We've been receiving phone calls from 360-633-9809.  
They never left a message. And so we finally called them.  It's a debt collector.
The company name is "RPM", which stands for Receivables Performance Management.
They called to collect an old debt from VERIZON. Strange thing, though: we had never given out our new phone number.
I told them that they need to limit their phone calls a bit. I was told that they only call within the legal limits.
When I mentioned that caling after 8 PM might be overdoing it a little, I was told that it's legal for them to call until 9 PM.

This number has tried calling a few times, but when it goes to my answering machine, all you hear is some noises of them trying to hang up.  Based on that, I'd guess it was some collection call or telemarketer.

I HAD  BEING RECEIVING CALLS FROM THIS NUMBER, SEVERAL TIMES A DAY, IS GETTING VERY UPSETTING BECAUSE THEY NEVER LEAVE A MESSAGE, WHAT CAN I DO TO BLOCK THIS NUMBER, IS GETTING ON MY NERVES ALREADY

Since the 866 number is already marked as RPM, they are using this other number. Ignore this people, they look for debts that are so old that should not be collected an people fall for it. The number of complaints they received is more than the average amount  for a business of their size, checked on the BBB for RPM.

These guys call several times a day and hang up.  We should let them taste their own medicine.  Dial their number from your skype or internet phone (gmail and yahoo gives them out for free I think), and when they answer we should hang up.  They call me three times and hang up, I call them back three times and hang up.

Stop calling, it is futile.... I will not answer calls from people I do not know!!!!!!  I am on the Do Not CALL LIST and am contacting the FCC and FTC as well.

These calls are coming from RPM. They also call from their toll free number which is 866 212-9809.

These people are unscrupulous, rude desperate bill collectors who only call to show they made and attempt to collect on "debts". They don't care if you truly owe a debt or not.

I've been receiving these calls for about a week now and I tried to return phone call and nobody answers it's just blank.

I keep receiving calls from this number on my job they want give me their name or company name most time they as soon as I say hello they hang up!

Please stop calling me and letting it ring 3 times and  then hanging up.

This number has been calling me for quite a while now. Usually I don't accept calls from people I don't know but I finally decided to answer the phone the other night, around 6PM EST. It kind of sounded like a middle aged black male. He said hello and then I said hello back, then he hung up. Very strange. And I'm still getting these calls at least twice a day. And I don't owe any bills. Hope this stops soon.

when In California its forbidden after 8:OO or on weekends,I am sick of this A...hole calling me at unwanted time.

They called my number for weeks, sometimes more than once a day. Rang three times then hung up; never a message left. I finally called them and they marked my number as a wrong number (for them). Almost certainly a bill collector, but I wasn't able to get the company name.

I don'know who is calling me.  I receive phone call from US  frecuenly but never let me message.  I don't know anybody in Washington.
