because they just change the number and keep calling.
Dont answer these calls, and dont call them back. when you answer, or call back, or talk to someone, or press 9 to be added to their do not call list - that just lets them know that your number is a working number. then they flag it is as a working number. therefore you will get repeated calls from them and all their scam buddies. because it is an illegal operation and they change numbers and stories often (free alarm system scam, credit card interest rate lowering scam, we will pray with you scam, donation scam, free cruise scam, problem with you accont scam, ect) they DO NOT CARE about the do not call list. they call as many people as the can, changing the story on occasion just to scam an unsuspecting person out of money. the more people they call, the more chances they have of stealing from us.
every number called by the robo callers that dead end gets tossed out, and the ones flagged as working(casue you called back or answered) get stored, passed around illegally, and worst of all - called repeatedly.
BEST ADVICE - NEVER MAKE ANY MONETARY TRANSACTION  OVER THE PHONE, EVER. ESPECIALLY IF THEY CALLED YOU. and dont ever give out personal or financial info over the phone, especially if they called you. SIMPLY, IF THEY CALLED YOU - YOU REALLY DONT KNOW WHO YOU ARE TALKING TO.

if everyone STOPS making monetay transaction over the phone - this will stop. if they never make any money this way, it will stop because it will never pay off.
Even if a charity calls, and you are interested, DONT GIVE MONEY OVER THE PHONE. have them mail you donation paperwork and verify its valid. if they refuse to do this it is most likely a SCAM.

NO MONEY OVER THE PHONE - MEANS NO MORE CALLS (YEAH) from these scam, telemarketer, timeshare, ect scumbags.

I've probably received 50 calls from that number and a host of others using the same message on robot dialers and  the same script if you get a live scammer after pressing the appropriate button. Being retired, I have plenty of time to waste their time. I string them along (Wow! I'd LOVE to get a better rate! Tell me MORE!") until they request a valid credit card number so they can check my credit. I ask, "Have you ever heard about the FTC Do Not Call Registry, a**hole?" and hang up.

The same ole' "Lower your interest rate" scam. Every time I press "1" to talk to them, to find out who they are- they HANG UP ON ME immediately!!!  Go figure!  What a scam!  Stop calling.  It's at least a couple times each week!!!

Set your answering service message as follows:
Hello (wait a few seconds) HELLO (wait a few seconds) then proceed with your message.
The automated programs think you have answered the phone. The automated systems will kick it over to be answered by their service reps. (Sometimes they don't answer because they don't have enough services reps. That is why you get those annoying calls with the long silence when you answer.) This is great because they have to pay for a call being completed. The service reps do get angry. (Part of the fun.)
To make this plan easy to work with, just set all WANTED calls to an easily recognized ring tone. Ignore the rest and let your answering machine or service do all the work:)
The calls to my home have decreased since doing this.

I forgot to add, I filled a complaint with them, the FTC and the Illinois State Attoney General (wating to here from).

Here is the whole letter, notice it keeps reffering to area cone 206, I filled the complaint with the 360 area code.

Sometimes, telemarketers obtain telephone numbers that are assigned to certain area codes and assign those numbers to telephone equipment that is not located in that area code. We have determined that the telephone number you reported as the source of the calls is owned by Pacific Telecom Communications Group, which is located in Los Angeles, California. Pacific Telecom provides telephone numbers, many of which have 206 area codes, to subscribers. However, many of the subscribers who obtain the 206 telephone numbers from Pacific Telecom are not located in Washington state and could be located anywhere. Under these circumstances, there is very little this office can do to locate the physical presence of the party who is making the calls. However, you should report these calls to the Federal Trade Commission by filing a complaint online at: https://www.donotcall.gov/default.aspx.

Just recieved a e-mail from the Washington State Attoney General. Here is a paragraphe of the letter I received,

I had to laugh when I read your message, because it reminded me of my Grandpa!  He got one of those air horns like they use on boats.  They are extremely loud!  He used it a couple times and it really worked!!

There is a law but it takes forever for it to be reinforced on your line.  Then it is no good after a short while, usually a couple days.  The registry you can call is the 1-800 do not call list.  Or I think you can look up  Do not call@1800. gov.  I listed my home phone and my brand new cell.  I started getting immediate 1800 phone calls on my cell!!  I am so angry about this because you can't trust Government websites,  I think they actually sell your numbers to the highest bidder!!!

it's the new thing for collection agency's. , Delta Outsourse Group in O'Fallon,MO. is the caller & not there office #.  It's a spoof #.  &  it's Illegal, even if your not on the DO NOT CALL List, it's a fraud(scam)under the FCC. laws. so save the message or the phone # that called you.  report it to your ATT.General in your state or a lawyer & sue them to death. That mean's everybody who got this call.

The reason a large portion of the people are having trouble with this number is because this number is being "Spoofed" by Delta Outsource Group, a collection agency located in O'Fallon, MO.  They will try and gather enough information to create an account.  Many bank accounts have been drained by this establishment and many "Spoofed" phone numbers have been fraudulently used to aquire information.
This not only hurts people by the harrassment, but also hurts the establishment that the number belongs to.

Got tired of hearing these jerks so this morning I pressed one and talked to an operator and acted interested. After a minute or two I said would you mind if I asked you a question. When they said yes I said "Do you think your parents would be proud of you since you have grown up to be a low life fraud?" They hung up. Guess I got my answer.

I get calls from these people all the time - "lower your interest rates on your credit cards" - they are doubly annoying because I HAVE NO CREDIT CARDS AT ALL!  I've tried going through with the message and talking with someone - it gets you nowhere - they don't seem to understand who you are or why you're upset and they have apparently nothing they can do.  ARRRGH

FCC...YA they are the ones with the top 5 on the commission found to be watching porn on their computers 8 hours a day 5 days a week.  Computers were confiscated.  We heard no  more.  Must be still "working" doing their job.  Never heard they were fired.  This is why Do Not Call list does not work any more.  Ask yous US Senator what happened.  When your US Rep or Senator is campaigning tell him/her you want them to make YOUR life easier by making the FCC do its' job.
