I did some research with GE.  They are as perplexed as those of us who are receiving these calls. GE does not sell security systems and they want to stop these solicitations as well.  Do not send a lengthy description of the calls.   Send PERTINENT INFORMATION ONLY WHICH WILL HELP IDENTIFY THE CALLER to:

Christopher P. Moore
Senior Counsel
UTC Climate Controls and Security
8100 Nyberg St., Ste. 350
Tualatin, Oregon   97062

This is a division of GE which makes security systems.

I just received a similar call from 813-201-0456, Total Survey Solutions. John ( with a very strong accent) started with asking if I had a smoke alarm, then a security system.  When I told him I wasn't going to give him any information and do not call back he replied in perfect english "F--- Y---".  I am also on the do not call list.  I can't believe a company with that kind of track record can sell anyting.

Found company information on another Who Called Us website. Complaints about the "Total Survey Solutions"  phony fire alarm survey scam date back several years.  This quote is taken from that website's 2010 post :

"The company (at least the latest one behind this) is TSS (Total Soft Solutions) in India.
Their web address is totalsoftsolutions.co.in

They are working for an American company, VMS Alarms, trying to sell home alarm systems. They bypass the DoNotCall registry [laws] by stating they are doing a survey. They are not. It's telemarketing. VMS info is vmsalarms.com, their phone number is 1-866-493-1253. They are based in Providence, RI.

They have used several different telemarketing companies over the last several years, all with the same story line. I say we all call them and ask if they have any smoke detectors in their home!!

Or call Monitronics, they are the company that manufactures the alarm systems that VMS sells. Their contact info is

Thank you for posting a report about Total Survey Solutions.

The foreign gang behind this is running a con. Total Survey Solutions is currently targeting Massachusetts. Indian-sounding foreigner in a noisy call center telephoned here on 8-29-2011 at 1:41 pm. Man started off by saying that he wasn't selling anything; started to say something about just calling to confirm something. Cut him off and told him I was on a do-not-call list. He hung up after I asked several times for for the name and address of the company. They called again the next day on 8-30-2011 at 2:20 pm. A woman with a foreign accent in a noisy call center from Total Survey Solutions rushed out the question  'Do you have a fire or smoke alarm in your home?'  She hung up when I asked for the company address.

Legitimate survey firms are exempt from the Do-Not-Call regs. However, even surveyors and charities must stop calling upon being told not to call again. This is a scam. Beware.

Don't waste your time writing to them. They already know that they're annoying you. They don't care. These are professional crooks, and a lot of them have done prison time. Are you going to tell a thief, "Please stop robbing me"?

Never answer the phone for an unidentified caller. Let them leave a message. I know, I know. They can fake caller ID, but what are the chances that they'll get the number of someone you know, when they're calling millions of people.

Report it to the FCC (as if they care).

This is almost certainly a spammy telemarketer from India, spoofing the number for L3 Communications in Montana.  They've called my cell phone twice and my wife's cell phone once or twice.  Same deal as everyone else.  Indian accent, calling numbers on the state and national Do Not Call lists, misrepresenting themselves as GE, selling bogus home security systems or smoke detectors.  I doubt there is much the FCC can do about international telemarketing.  Next time they call, I'll pretend to be very interested, ask for details, pretend to be old and confused ("Hold on.  Mama's looking for the credit card."), and basically waste as much of their time as I can.  Then, laugh at them and thank them for letting me waste their time, just like they waste our time. If I'm fast enough, maybe I can hang up on them.

If anyone can get the latitude and longitude, I can probably make a cruise missile from several thousand bottle rockets. I hate time wasting crap like this.  Ignore it, and it just keeps getting worse.

just got a call from them showed up as a strange +40-6 number initially on the caller id, then the voicemail was a hangup, no mesage left, and then the number registered as 406-948-8156 MT for Glendive, Montana.  I really feel that this is a call from abroad and there is some sort of software or something making this seem as though its a USA call.  I wonder if they do this to avoid getting in trouble with USA laws?  I am also a no call number and have been for years and this is also my cell, so it uses my minutes up!!!! ARGGGG!!!

I am also on the DO NOT CALL list and just refreshed the info.  Waste of my time.

WTH?  What are you trying to say??

IF the company is indeed located in the US (most aren't and they spoof phone numbers) then file a complaint with the FCC and they will investigate.  If you really think the DNC is doing anything for you, you're mistaken people.  The DNC helps with unwanted calls from LEGITIMATE businesses, but the lick knobs from foreign countires aren't going to be stopped.
If you don't recognize the number don't answer the phone!  Pretty dang simple. If they're calling your cell then save the number as IGNORE & do just that. They will eventually go away & be replaced by the next lick knob. I have over 100 numbers saved as ignore...but I NEVER answer the calls which just verifies to them that it is a good number. Once you answer a call then you have confirmed it is a good number and you will get more & more calls.

Same thing - foreign accent (East Asian? Indian?) asking me if I needed something I couldn't quite catch.  But I immediately recognized that it was a sales call and told him to take me off his phone list.  He just laughed and said, "You mean you don't want to talk to me?"  Weird.  He sounded like he knew me, that's why I even bothered to try to find out the source of this number.

Way to report these unwanted calls. They can be prosecuted if proven to be breaking the law, which it seems they are doing.
This is the FCC site, specific to cell phones and breaking of the No-Call law.

http://www.fcc.gov/guides/truth-about-wireles ... o-not-call-list

This guides you through the process.

The company is Level 3 Communications, website and contact information http://www.level3.com/

The number is registered to one of the call centers they seem to operate.

This is true: I wrote and informed them that they "stole" minutes off my data plan and owed me money for the unwanted minutes the call took from my cell phone plan. I'd write them too if I were you. I also told them I would be reporting them as I am also on the "no call" list and this was "phishing" for your cell phone information and the call was not an "accident".
I got a call back within minutes from "Craig" - 866-621-5716 and he said to forward the # to abuse@level3.com because someone is using a number "stolen" from them. ( I've also got some swampland in Florida for sell as well...)  They just want to know what # to quit using I'm sure.
We already know they don't play fair as is shown in all the posts above.
"I have done research on this number, it seems to be connected to a company called Level 3 Communications LLC. in MT. They sell services, one of those services is contact centers. They own a whole block of numbers including 406-948-8156. If this site will take links, here is the link to the company website: http://www.level3.com/"
