This guy is extremely rude and changes his story from  being a collection agency and then being an attorney, then to filing felony charges with the states attorney.  He leaves threatening messages and cant produce any evidence to his claim.  He wants money sent to him by check made out to him, not for Matco tools, which he is claiming to collect money for and will not take payments. sys payments are no longer an available option.  This claim is from 4 years ago.  How can someone be taken to court on a felony charge for a 300.00 bill?  He sent one letter out and it is very unprofessional.

This phone number is also listed on a letter I got claiming this is SMITH AND ASSOCIATES INTERNATIONAL and that if I don't pay for some beater car I bought 10 years ago, I will be charged with grand theft auto and extradited to FLorida from Wisconsin. In the letter, he quotes Florida statue 812.155, but when I look up the statute it does not say anything even remotely close to what he quotes.

This person is an idiot.

This man falsely stated that he was an attorney, threatened to have grand theft charges filed for a matco tools balance. I called the tool guy and he hung up on me. i lodged a complaint with the better business bureau,and followed that with the states attorneys office. I also followed even further with the FTC. This dude is going down. I also named the tool distributor. Too bad for him that he sold this collections debt to a fraud. they are both going down with the ship. Also the east colonial ave address for his office is a UPS store p.o box. nice office. some attorney. don't real attorneys have offices? and aren't they listed in the phone book?

This guy called and left a message for my husband something about urgent call him back about a criminal complaint when i called him back i asked what it was about and told him if he was a bill collector that i did not appreciate the message and there were no criminals living here, he told me that he was not a bill collector and called me every name in the book, profanity at it's best. The F word the B word the C word you name it. I guess he got mad that i found him out. He ended the call telling me that he was going to arrest his behind to put it kindly. I'm reporting him.

This man called my mother in the morning and accused her of impersonating her dead husband that she just recently began to heal from. he said that patrick, my dead father, stole tools from him and after she told him that he was dead at the time he accused the tools being stolen, he then started to accuse my mom that she stole his idenity and stole the tools. you can only imagine what pain this put my mom through, and we arn't wealthy enough to do anything legal.

I have received two  calls from a man claiming to be Steve bell with a phone number of (407) 731-7177. I have not called him back. The message he has left on Saturday said he would be filing grand theft charges on me on Monday  is this guy for real ?? I have no funds for an attorney. Any one used Keith A. Carsten ??? Wow, so I gety back to work today from medical leave and i get told about this message i got to call back Steve Bell, he said it was urgent. So, on my way home from work I call and get greeted by a "hello," I ask if this is Steven Bell and that I'm simply returning his call. He tells me he cannot tell me anything he's about to go into court (at about 4:30pm, 407 is Orlando), but that its probably because Im about to get arrested for stealing some tools. Whats weird is that you guys mention Snap On and Matco, the only tools I ever owned were MAC. Plus, I know for a fact that I didnt owe anything when I was done, it took a couple of weeks for the invoices to finally come back reflecting credits and finally a zero balance.

Anyways, when I go to say something he tells me to keep laughing and Im an mothaeffer, a scum, piece of shea, and wow has he adimant about being dominant and rude. I wont do it, because I'm posting here that I would be one to do it, but I wish I had the time to drive 4 hours to Orlando, because I'll peel the skin off a person who dares say that to me. Anyways, we'll see whats up

I just got a call from this guy today at work. He said he was Richard Bell. I'm guessing the "Richard D." poster on here is the same A$$hole. Said I owed $230.06 to a Matco tools distributer since 2003, and I would be arrested if I didn't pay. He wouldn't make any arrangements or fax me a copy of any paperwork he had. He would only email it. I will be contacting the police dept. about this. That's alright Karmas a B*tch.

my husband also got one of these letters saying that he owe money for some tool he bought from mac well my husband called the mac tool guy up and told him to come get his tools and the guy did then he gets another letter saying that hes gunna be charged with grand theft  fs 812.12.014  so my husband called this guy his name is richard bell and he said let me call u back and talk to the mac tool guy blah blah my husband told him he isnt getting a number to call back and the letter has the address3208 east colonail drive suite 212 orlando 32802 and the phone number 407-7317177 this guy is just trying to get free money

This So Called Company sent me a letter for an account I had from 1995 with Snap-On tools. I called the number and he said that their was a warrant out for my arrest and that I should get a attorny for this. He said the warrant went out already and I just checked with a friend that is a state police officer and no such warrant is out their.
I checked into this a little more and found out this guy buys depts from companies for cents on the dollar and sends out very aggisve letters to get the money and has changed the name of the company when he gets into trouble and has problems with the courts.
So dont pay s**t! I have filed a couple things for him to read when he gets them and if he reads this like Im sure he does, you will be getting something for real!
So as Boston people would tell you to do, "Go screw your self Smith"!!!!

I received the same letter about going to a county jail around me since I'm out of state and all the stuff the last guy put in his letter. I received that letter 3 years ago and have served time in jail since then and their was no warrant for me. He is full of s**t! You have to be sent a letter from the courts with a court date and everything. He is just a guy sending out nasty letters and its bull s**t, don't worry, call the Orlando PD and they have a list of people that have complaints about this a**hole.
Don't worry unless you want to pay so that your credit isnt screwed, but he is no body!!!

This is my advise if the debt is owed pay it; its your responsability as a debtor unless you are fileing  bankrupt. However nobody deserves to be threatened called names have people portray themselves as lawyers and even part of the Sheriffs dept. Steven Bell gives the collection industry a bad name he does not play by the rules. When he calls and says ; did you know the Shreiffs dept. wants to speek with you ask him for the number and person who wants to speek with you. When he mentions Grand Theft ask him about due prosses also ask him for the docket number of the judgement and what court house he used. It’s a good bet that “Richard D” actually works for Smith And Associates and is running his own little scare scam (or his boss’s) through these forums. It happens a lot more often than most people think. (you know about that, don’t you. “Mike P“.?)  Even if you really do owe for a large purchase, such as a car or tools, you can be sued in civil court, and have the goods repossessed or even your wages garnished in extreme cases,  but NOT arrested.  If the law really worked that way, there would be no demand for any Repo men  -there are plenty out there and very busy.  Notice also that Debtor’s prisons were done away with almost a century ago. Hey anyone want to go to Orlando and meet Steve I think everyone on this site should get to meet thier favorite collection man. I told him I would deliver the check personaly and to meet me at Orlando PD. Its only right down the street from the PO box( Colonial Dr). He would not agree to meet me there; I said why not you are a attorney and are closely connected to the police department with all the warrents you send out. After being called every name in the book ; I told him he was just a telephone tough guy and to just meet me and we can put closer to this matter. Then I told him that I would even come to his office and pay it and he freaked out and said he has had enough and was going to the court to move forward on my warrent. I then told him I would meet him there he got so mad he could not even complete a sentence. If this guy bothers you toy with him its kinda fun; call him on what he says don't back down and stand your ground.  Also call him Richard D.(AKA Steve Bell) I asked for Richard D when I called and the person who answered said I was speaking to him. And anyone who gets a call from him tell him you will meet him at Orlando PD. and will take care of this matter there I know the PD would love to meet him too!

If you have got a letter saying that you will be arrested call a lawyer. I did and got 1 thousand dollars and did not have to pay the bill as well as this matter was taken off my credit report. In most of these cases the statute of limitations, criminal and civil is up. However, some are making bad assumptions.

1. If you purchase something on credit, or buy something and agree to make payments, and make at lease one payment, and then fail to make any additional payments, it is ONLY a civil matter.

2. As of 2006, if you rent to own, and you fail to make all the payments or return the property, then if it is over $300, it is indeed felony theft. See FL Statute 812.155. Under $300 is a misdemeanor. The contract must have a warning notice about this statute to be enforceable, and it must be a rental or rent to own contract.

3. If you rent personal property including tools and fail to return them and pay the full rental amount, the above statute applies.

PS. The rent to own contract must state that the rental company maintains full ownership of the property until the full amount is paid.

The guy and company discussed are really out of bounds, but there might well be something to it, so don't assume othewise until you are aware of all the facts.

Also if the contract was executed BEFORE the effective date of this law in 2006 (sorry forget exactly but it is on the internet) the law does NOT apply. That is what we call Ex Post Facto and is unconstitutional. Before that date the law did not apply to rent to own transactions.

So far I have had two lawyers take this case including Keith A Carsten like all other lawyers out there these cases are not important enough  to get real attention. Both lawyers are to buzy with other real cases. Steve Bell will continue to threaten people and guys like Mr Carsten will let it happen simply because theres no money to be made. The lawyers will tell you everything you want here but do nothing the max amont they could make is 1000 dollars thats it, so there is no drive to go and get this Steve Bell and he will continue to break the law . My advise is don't take any calls from Smith and A**. they have no real power and just tell Steve that if he calls again you are simply going to punch his teeth down his throught. Person called claiming we messed up his order several days ago, and he was told to just "call back and your next order is free" this is a very common scam. When pressed for details, the story never checked out, i.e. order time, name, price, time, date, items in order, all very vague. Not one of these commonly asked/known items checked out in our daily copmuter log of EVERY SINGLE ORDER placed EVERY SINGLE DAY. The only thing they seem to be certain of it that they were promised free pizza. Denied service.

I received a letter from Smith & Asociates International, Inc., with an address of 3208-C East Colonial Dr Suite 212, Orlando, FL  32803.  The letter states I should be advised of charges for grand theft of $300.00+.  When I researched grand theft, it was revealed that Grand theft is $1,000.00 or more. I left a voicemail message and this individual returned my call stating I must pay the balance or I will be arrested under Statute 812.144.  This statute has nothing to do with Grand Theft.  Then he stated, he would send a copy to my attention via email.  I am still waiting.....

I agree with Wisconsin, this person was an idiot.
