When I answered the phone, a recording informed me I had a collect call.  That was followed by a male voice who mispronounced my name and pleaded that he needed help.  I hung up.  This occured at 5:08pm on 7/27/08.

some one is calling me from this number and i dont know who this person is and who like to know who is calling me.

inmates use this number and phish for information in order to charge long distance calls to your number.  Do not answer these calls unless you know an inmate who is calling you with your permission.  This is a scam

I think it's a scam.  I've been called more than 10 times in the last 24 hours.  The two times I've answered have given the information of a collect call from "I love you" at the Volusia County Jail.  Same intonation both times, almost certainly a recording.

More interesting is that in my research trying to find out who is calling, the "Jah Irie Rasta" post above is there... telling people another number to call and how to set up a prepaid account.  Fishy.  Very fishy.

Luckily for me, this call came into my phone after my service had been shut-of. Poor scammer isn't going to get much from me at the moment.

i was out of town for a family emergency when i came home i saw that this number called my house at 6:17am. thank you for the post i will not answer the call if it comes again. are they even allowed to use the phone that early in the morning?

To day, April 26th 2010, I missed 2 calles from 386 236 0199 .  Not having anyone other than myself living in Volusia county, I wonder what these calls were about.

Someone named "Bob" called collect twice from this number on 10/11/07.  I did not accept the calls; have no idea where he got  my number.

These b*****ds have driven me crazy with their calls. They call leave a message for me to open my line or pay $25 advance enabling some from the jail call me. To hell with the b*****d whoever he/she might be, I have no one in Volusia county Florida. Why there is no control on these types of intrusions.

I just got the call from my boyfriend and it's from the jail just press 0 and whoever wants to speek with will be able to.Stop thinkin its telamarketers. But 1 thing I don't understand is that somehow I had 8.99 in my account but I havnt set it yet. The smart ones that understand me does this mean I will be billed???

i got this call last night while i was shopping with a friend...my boyfriend was recently arrested and i had no idea what this number was so i answered well it started talking about some global crap so i hung up. well it called back again so i decided to listen to the whole thing well it was a call from volusia county jail from an inmate (my boyfriend)! well it was saying how i had to set up a prepaid account with a debit or credit card....well i certainly don't have one! so i couldn't talk to him. why can't an inmate just call and talk to a loved on without them having to pay! its stupid.

Well, I just had my phone service transferred from AT&T to my cable provider. Unlimited long distance and no collect calls. The day that transfer took place, I started getting these calls. Seems very fishy to me.

It is really the jail I have someone who calls everyday from there. I know who they are and talk to them so I know. If you are getting a call from there probably someone you know has been arrested and is trying to get ahold of a loved one. It is not a scam and  "Jah Irie Rasta" is exactly correct.

I received two calls tonight on my cell phone from  386 236 0199.  I tried to return the call because I couldn't get to the cell phone quick enough.  There was no dial tone.  Later the same number called again.  I tried to return the call again then again from my land line.  The number does not ring in.  After several tries I found this site.  I hope this is not the jail and that my cell phone will be inundated with bogus calls.  I will call the DOC tomorrow and let them know.  I will also call ATT to see if there has been any unauthorized calls on my account.

It is NOT a bogus number you twit.  It's just the number to the Volusia County Branch Jail.  It's the # the inmates call from when trying to call home.  I know this because my mother works for the VCBJ

Got 3 calls early in the morning. The caller was very faint, I believe they were saying "Jerry" but I couldn't hear that well. Sprint said they couldn't block a single number and that there was no way the caller could set up a collect call scam without my permission.

I just recieved a call from this number on my cell phone today.

I kept trying to answer the phone from a friend but all I got was how to get money to them in their commisary account.  I kept hitting nine to accept .  Then it didn't respond.  Very frustrating

Call came in on 8/15/08 at 5:25pm and was private caller on caller id and recording said Volusia County Dept. of Corrections.

I received a call from this number (386-236-0199) last night at midnight.  Why do inmates have access to telephones at midnight?

I got a call from this number, but no one spoke.  Eventually, they disconnected.  If this is a telemarketing firm, and they are using this to bill other people for LD calls they make by directing the billing to the victims', it is simple to write a letter to the Florida Dept of Commerce to intervene.  I will be watching my telephone bill for LD calls billed to me from this point forward.

After reading these comments I believe it is something to do with the Volusia county jail. My nephew was arrested on dui recently and my number was programed on his cell phone along with many others. He didn't call me and his arrest was his familys problem not mine, but now I keep getting calls on my cell from this number. I think this is how these numbers are given out. Maybe by another prisoner getting it off his phone or ? the police officers themselves who knows. I wish they would stop I wish I could just block them.

I found out this is a bogus number used for the Dept of Corrections in Volusia County, FL.  It is the number that will appear on your bill if an inmate calls you collect  from the pay phone.
