These type of calls is "Voice Broadcasting", you can google it....cost as low as 1¢ per call.
Different company use different name, like "Heather" is from company A, and "Rachel" is from company B.
First, I think the solution is to have a phone with "Call Blocking" feature build-in. So you don't have to pay montly fees for blocking individual numbers. Second, they want to get their message across to you by a breif message left on your answering machine. So, I think turn the AM off, they can only call you once but not twice because you use your phone to block that number. Third, If both option is not available to you, then check with your phone provider, add CALL FORWARDING into your current package. Forward it to a "not in service" number.
Also you must file complaints to Do-Not-Call.....
Someone from another thread had discover the person who run these type of calls...worth to take a look....or call him and ask, see what he know....may be this number is run by his associate, friends or family member.

We called (214) 738-6247 and the individual that answered the phone was the same calller that tried to steal our credit card information and while panicking accidentally divulged information regarding another scam involving some type of tickets.

I replied to the call, it was about lowering my credit card interest rate, when I pressed 1, a lady answered and she said...I believe you are interested in lowering you credit card rate...when I told here no, i'm interested in reporting you as a fraud, then she hung up on me!...I don't think they'll be calling again...

Phone rang - never picked up - nobody there - no message left?
I had to get call display, call blocking, and caller reveal to deal with this s***! Theres gotta be a way to make them pay for my extra services acquired to deal with these losers.

In my opinion its either dirtycops that you have pissed off and have beat them in court and their subscribing you to these lists or an internal phone company scam to get you to pay for more features?

There are companies that don't just ignore the do not call list. They use it for their call list. So if you registered your cellphone number on with the DNC list, that's where they got your number.

Just got a call (10:20 EDT/24 Oct 11). The pre-recorded call from "credit card services" seized my line - I could not hang up. I use this 800notes.com A LOT and am thankful for all who report these calls. My usual course of action is to go to the Canadian Do Not Call List complaints website ( https://www.lnnte-dncl.gc.ca/plt-cmp-eng ) and file a formal complaint. Pi$$ing into the wind? Maybe. The number of scam/crank/telemarketing calls has not really changed for us in the past two years.

Some sort of recording I didn't listen to, gave me an option to dial 1 to speak live to a person. Some freak male came on and I yelled at him, swore at him, and told him to f off. he told me to f off the same,and some other really nasty words.  told him i'm calling the cops and reporting to do not call list. I demanded to speak to his supervisor..he hung up on me.

I listened to the message and proceeded with pressing their number 1 to speak with their rep to get my rates lowered. I knew it was not my credit card company calling and I was not interested in giving any information via telephone. I asked who they were and they immediately hung up on me.  Too bad there is no 'do not call list' in the Us for Canadian telephone lines.

I also got a call from this number this morning.  I figured it was a scam and didn't answer and they didn't leave a message.

I've also been getting calls on my cell phone from 210 301-0307.  The area code is from Texas.  Again I didn't answer and they didn't leave a message.
