You are in Maryland. Your call was from Utah. Wot? they don't sell cars in Utah? Guarantee it's a scam. If you're running a business, maybe not. Selling on Craigslist/Kijiji, yes it is. They mention (a) Paypal (b) They have a shipper picking it up (c) They are deaf & can't call you (d) They are Military & out of the country (e) Marine biologist off shore (f) Ship to relative in Africa. These are all red flags in a Paypal/fake check scam.
