The recorded message says they are calling to help me with the money I owe the IRS for back taxes.  Of course I don't owe the IRS any money and I am particularly mad that they have my cell number, since that's a number I answer.  When I try to reach a person I get a recording that asks me to leave my number and they will call me back.

It takes a little bit for them to answer you when you say hi, I said hi a couple times before getting a response. The call was for the news paper to send you Ads for local business and the Sunday coupons instead of the whole paper. I asked when they would charge me for this. I was told it is free of charge.

I've just started getting calls from this number, with the message others have reported about "service verification. Will call you back later.
Found a phone number for them at whitepages.com.  406-532-3600.
I called it at 11:30 at night to see what I'd get, and it immediately went to an abrupt recording saying: "your call is very important to us. Please wait for the next available agent."  Then a few seconds of silence, then the same recording, repeat sequence.  It's apparently deliberately unpleasant to listen to, especially since I figure no one's probably ever going to pick-up.  I may try again during the day, though, and put it on speaker so I can go about my business and still hear when and if anyone ever picks up.

Get a recorder and call until you get a number that say this number has been disconnected, please consult your directory and try again. Then when they call, just play the tape for them. Bet that will get you off the list if anyone is listening on the other end. Now if we had a Real President that would go in and kick someones tail at the do not call office and a REAL DA he would go after them. But they work, excuse me, they are employeed by the Government and really don't give a damn about you. We need to fire all of them and start over in DC

Many of these calls are coming from Costa Rica and India and they are using spoofed (false) numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in this country and they all know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC.
Most of the inbound robo call numbers are spoofed, as most of the bolierhouses, both off and on shore, are using Voip SIP Trunks services. Throwaway DID numbers are also used. Some of the robocalling is operated by the end use scammers directly. Others are contract services who earn a referral fee once you are transferred to the scammers.

The criminals behind this operation aren't going to pay attention to you asking to be removed from their list. Their calls cost them almost nothing and they make millions of them so they have no intention of ever removing someone. When you press a key to talk to them all that is accomplished is to verify that they have a working number.
Unfortunately blowing an air horn or whistle doesn't work either. Their headset have noise dampeners plus they are expecting it. However with that said if it makes you feel better then by all means give it a shot.

The banking system is also at fault here, without merchant accounts and ACH processing these criminals could not collect the scammed funds. Though the criminals use obfuscation, layered corporations, multiple bank accounts and offshore stashing, patterns of obvious fraudulent activity become apparent after a very short time.

This is an all out attack from these scum suckers! EVERYONE should be reporting them everywhere that they can. Since this is an obvious attempt at identity theft the FBI should be forced to get involved. (Prosecute them in criminal court instead of civil penalties).

If you want to stop these calls then you need to dry up their revenue source. Your phone company is charging you a fee for Caller ID. Your phone company pays the scammer for sending their Caller ID information. Your phone company pays only a fraction of a cent per call and you pay your phone company to have the Caller ID displayed. The scammers send out millions of calls which amounts to a significant amount of money however your phone company is charging a large amount to millions of customers. This may have something to do with the phone companies inability to stop these calls.
In order to stop this we need legislation making it illegal to charge for caller ID. If a phone service wishes to operate it would need to provide the Caller ID at no charge as part of the service. Here is the $50,000 solution that the FCC is looking for and it doesn't cost anything.

The FCC has temporarily halted 7 minor unprofitable boiler rooms who will receive a slap on the wrist and be back at it within a few days. In the meantime the calls will continue since they are making money with what is called a CNAM revenue-sharing program through companies like http://www.telephonemanagement.net and http://www.CallerID4U.com

In their own words:  'Every day your company makes thousands of outbound phone calls. Every one of those calls generates revenue for many companies, why not yours? Our CNAM revenue-sharing program helps you make money every time a Caller ID request is made by a phone carrier. A high-traffic call center can lose hundreds to thousands of dollars a day to phone carriers by allowing them to charge for access to your own data.'

You can now see why the criminals keep calling even though they know you won't fall for their scam. They are making money even if you don't answer the phone. If someone does make the mistake of answering the phone and falling for their scam then it is just icing on the cake for them. These people are the lowest form of filth on this planet.

5.    People should continually file complaints with their Attorney Generals office

- They called twice
- Caller ID says "delivery service"
- The second time they called - I picked up the phone and just waited and listened - did not say a word
- A human female voice said "Hello?"
- I said "Hello" back
- Immediately - clicked over a recorded message "Delivery Service blah blah blah will call back later"
- My suspicion is that these are clever zombies or Walkers trying to find out when I am home - so they can stop by and have me for lunch

The pre-recorded message I received was, "This is a service verification.  We will call you back later.  Thank you."  I have received spates of these recorded messages a several times over the years from different CallerID numbers, all of which I have blocked. For security reasons, consumers are generally advised to NOT call back or otherwise engage unknown or unrequested phone solicitors, so I made no attempt to contact them to request that the calls stop.

It sounds like the company behind these calls may be Verafast, attempting to garner new or renewed magazine/newspaper subscriptions for their publishing clients.  Judging by the number of complaints online, Verafast has apparently misplaced its only copy of the Do Not Call registry, so I recommended to DoNotCall.gov that perhaps a new file can be sent to this unfortunate company.

Companies like this keep rotating their CallerID numbers to get around call blocking.  They know the limits of the toothless Do-Not-Call laws and will continue to flout them until the laws are revised to be truly enforceable. Keep filing complaints with donotcall.gov and write your Washington representatives demanding that the Do-Not-Call laws be strengthened.

Got a call from 406-540-1245 It stated on caller I.D. that it was from "Delivery Notice" I called it back and it rand once. It said that I have reached customer service and if I wanted my number deleted from their call list to type in my phone number and with in two business days it will be removed from their list. I hope this works!

I answered the phone because they were calling me 2 times a day every day including Saturdays and Sundays. They are an advertising firm. If you subscribe to a local newspaper but only want the Sunday Inserts, this is who is calling you. The only way to be taken off is to no longer accept the sunday inserts delivered to your door. I also assume they work for the local newspaper. So if you subscribe to the local newspaper you will be getting calls from them to see if you still like the advertisements. I cannot confirm though that they might be a debt collector acting like a telemarketer?
