Looked this up on Wikipedia and appears to be an offshore cell phone -- located in Dominica in the French Lesser Antilles off the coast of Venezuela. Since I don't know anyone there and they left no message, I'm assuming this is some sort of off-shore SCAM that is being used to circumvent US Laws (why else would they have an off shore number calling and not leaving a message). If anyone finds out who these clowns are, please post.  Here is the explanation of this area code and where it comes from:

This is a list of Mobile Country Codes (MCCs) defined in ITU E.212 ("Land Mobile Numbering Plan") for use in identifying mobile stations in wireless telephone networks, particularly GSM and UMTS networks. An MCC is often used in combination with a Mobile Network Code (as a "MCC / MNC tuple") in order to uniquely identify a network operator.

The MCC is part of the International Mobile Subscriber Identity (IMSI) number, which uniquely identifies a particular subscriber, and is stored on a (usually) removable SIM card.
