Caller ID showed number, but no msg left.

I received a call and my caller ID showed this number (407-000-8463). Message indicated to press 9 for more information if I wanted lower my I credit card rate. I pressed 9, a person answered the telephone. I asked for his name and he said Tyler, I was asking the second question and immediately he hung up the telephone.  I tried to called the number back but received a recording that said I had reached a number that had been disconnected.
