I have been receiving calls from these 'card services' telemarketers for over a year now. I have been blocking each number they have called with (over 35 at this point). And I have been filing complaints with the FTC Do Not Call Registry and the FCC complaint site, to no avail. I do suggest you all do the same, and do not talk to them or call them back.

But to really get some attention, I created a petition on the White House We The People site. Please go there and sign it, we have to get the word out any way we can:

If you have received recorded calls from "Rachel from Cardholder Services," or "Heather from Account Services," you are dealing with probable identity thieves or credit card thieves. Do NOT under any circumstances give them any information from your credit card, not even the date or the customer service phone number!

The calls are, to begin with, illegal. They are made from spoofed or falsified phone numbers, and in violation of the Do Not Call law. If you give them the customer service number from your credit card, they can spoof YOUR number and make your credit card bank think YOU are calling. Then, if they have (for example) the last four digits of the credit card number, these scammers can access your account. This is probably their objective.

I like to jerk them around by telling them I have $10,000 in credit card debt at 15% interest, and then tell them I have to "find" my credit card. Then I leave them on hold for as long as possible while I do something else.

I believe these calls are phishing to get credit card information and I don't trust them. I have tried to file a complaint with the FCC but it does nothing to stop the calls. I stopped answering these phone calls as opting out of their call list just validates mine is a real number and continues to call every week or two with a new number. So annoying and I wish it would stop.

We get calls from this number that start out "This is Rachael of Card Services....." and yes even if you push the number to be taken off the list, they call again....sometimes as many as 2 times a day.  What has happened to the National Do Not Call List???

replying to myself...today they called my cell # (also on the DNC Joke List) as well as our son's cell....hmmm, all lines are with AT&T....just saying.

House phone it came up "USS" and cell it came up "Marysville, WA".

DON'T BOTHER answering- by pushing ANY number (even to be "removed" from their list) you are letting them know your number is a working one.

Mary,

First and foremost don't feel bad for the slip- it happens all the time to intelligent people.

HAVE A VERBAL PASSWORD ADDED to ALL accounts immediately- credit cards, bank, insurance company.  ADDITIONALLY tell them to note your account that YOU DO NOT plan to move at any time and when you do, you will give them the verbal passcode otherwise you are leaving yourself wide open to identity theft.  These people get enough info and they can worm their way into your credit cards, or worse get NEW ones, and tell a credit card company to send the card to "this new address."

I agree with the other person who replied- start monitering your credit report through the 3 agencies (Experian, Equifax, TransUnion).   The government allows you one free report every 12 mos:  AnnualCreditReport.com

SCRUTINIZE EVERY LINE ITEM on any credit, debit, or bank transaction.

It's up to you, but I would also contact the local authorities so you can have a police report in the event something does happen down the road.  You will have a paper trail to work from.   Empower yourself and don't be victimized by these crooks.

Everyone that says the Do Not Call list doesn't work is wrong. The only calls I get are from charitable organizations (Do Not Call list doesn't apply to them) and this telemarketer about lowering my credit card interest rate. This is a scam and I keep blocking the numbers and they're always different and they generally come from either the 360, 406, 312 and 832 area codes. Those aren't the only ones but the majority of my calls are from them. So, my rule of thumb is that I keep a list of all area codes close to the phone and if I don't know anyone in the area code that's calling I JUST DON'T ANSWER THE PHONE.

I got a call from this number and they will not take you off of their call list.  We have tried several times.  Why be on a do not call list, and still get unwanted calls.  I think this is just another govenment waste of time and money.  They must have found someone who needed a job, so the USG says why don;t we set up this program and hire some people who we know won't do anything.  Just a complete waste of money and time.

The lovely "Rachel of Cardholder Services" called me this morning via recording to assist me in lowering my credit card interest rate.  Opt out doesn't work, talking to a live agent and a live manager doesn't work, The Do Not Call list does not work. So Rachel calls me alot, life in America where corporations rule, governments and people drool.

as we are on the DNC list and are a resedince, they have no business calling yet they do.  I let it go to the machine and they hang up upon hearing the recording.  Guess they rally have a lot of money to waste paying for employee time to make calls and get nowhere.

I think you are correct, I registered my wife's number and not even a month later she started receiving calls from telemarketers all the time, before that she got maybe one or two every six months, also I notice that if I file a complain I start to receive an increase number of calls from telemarketers shortly after...

Well, these jerks are now coming in under the caller ID of "USS", got 12 calls from them yesterday on my business phone.  Thank god I was out sick or I would have lost it on them.

I keep a bull horn and whistle on my desk for these A**Holes, and let me tell you, I'm sure I've busted a few ear drums ....but they just change their phone number and keep calling.

I've reported them to the FTC, the DNC list and to the phone company, I've asked them to stop calling, but they refuse.

A Word of Warning .... if you do Talk to a live person ... do not, under any circumstances, say the word YES to them.  They will manipulate their recordings to make it sound like you are signing up for their services.

How it works:
http://onthespotblog.com/on-the-spot-blog-stirs-up-rachel-at-cardholder-services/ ...
http://onthespotblog.com/tag/cardholder-services/

People should continually file complaints with their Attorney Generals office and also file with:
http://www.fcc.gov/complaints
https://www.ftccomplaintassistant.gov
If enough people keep complaining then maybe something will get done.

The calls are being made from outside the US however the call centers (where you actually talk to someone after pressing 1) are usually in the US and the companies making the money from the scam are owned by people in the US.

These calls are coming from Costa Rica and India and they are using spoofed (false) numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC. Keep complaining to the FTC and FCC, and start bugging our politicians to pass laws to make it punishable in criminal court instead of handing out fines that they don't pay. Another course of action is to contact phone companies to find out why they won't block spoofed numbers. With today's technology that should be an easy thing to do, unless they are somehow profiting from the use of their systems.

Robocalls are illegal unless you have given them prior permission in writing (not worded into some small print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for each violation.

The majority of the disposable numbers come from Pacific Telecom Communications Group and they are currently under investigation and in the midst of various lawsuits. (The principles involved have been part of actions by the FCC under other business names). They have ripped people off for millions of dollars, yet have paid only a couple of thousand dollars in fines. The only way to stop them is to throw them in prison for a few years to make this criminal activity less attractive.

Check here first to see if it is one of their phone numbers:
http://telemarketerspam.wordpress.com
Pacific Telecom Communications Group
Follow JD's recommendations in the blog and stop them at the source.

The Indiana Attorney General?s Office filed lawsuits against:
Consumer Credit Group and Proactive Planning Solutions of Arizona for violating Indiana?s Do Not Call Law and Auto-Dialer Act known as the robo-call law. Both companies violated the Credit Service Organization Act and Deceptive Consumer Sales Act by not obtaining $25,000 surety bonds with the state and collecting money upfront without performing any services.
Debt Zero of California for collecting money up front, failing to provide services or a refund and operating without a $25,000 surety bond.
Clear One Advantage of Maryland and Credit Arbitrators of Texas for violating the Credit Service Organization Act and the Deceptive Consumer Sales Act by not obtaining the required surety bonds.

Arkansas sues robocallers:
http://www.arkansasonline.com/news/2012/aug/0 ... arketing-firms/
Missouri sues robocallers:
http://www.legalnewsline.com/news/236974-kost ... nies-over-calls
Proof that current laws mean nothing to these scum suckers, same companies that have been sued in the past:
http://www.ftc.gov/opa/2011/12/roycox.shtm
http://www.ftc.gov/opa/2010/06/asiapacific.shtm
http://www.ftc.gov/opa/2012/03/asiapacific.shtm
http://www.ftc.gov/os/caselist/0923193/111219roycoxcmpt.pdf
http://www.ftc.gov/bcp/edu/microsites/donotcall/mediacenter.html

Write our Congress and Senate. We need CRIMINAL penalties against the companies that are profiting from these calls. Follow the money, slap them in prison, no one left to outsource to overseas boiler rooms, problem solved. Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

THIS IS RACHEL ACCOUNT SERVICES- the robotic service that has hundreds of alias phone numbers - NOTHING FCC FTC
DO NOT CALL

will help you will considering DNC doesnt have a LIVE person so you spend endless hours entering these phone numbers and RACHEL (phony most likely Nigerian company) will continue.  Dateline needs to hunt them down and expose them for the sleezy pigs that they are.

They will tell unsuspecting people they can lower their APR to 8%- ALL YOU have to do is GIVE THEM ALL YOUR CREDIT CARD NUMBERS and EXPIRATION DATES -

they will STEAL your accounts and use them for identity theft...they will charge all sorts of items on YOUR CARDS.  Yet they cannot be closed down!!!!
