I had never received a call from these guys until one day I received notice that someone had tried accessing my 401K with Vanguard. Within a few hours Portfolio Recovery called the first time and I thought it had to do with my retirement account so I answered. When I realized what they were trying to do, I hung up. I don't know if it was just a huge coincidence or if this is another tactic they use to get people to answer their phones. But they call several times a day. It's harassment.

These are scammers. First off when I got my phone through Time Warner, Time Warner misspelled my name so bad as to be unrecognizable and almost unpronounceable. This misspelled name tis the person they say owes for a nonexistent online loan. The only place this incorrect name exists is in Time Warner's records. If I did have an online loan, my legal name would have been spelled Right. These are criminal extortionists plain and simple trying to frighten people out of a few hundred dollars.

Vultures like these buy zombie debt or phantom debt for pennies
and then try collect it at all costs. Often harassment and fraud
are not excluded methods.
Check the case of George Lovelock, who missed a payment of only 11 cents,
and collectors aggressively tried to collect more than $4,000 from him.

But they keep calling like I owe them money. Once they have your number they keep calling I think just to get a certain number of calls a day on their log.

PLEASE keep us posted on your battle-I started to write 'efforts' there, but decided against it. Because, the word effort sounds fruitless and I want you to slaughter them and put them in there place! These people have broken ALL of the fair practices of debt collecting! I've dealt with them for years. They are vile and disgusting people. I'd be curious as to what their hiring practice is and where they recruit their employees. BEST OF LUCK TO YOU!

All of your comments about these bottom feeders are true and ever so helpful, but beware! As part of the "free credit monitoring" offered by Target, it turns out Portfolio Recovery placed an "Uncollected debt" onto my 835 FICO score, pulling it down to 684! Worse, now I have to prove I was never the person who owed the debt in the first place! They're calling me on behalf of U.S. Bank...never owed them OR had a credit card from them....what a huge hassle. Right now, Experian is "reviewing their claim" against me! Seems to me Experian should know better than to take them seriously enough to compromise someone's credit so badly. No worries, though...here's what I'm doing: Filing a complaint against them with the FTC, then having my attorney sue Experian, showing the loans/transactions/rate increases I've endured, stemming from their erroneous reporting. I have the time, motive, money and opportunity to nail them all! Keep on screwing with me Buttworms - in the end, it will cost you AND I'll get the retraction I deserve. Portfolio...may killer bees wait at your door, follow you home, sting you into a coma and build a nest on your corpse(s)! You're filthy lying Scumbags!

They are scammers. They buy old debts then start everyone who has that name to get someone to admit to it. The debts they get are past the stautue of limitations. Ignore them and don't admit to anything, because they buy old debts that are past the stautue if limitations ad there's nithing they can do to you

Ask them for written proof of the debt they're calling you about (and do not offer your address; they -should- have it if it's a legit claim). If they do, you'll have a starting point. If they don't, odds are pretty good they're a scammer.
I know that I had a Portfolio Recovery Service calling me a few years ago about a debt that wasn't mine and it took some doing to get them to back off, but whether this is the same "company," I couldn't tell you.

Section 809 of the FDCPA http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf requires 3rd-party debt collectors to give debtors written notice of debt (the key word is *shall*) :
"§ 809. Validation of debts
(a) Within five days after the initial communication with a consumer in connection with the collection of any debt, a debt collector shall, unless the following information is contained in the initial communication or the consumer has paid the debt, send the consumer a written notice containing?
(1) the amount of the debt;
(2) the name of the creditor to whom the debt is owed;
(3) a statement that unless the consumer, within thirty days after receipt of the notice, disputes the validity of the debt, or any portion thereof, the debt will be assumed to be valid by the debt collector;
(4) a statement that if the consumer notifies the debt collector in writing within the thirty-day period that the debt, or any portion thereof, is disputed, the debt collector will obtain verification of the debt or a copy of a judgment against the consumer and a copy of such verification or judgment will be mailed to the consumer by the debt collector; and
(5) a statement that, upon the consumer?s written request within the thirty-day period, the debt collector will provide the consumer with the name and address of the original creditor, if different from the current creditor."

I receive calls from them daily. I don't know who they are. Yes, a debt collector agency. But are they legit or scammers? Have checked and double checked the companies I have accounts with to make sure they are all being paid.on time. So I don't get why they're calling.

Their calls are on debt that they bought for pennies on a dollar from credit card companies and some are legitimate calls--BUT -- after some time of unsuccessfully collecting on the debt, they resell the debts they purchased it to another debt collection company but WILL still make calls in hopes of making some money. Having been in sales...a lead is a lead forever. Unfortunately, some people never 'trace' what happens to their debt. Some may be gullible enough to send these losers a few dollars while they may have in fact already settled the actual debt with the legimate owner of the debt 'note'. The people making these calls are pathetic in their own right. They are lied to and recruited by these collection agencies. with pie in the sky commission numbers that they will never achieve.
In actuality, many people have solid good reasons for being in debt, such as illness, death of a family breadwinner, unemployment etc. But places like Portfolio Recovery and others that practice on collecting debt they no longer own is downright criminal. The system can't handle it and they now it.
