These type of calls is "Voice Broadcasting", you can google it....cost as low as 1¢ per call.
Different company use different name, like "Heather" is from company A, and "Rachel" is from company B.
First, I think the solution is to have a phone with "Call Blocking" feature build-in. So you don't have to pay montly fees for blocking individual numbers. Second, they want to get their message across to you by a breif message left on your answering machine. So, I think turn the AM off, they can only call you once but not twice because you use your phone to block that number. Third, If both option is not available to you, then check with your phone provider, add CALL FORWARDING into your current package. Forward it to a "not in service" number.
Also you must file complaints to Do-Not-Call.....
Someone from another thread had discover the person who run these type of calls...worth to take a look....or call him and ask, see what he know....may be this number is run by his associate, friends or family member.

Consumer alert: Debt reduction companies
Beware of ?too good to be true offers?
Ottawa, January 10, 2012 ? The Financial Consumer Agency of Canada (FCAC) today issued a Consumer Alert on debt reduction companies. FCAC is warning Canadians: Be very cautious about companies that claim they can negotiate a deal with your creditors so that you will have to pay only part of your debt. This process is often called ?debt reduction,? ?debt settlement,? ?debt relief? or ?debt negotiation.?

With educational materials and interactive tools, the Financial Consumer Agency of Canada (FCAC) provides objective information about financial products and services to help Canadians increase their financial knowledge and confidence in managing their personal finances. FCAC informs consumers about their rights and responsibilities when dealing with banks and federally regulated trust, loan and insurance companies. Nothing a little air horn in a can can't solve...
I called my financial institution and reported them
I replied to the call, it was about lowering my credit card interest rate, when I pressed 1, a lady answered and she said...I believe you are interested in lowering you credit card rate...when I told here no, i'm interested in reporting you as a fraud, then she hung up on me!...I don't think they'll be calling again...
NEVER NEVER GIVE OUT YOU CREDIT CARD #!
Same S***, Same Pile...
Phone rang - never picked up - nobody there - no message left?
I had to get call display, call blocking, and caller reveal to deal with this s***! Theres gotta be a way to make them pay for my extra services acquired to deal with these losers.
In my opinion its either dirtycops that you have pissed off and have beat them in court and their subscribing you to these lists or an internal phone company scam to get you to pay for more features?

Recorded message "Cardholder services..." I hung up. Scumbags.
When you get a live person, have one of those airhorns, type used at hockey games, and let off a blast into the receiver. Enough folks do that, these assh***s may give up.

There are companies that don't just ignore the do not call list. They use it for their call list. So if you registered your cellphone number on with the DNC list, that's where they got your number.
Bill in Ottawa
Just got a call (10:20 EDT/24 Oct 11). The pre-recorded call from "credit card services" seized my line - I could not hang up. I use this 800notes.com A LOT and am thankful for all who report these calls. My usual course of action is to go to the Canadian Do Not Call List complaints website ( https://www.lnnte-dncl.gc.ca/plt-cmp-eng ) and file a formal complaint. Pi$$ing into the wind? Maybe. The number of scam/crank/telemarketing calls has not really changed for us in the past two years.
F*** off and stop calling me!!
Some sort of recording I didn't listen to, gave me an option to dial 1 to speak live to a person. Some freak male came on and I yelled at him, swore at him, and told him to f off. he told me to f off the same, and some other really nasty words. told him i'm calling the cops and reporting to do not call list. I demanded to speak to his supervisor..he hung up on me.
Phone my number at least twice a week but I never answer
However it goes to answering machine and all I hear is goodbye so there must be a recording
They can call until forever and I wont answer and the Do not call list hears about it every time they do.
Eventually they will do something or we can hope
Just received a call, and this is DEFINITELY fraud.
There's no way these guys will respect the do not call list, so make sure you report this to the Canadian Anti-Fraud Centre:
I listened to the message and proceeded with pressing their number 1 to speak with their rep to get my rates lowered. I knew it was not my credit card company calling and I was not interested in giving any information via telephone. I asked who they were and they immediately hung up on me. Too bad there is no 'do not call list' in the Us for Canadian telephone lines.
Recorded message saying 'press 1 to get your credit rating'. We are on the national 'do not call' list so should not have been called. Am reporting it to the appropriate authority.
tired of telemarketers
Was called by 3862333694 at 9:24 a.m. after had just got to bed from working till 8:00 a.m. I am on the dncl in Canada, and am literally tired of these calls waking me up.
j'ai eu ce meme telephone, recu ici a laval
c'est de la fraude
Also pressed one and said I'm on DNCL, he promptly replied "Liar, you're a liar. How much did this cost you, 10 cents?" - ??! I hung up
we got this phonecall about calling to venezuela that we did not call,do not know nobody there
I get a fax call about 3 times a week first thing in the morning
recu appel en anglais, n'ai pas compris pkoi.... mais je rappellerai pas vu que je ne suis pas le seul
I also live in Canada and am sick and tired of getting this same message re lowering credit costs.
I also got a call from this number this morning. I figured it was a scam and didn't answer and they didn't leave a message.
I've also been getting calls on my cell phone from 210 301-0307. The area code is from Texas. Again I didn't answer and they didn't leave a message.
If you check out Carter Financial website, they say the call is not related to their company.
I think the call center is located in Mississauga & Malton, ON
I don't have solid prove yet. Don't want to start a rumor.
But I think the following company are responsible for all this calls.
1688785 Ontario Inc
They got a similarity, a heavy India accent caller.
If possible, CRTC please trace all outgoing calls from these two company.
Did anyone receive calls from a survey company.
I am trying to find out if they are link together.
