I just got a call from this number.  It has a voice activated recording and sometimes you have to yell into the phone for it to connect.  Then it's a recorded messages from "credit services" letting you know they have an offer to reduce the interest rates on your credit card.  It's not very specific as to which credit card and some people who don't even have credit cards have gotten this call.  They tell you to press 1 to speak to a live operator or 2 to receive no further calls.  I've gotten this recording in the past and I've pressed 2, so pressing 2 does nothing.  And I'm on the Do Not Call list but it seems there are so many loopholes with that that I still receive calls that end up being telemarketers disguised as some beneficial organization.

Phone rang, caller ID read Unknown, so I didn't answer.  No message was left.  It had been quite a while sine I've received a call similar to this (different number) I thought maybe the law had finally taken care of this people.  Apparently I'm wrong.  In any case I just won't answer if I don't recognize the caller's ID.

Talked to them. Say they are from the main VISA and MC. I say what bank. They say ALL banks in my state. I say it is illegal to computer call people you don't have a relationship with. They insist they do. I say what bank. ALL banks. I say I don't have a credit card in Texas. So how are you calling about my CC from Texas. He is getting annoyed with me.

Getting pretty tired of these calls coming in.  I have to get to the phone and then they don't say anything, just breathe.     When they did answer it was a credit card company wanting to save me a lot of money in interest.    I don't have a Credit Card, too dangerous at my age to have them laying about.  How do they get the numbers and how do you make them stop?    Any help appreciated.   Thank you

It's not a Texas number - it's from Forsyth, Montana, which is some little Hicksville along I-94.  They just hang up as soon as I answer.  That's okay, though - I've learned the hard way to never, EVER own another credit card.  No way anyone is going to sway me on that.

I frequently get calls from 406-351-4004 that's a nuisance and annoying.  The caller should be hung with a telephone wire by the genitals.

Thank you for your comment.  I got the exact same line from a recorded message from Heather saying she could lower my rate to 6.9% just like you said.  The only thing is I pressed 1 to hear what they had to say before I found your post.  My wife had spoken with the bank not to long ago so I was very thrown off.  They asked about the card but I should have known when they needed to know what bank had issued it.  Duh!  Moment of stupidity I guess.  Anyway, after I gave them only the last eight of the card number (thinking that was safe, which come to find out it very much is not)  they were able to tell me the balance on my account and told me someone would call back in 30 minutes with a confirmation # and a new rate.  During that time is when I looked around online for info and found your post detailing my experience to the letter.  I immediately called my bank and asked to have new cards issued and signed up for their fraud protection.  As I was doing so I saw 4 missed calls on my cell within 2 minutes from the same number 518-533-5373.  Fortunately for your post I was able to avoid "Adam Clark" Totally a scam.  Thank you again!

You're right that the DNC list isn't stopping as many calls anymore, but you're wrong about the government not caring about DNC. One of my family works with a law enforcement agency that deals with DNC and the problem is that most of the calls are coming from outside the US. Neither the police nor the FTC have any authority to stop telemarketing calls that come from outside the US! Some nice federal judge made a ruling that phone companies aren't responsible for the calls made through their services, even if they know the calls are breaking the law. Good cases are gong to the courts, but some judges won't do anything to the telemarketers or phone companies. With this kind of judge, it doesn't matter if the telemarketers break the law and ignore the DNC list. If you want to complain about the increasing number of illegal calls, tell your legislators to stop giving the phone companies a free pass on assisting illegal telemarketers. DNC is worthless unless the telemarketers (and those helping them) are held responsible.

Telephone Management Corp (TMC). TMC is the bad guy.  It has a business model of being a proxy, which is used to hide and support criminals and fraudsters.  TMC buys a phone number from a phone company, and sells the phone number to fake telemarketers/autodialers/criminals/fraudsters.  

When you call a TMC number, a recorded female voice says "thank you for calling back... If you are not interested in receiving any future calls regarding our special promotions, and would like to be placed on our do not call list, please press one now...." etc...

If you press "one" to get off their list, you get even more calls.  If you press 2 to speak to a person, they hang up on you.  TMC facilitates crime and fraud and illegal autodialing and DNC violations.  They claim to just sell phone numbers and a do-not-call compliance system to their clients, but make no effort to ensure that their customers' telemarketing schemes comply with the law.  They know that their customers illegally autodial people and never remove people from call lists; they know that their customers pitch scams like illegal advance fee frauds and fake refinancing and credit improvement services, attack senior citizens and other vulnerable adults, and engage in crime.  TMC nevertheless claims that it is helpless to stop facilitating this behavior.

These bozos called me in AZ today. Here`s how to fix them.You need to record the " the number you have reached has been disconnected" tone. You know, the one the phone company puts out when you call a number no longer in service. You only need to record the "do-do-do" tone at the beginning. Insert the tone at the beginning of your voice mail message, leave a slight pause, then record your normal message. The robo callers are programmed to remove numbers that are out of service automatically. I used to get numerous calls from the same number, now it`s one time, PERIOD! Works like a charm. I went from 2-3 calls a day to maybe 2 or 3 a MONTH, if that. Try it, it works!

PS: You`ll know it`s working when there is NO MESSAGE left. That`s because the call was terminated as soon as the tone was heard by the robo caller, and your number was removed!

Call today 7//30/10 in am. When i pressed the non- native speaker of English for a number to call back was given: 1 (800)-847-2911. Caller ID showed  406-351-4004.
 NEVER answwer in the affirmative to these creeps as they can alter recordings to sound as if you said yes to their schemes.He would not ID company,but states he represented Chase, Citibank and Capital One as well as "all Visa & MC".
 What 's in it for you? I asked. To which he replied :There is no upfront fee to you. Right!! When he asked  questions about balances & interest rates  I repeatedly answered I don't know and who are you? Thieves,,,

We are on the Do Not Call list but this morning was awoken early by a call 'Unkown Caller' so I answered as from time to time overseas calls from family appear this way and it was very early.   There was a click and nothing.

Exactly one hour later the same thing happened.

I called back and a message says 'Thank you for calling back.  If you are not interested in being on our preferred callers list please press 1 and you will be put on a Do Not Call list."  

Sounds very strange to me and if the opposite occurs I shall take this much further.

July 30, 2010 I got called from this number, showed on caller id as +4063514004, recording said nothing wrong with your credit card account, but hit one to obtain information on the interest rate, hit two to listen to a recording, I hit one, Indian-accented guy came on, mumbled a name and something like credit card services, said calling for visa and mastercard.  I asked what cards he was calling about, he said all of them, I asked who issued them ,  which cards he was calling about, he stuck to visa and mc, then said I had two Chase accounts, that  about my Chase accounts, record shows I pay more than 10% of my balance per month, banks had program to lower my interest rate to 6.9%, he gave me a balance, wanted my full card number to confirm the balance, with expiration date.  Then he wanted the second Chase card number, I said I was uncomfortable giving that information over the telephone, that he should have it, what other card number was he calling about, what was the other balance, I couldn't give him that information,  eventually he said he would give me to a supervisor, that my one balance was not over $3,000.00, needed another card, sounded very much like poster Bustingadam, lots of talking noise in the background like others were on other telephones, "supervisor" came on and gave me the same line about interest rate reduction, balance owed not enough, need other chase card information, they were a service working for all banks administering the program to lower interest rates, they got the information for this call from the banks, I asked him again to give me the other info since he should that since he was working for the bank, call terminated from their end.  Bank said for them to have that much info, had to have hacked it from somewhere, or intercepted mail.    When I tried the number, my phone said the number was international.   Googled number, found this site.

I used the helpful message posted on page 2 here and filed a complaint with the Do Not Call registry.    It's simple; here's how:

Go to:     www.donotcall.gov

Click:      "File A Complaint" from the list on the left.

Click"      "Continue" when "File A Complaint" comes up.  
                Fill in the information and click "continue" through quick steps 1 and 2.

I received a message that "Your Complaint Has Been Accepted."
