BS - YES the FBI does know about this scam!
THE FBI HAS BEEN IN THE LOOP FOR A VERY LONG TIME - that is why the WVA Attorney General tells you to report it to the FBI! in these instructions!

If you are targeted by these criminals, be sure to report them to all the following federal and state law enforcement agencies (most of which you can do online or over the phone):
1.    The U.S. Secret Service is responsible for protecting the country's financial infrastructure and payment systems from international and domestic threats. Call or write your local Secret Service field office to alert them to the details of this attempted extortion. The addresses and phone numbers for the local Secret Service field offices are listed at http://www.secretservice.gov/field_offices.shtml or in your phone book.
2.    Alert the FBI at https://tips.fbi.gov Be sure to tell the FBI that you are being targeted by extortionists over the phone. And if the crooks claim to be law enforcement or lawyers, officers of the court or bankers, be sure to include that information in your report.
3.    File a complaint with your local police. Most police departments will take a report over the phone.  Be sure to tell them that you're being targeted by an extortionist and give them all the details.
4.    File a complaint your state's attorney general, the contact information for whom is at www.wvago.gov
5.    File a complaint online with The Federal Trade Commission at https://www.ftccomplaintassistant.gov/FTC_Wizard.aspx?Lang=en
If these crooks call back, promise them nothing, pay them nothing and tell them nothing other than that you know they're a scam and that you've reported them to law enforcement. (And be sure to report them to all the agencies above each time they call you.)
By the way, here's just a small sample of numbers used by this particular group of scammers. Read the reports and you'll see the same pattern time and again -- phony organization names, thick foreign accents, and oddly worded threats that are so melodramatic and ridiculous that it's laughable:

Attorney General Darrell McGraw took the extraordinary step today of warning the public about a band of scam artists making threats to consumers who allegedly obtained Internet payday loans in West Virginia and across the nation. The consumers they threaten never obtained a loan at all or paid it off years ago.

Internet payday loans are short-term loans or cash advances, usually for 14 days, made over the Internet via interactive web sites and secured by an agreement authorizing debits of the loan and all fees owed from the consumer?s checking account. These loans typically charge interest rates ranging from 600-800 APR and are unlawful in West Virginia.

The scam artists, who speak English with a foreign accent, call themselves ?U.S. National Bank,? ?Federal Investigation Bureau,? ?United Legal Processing? and numerous other phony names. They refuse to disclose real names and addresses and are believed to be operating ?off the grid? from homes, automobiles, or from off shore locations or foreign countries, including India. Since the scammers have kept themselves purposely well hidden, thus far no law enforcement agencies have succeeded in locating or shutting them down.

The scammers typically pose as law enforcement officers, investigators, lawyers, and bankers and threaten consumers that they will be arrested for ?bank fraud? or other fictitious crimes unless money is wired immediately. They simultaneously scare and confuse consumers by using meaningless legalese gobbledygook phrases such as, ?We are downloading warrants against you? or ?We are filing an affidavit against you.? Consumers who don?t immediately fall for the scam are warned, ?Only God can help you now.?

The scammers almost always call consumers at work several times a day, and tell their supervisors, ?Your employee has committed fraud and is about to be arrested.? Such threats have proven unsettling even to the most savvy consumers and employers who suspect the calls are fraudulent.

Attorney General McGraw stated, ?Ordinarily my office protects consumers from fraudulent activities by seeking injunctions in court. But legal action cannot be taken until the scam artists can be located. Even then, it is unlikely that the persons behind the fraudulent calls and extortionist threats would obey a court order. In this case, the consumer?s best defense is to be armed with the knowledge of the scam so that all demands for money can be resisted, despite the false but scarey threats of arrest.?

McGraw added, ?Because the fraudsters make a special point of calling consumers repeatedly at work, employers must understand that the consumers are innocent victims of a criminal enterprise and cannot stop the calls from coming. I also wish to assure the citizens of West Virginia that my office will continue to do everything possible to locate and shut down the outlaw debt collectors.?

More information about this fraudulent debt collection scheme is available at the Attorney General?s website, www.wvago.gov/internetloanscam. Any consumers who have been threatened by these persons or wish to file a complaint about another consumer matter may do so by calling the Consumer Protection Hot Line, 1-800-368-8808, or by obtaining a complaint form from the Attorney General?s web site.

It's a debt collection scam. And all their threats are false and illegal.
This is a very active group of scammers, many of whom are calling from India (and probably other countries) and are in cahoots with a group of American pay day loan scammers. They attempt to extort money from consumers with a myriad of false and illegal threats, and alternately pose as debt collectors, federal and state law enforcement officers, lawyers and bankers. Their trademark is to use meaningless legalese gobblygook phrases like "We are downloading warrants against you" or "We are filing an affidavit against you." Another trademark phrase is to threaten the consumer with something like this ridiculous phrase: "If you don't pay then only God can help you."
Typical of many financial scams of this variety, they usually demand payment via Western Union or MoneyGram or credit card. They use any number of phony names such as US National Bank, Federal Investigation Bureau, US Legal Investigation Bureau, Hopkins Law Office, United Legal Processing, Morgan Associates, United Pay Services, National Processing, White Collar Crime Unit and many more.  These criminals also use many phone numbers from many area codes; they're probably using caller-id spoofing software and/or VoIP to disguise their real location.
The main thing to remember is that anytime someone calls you demanding money to prevent your arrest, or demanding your lawyer's name so they can sue you, it is ALWAYS a scam. No debt collector (let alone criminals posing as debt collectors) has the authority to have anyone arrested for anything. (And it's illegal to them to threaten such a thing.) And since these foreign dirtbags routinely impersonate law enforcement, it's also important to remember that American law enforcement officers aren't in the business of debt collection.  (Debt is a civil, not a criminal, matter.)
The bottom line is, these are criminals trying to steal your money.
A consumer posting a complaint about these same scammers at http://800notes.com/Phone.aspx/1-718-831-7157 notes that 718-831-7157 is associated with an India-based "outsourcing" telephone bank.  Though a reverse search on WhitePages.com shows that 718-831-7157 is an unlisted land line in New York City, information on Debtbuyers.Com shows that that number is used by India-based Intellisourze. (Source: http://www.debtbuyers.com/debtbuyers.asp ) My guess is that it's a VoIP phone number.
This is another piece of the puzzle that fits in perfectly with other information about this scam. There are some reports on 800Notes that have suggested that the crooks behind this offshore scam are also the crooks behind the notorious Bass/Ellis Crosby & Assoc./States Predisposition scams in Florida and Georgia. The interesting thing is that the number of complaints on here about the US National Bank/US Legal Investigation/Federal Investigation scam skyrocketed *after* April 7, 2008 when Florida obtained a $1.3 million judgment against Ted Ellis Crosby, shutdown his operations and barred him from ever conducting debt collections in Florida (Read http://myfloridalegal.com/newsrel.nsf/newsrel ... 5257424005858A6 ) There's certainly a good chance that the crooks placing these calls from India are doing so on behalf of the American crooks behind the Crosby/Bass/States Predisposition scams.

Though scam calls from these crooks have been going on long before May 8, the frequency of complaints about these calls increased considerably after Crosby was shut down in early April.
This is conjecture, but appearances suggest that Crosby and company were originally running a two-pronged payday loan scam operation -- with some calls being made from Jacksonville, Florida and other calls being made from a phone bank in India (and possibly other countries); then, after the Florida Attorney General shut down the Crosby scams in Florida, the Crosby crooks transferred most of their scam efforts to the India phone bank.

Scam alert: Bogus debt collectors
By Leslie McFadden ? Bankrate.com
Monday, Aug. 3
Posted 2 p.m.
Bankrate reporter Leslie McFadden contributed this entry.
This scam isn't technically about credit cards, but it is scary enough to post a warning. The Better Business Bureau issued an alert today saying consumers across the country are getting phone calls from bogus debt collectors claiming default on a payday loan. Of course, the consumer needs to pay a large fee to avoid arrest -- as much as $1,000.
The caller poses as a lawyer, and may threaten extradition to face trial if the consumer doesn't pay up immediately.
What makes these calls alarming -- and perhaps convincing -- is that the perpetrators reference the consumer's personal information, such as the person's Social Security number, driver's license number, previous bank account numbers, home address -- even personal references.
"The amount of information they have is really troubling," says BBB spokeswoman Alison Southwick. She adds that the amount of data points to a possible security breach.
Spread the word to your friends and family: Don't give out personal or financial information to an unknown caller. Scammers can spoof Caller ID to display different numbers, so trust your instincts over technology.
The BBB offers these tips:
?    Ask the debt collector to provide official documentation which substantiates the debt.
?    Do not provide or confirm any bank account, credit card or other personal information over the phone until you have confirmed the legitimacy of the call.
?    File a complaint with the Federal Trade Commission online if the caller is abusive, uses threats or otherwise violates federal telemarketing laws or the Fair Debt Collection Practices Act.
?    File a complaint with the Better Business Bureau online if you believe a debt collector is trying to scam you.

This morning a man of Indian nationality called and said he was with the Financial Acountability Association, and that on Monday, two FBI agents would be at my door to arrest me, detain me and interrogate me for being a habitual offender of nonpayment of payday loans. He said that the federal government had purchased my payday loans, and that the feds were suing me for $5,000 in federal court for nonpayment of one $300.00 payday loan.  He said my references would have to appear in court too, and that that was in the terms of the loan.  He kept asking for my attorney's name.  When I told him that I was my own attorney, he got angry and demanded my State Bar Number.  When I told him it was on the State Bar website, he got even angrier.  He said he was an attorney too, licensed in Arkansas and gave me a bar number.  I asked him for the address of his company, and he told me it was in LA County, CA.  He said it was 1929 Chulo Vista Dr.  Irvine, CA 91001 with a telephone of 858 248 4821.  When I refused to give him my state bar number, he got angry and said I'll have to deal with the police when they show up at my door on Monday.  What's really scary is that he had all of my personal information that he must have purchased from the payday lenders that I used and paid back!!!

I called the FBI and they never heard of this scam.  Nor had the LA Dept. of Consumer Affairs.  If anyone has any ideas how to put a stop to this nonsense, please reply on this site.

I received a call from 714-598-4239 on my cell phone. Didn't answer it. Then I get a call from 000-012-3456 (how convenient). Again I didn't answer it, or bother with the voice mail until the same bogus number showed up on my work caller id. I listened to both messages, who seemed to have a thick accent and very mechanical.  It tells me to call the 714 area code number back immediatly or face serious legal action, that they hope I choose what is in the best interest for me and my family, and God bless me.

So, I call back on the 714-598-4239 number. I ask the idiot what his name was and the name of the company that was threatening my family and myself.  He asked me for the number I called from.  Did some fake tapping and said Ms. B I need you to verify personal information like my Social Security Number, home and work address and bank account information. I told him I would give it to him if I could have all of his!  I once again asked the company name and he told me FAA. Then when I asked why he was calling, he told me to "shut up and listen" as he read some BS Affidavit stating I have 3 charges against me for non-payment of a payday loan.

I told him that I repaid my loan, in full, have receipts and documentation from my bank showing that. He called me a liar and said he would not have the papers to have me "taken into custody" if that were the case. He then asked me if I was "the employer" of the company I work for and I laughed. He told me that I wont be laughing Monday morning when his "agents" come in, the explain to everyone in earshot that they were there to arrest me for fraud and other charges, escort me to the court house where I will have to pay over $9000.00 bail. So, then I get real fired up!

I told him that I work in the legal field and did collection work of over 10 years, and the threatening he was doing was illegal.  He hung up on me.  So I called back and demanded that he send me proof of the alleged debt to my fax or email. He refused and hung up on me. So, I called back. Funny I got the same guy, who tells me that I have three charges, and they are filing suit with my local court. So I asked, which is it, am I being sued, or being arrested?  Stumbling over his words and frustrated he started screaming at me. I told him that he threatened me, hung up on me and now is screaming at me and no real business would do such a thing.  I demanded on the telephone number to this loan company, or his supervisor.  He tells me he is transferring me over to the debtor.

After a brief pause of putting his hand over the mouthpiece and not on hold, I get this guy "bruce" (oh - - none of them would give me their full names either!) After talking to this guy, he starts off that he is the loan company's rep but later reveals he is the first guy's supervisor. Then he tells me that I owe $1,189.56 for the late charges and past balance due. I tell him that I want a copy of a breakdown, you know the one that they HAD to file with the Court in the law suit, faxed or emailed to my me. He told me that they have sent me over 15 emails and I never responded. I told him that I never got them or they would have had a response from me as I would have them served with a lawsuit as I repaid them. He tells me that I was out of line and the documents would be sent to me AFTER I pay! BS!!!

So, I argue with him that I work in the legal field and have for over 18 years and I have the right, by law, to dispute a debt and demand documentation/proof of the debt.  He argued with me and told me he was not sending me anything and I should speak to "his attorney". I told him I would be delighted to so I could advise him of his workers placing his license to practice at jeopardy as I would not only contact the California Bar Association, but the BBB, FTC. Office of the State's Attorney for California and Maryland, and everyone else I can find.  He asked what that was supposed to mean and I told him point blank in my state, this so called FAA company has broken several laws for creditors/debtors rights, including:

1. contact you at unreasonable places or times unless you agree; I DIDN'T
2. contact you so often as to constitute harassment; THEY DID YOU CALL ONCE, LEAVE A MESSAGE AND WAIT!
3. contact you at work if they know your employer disapproves of personal calls; THEY DID
4. reveal your indebtedness to anyone except you and your lawyer in most cases, although they can contact others to find out where you live and work; THEY THREATENED TO
5.threaten violence or harm against you, your reputation or property; SEE ABOVE
6. use obscene or grossly abusive language; OOPS THAT WAS ME!!

He then told me that he was "goverened by the Federal Government" and I told him, not according to the BBB, and the Office of the State's Attorney in California where his area code stated he was from ... which now leads to the law of : [D]ebt collectors may not misrepresent the truth. For example, they may not use a false company or creditor name, or give out untrue credit information about you. They can't falsely imply you've committed a crime, or say you'll be arrested if you don't pay, indicate papers are legal or government documents when they are not, or threaten to garnish your wages or take your home or possessions without a court judgment, except in the cases of federally guaranteed student loans that are in default.

So, I asked to be patched through to this so called attorney and low and behold I was hung up on again. Funny thing is, they WILL NOT take my calls now! I have called back several times and get transferred over to a fax machine or get this same guy trying to disquise his voice and ultimately hung up on when I ask to sepeak to the attorney. I tried the other numbers listed here 415-200-0257 714-312-5854 (straight to a fax) 818-451-4038 717-395-9248 (immeidately asks for pin access code) If this is a "business" or agency that represents the Feds, then why is there no receptionist, no voice mail, why do I echo everytime I did talk to them, why does every one have thick accents, why is there no 800 number, why are there so many different numbers, why is it so difficult to get a straight answer or piece of paper??

So, I called the loan company and talked to their head supervior.  I was informed that they know about this and have provided their workers with a flyer to alert their clients.  They have contacted the authorities in California, and all states with the above area codes.  They instructed me to contact the State's Attorney for CA and MD, file a complaint with BBB, file a complaint with FTC at FTC.com, contact all credit bureaus, and contact Home Land Security at 989-497-0580.  This scam is operated by people from India.  They assured me that their computer systems were not tampered with, yet this scum bag had all my info, including bank account number, social security number, best friends name and number.  She explained that when you fill out those forms that state "let us find you a loan" that is where they get this information.

I am now on my way over to the California and Maryland State's Attorney web site to file a complaint, BBB to file a complaint, call my bank and credit bureaus, pay a skip tracer to get me the carrier of the phone number so that I can file a complaint with them for their subscriber using their services for scams and threats (although I am sure they are all prepaid, throw away ones), call my carrier and complain of phone harassment and then file my own little law suit against them for violation of debtors rights and what ever else I can find!!!

DO NOT give these people any info!!! Don't let them scare you into "being arrested".  It is absolutely against the law what they are doing.  And trust me when I tell you that if these scum bags are found, I will hire an attorney to help me file whatever lawsuit I can against them (my firm doesn't do that).  DO let them scare you into contacting the credit bureaus and banks with the fact that they DO have your personal information!!!

I got the same call on my cell phone voice mail. It was from a Mr. Jackson. Reception was very fuzzy, and he stumbled over his words when leaving me the ph. # to call him back. He also said it was a time sensitive matter. He tried to tell me something at the end of the message, but my voice mail cut him off. Also, does anybody know how they are receiving our phone numbers and other info?

I received a call from 714-312-5854.  I received a call from a Jason Dasey stating he was a lawyer from Financial Accountabilty Assoc. He transfered me to a Daniel Martinez.  When they call back the number is 810676161 and 1028551013. They had me so scared that I gave them my information, but thank God my bank refused it.  They actually tried to hit my account 3 different times.  My bank said this is a scam.  No kidding, but they threaten you to the point you just don't know.  Please do not fall for this. They told me they were out of Calfornia.   And calling for a company that was called SAA.  They even went as far as given me the case number.

Debt Collector
http://800notes.com/Phone.aspx/1-714-333-2981

This is just another one of hundreds (and perhaps even thousands) of numbers these overseas payday loan debt collection scammers are calling from:

http://800notes.com/Phone.aspx/1-904-425-9141:

It's a scam, and all their threats are false and illegal.  The bottom line is, these are criminals trying to steal consumers' money.

Here are a few news reports and government advisories warning consumers about this scam:

ABC News:  http://abcnews.go.com/Business/story?id=5621205&page=1
West Virginia Attorney General:  http://www.wvago.gov/internetloanscam.cfm
WTAE TV4, Pittsburgh:  http://www.thepittsburghchannel.com/call4action/17285785/detail.html
Florida Commissioner of Consumer Services:  http://www.800helpfla.com/newsletter/2008/092008.html

Their trademark is to use meaningless legalese gobbylgook phrases like "We are downloading warrants against you" or "We are filing an affidavit against you." Another trademark phrase is to threaten the consumer with something like this ridiculous phrase: "If you don't pay then only God can help you."

Typical of many financial scams of this variety, they usually demand payment via Western Union or MoneyGram or credit card. They use any number of phony names such as US National Bank, Federal Investigation Bureau, US Legal Investigation Bureau, Christian Nicholas & Associates, US Federal Bank, Sonic Bank, Hopkins Law Office, CashNet, United Legal Processing, Morgan Associates, United Pay Services, National Processing, White Collar Crime Unit and many more.

The interesting thing is that the number of complaints on here about the US National Bank/US Legal Investigation/Federal Investigation scam skyrocketed *after* April 7, 2008 when Florida obtained a $1.3 million judgment against Ted Ellis Crosby, shutdown his operations and barred him from ever conducting debt collections in Florida (
http://myfloridalegal.com/newsrel.nsf/newsrel ... 5257424005858A6 )  There's certainly a good chance that the crooks placing these calls from India are doing so on behalf of the American crooks behind the Crosby/Bass/States Predisposition scams.

Here's the contact information for the phone bank in India:

C.G. Road Navrangpura,
Ahmedabad - 9. (Guj.) INDIA.
E-Mail: info@intellisourze.com
Website: www.intellisourze.com

A check on the domain name "intellisourze.com" shows that the website and name registration was created on May 8, just one month *after* the Crosby scams were shut down in Florida:

Domain Name: INTELLISOURZE.COM
Registrant:  Pragra Infratech Pvt. Limited.

Domain servers in listed order: ns5.znetindia.com ns4.znetindia.com
(Source: http://whois.domaintools.com/intellisourze.com )

Though scam calls from these crooks have been going on long before May 8, the frequency of complaints about these calls increased considerably after Crosby was shut down in early April.

This is conjecture, but appearances suggest that Crosby and company were originally running a two-pronged payday loan scam operation -- with some calls being made from Jacksonville, Florida and other calls being made from a phone bank in India (and possibly other countries); then, after the Florida Attorney General shut down the Crosby scams in Florida, the Crosby crooks transferred most of their scam efforts to the India phone bank.

If you are targeted by these criminals, be sure to report them to all the following federal and state law enforcement agencies (most of which you can do online or over the phone):

1) The U.S.

2) Alert the FBI at https://tips.fbi.gov  Be sure to tell the FBI that you are being targeted by extortionists over the phone. And if the crooks claim to be law enforcement or lawyers, officers of the court or bankers, be sure to include that information in your report.

3) File a complaint with your local police. Most police departments will take a report over the phone.  Be sure to tell them that you're being targeted by an extortionist and give them all the details.

4) File a complaint your state's attorney general, the contact information for whom is at www.naag.org

5) File a complaint online with The Federal Trade Commission at https://www.ftccomplaintassistant.gov/FTC_Wizard.aspx?Lang=en

If these crooks call back, promise them nothing, pay them nothing and tell them nothing other than that you know they're a scam and that you've reported them to law enforcement. (And be sure to report them to all the agencies above each time they call you.)

By the way, here's just a *small* sample of numbers used by this particular group of scammers. Read the reports and you'll see the same pattern time and again -- phony organization names, thick foreign accents, and oddly worded threats that are so melodramatic and ridiculous that it's laughable:

I had a guy contact me as well. He said his name was Lance Martin. He said I had to fax him a promisary note saying that I will pay them an amount of $986.76 by the end of july saying I defaulted on a payday loan with "FAA" which I initially was scared. I was shaking from like head to toe. I have these numbers that were supposed to be fax numbers: 714-316-1311, 714-798-1733, and 714-312-5854. I never tried the third number. By then I had contacted my bank and they cancelled my card so no debits would go through. He kept calling me at work non stop. My bank and the owner of my company both said its a scam. So please be careful and watch out for yourself. If they call you and tell you this then ask them when did I take take out a loan with you? And ask them how much did I borrow? You will catch them off gaurd they claim the bill is with interest and late fees. So, again please be careful folks. Also they said that I had a law suit filed against me. I did take out payday loans but not through this place.

Called me twice at my job, stating there were 3 charges pending against me,and instead of the company chasing me to repay some type of loan, they were filing a law suit against me. Very nervous. They had some of my family members phone numbers. They said it was for some type of loan. I do remeber months ago looking into a loan, but the rates were outrageous and I NEVER applied or recevied anything!! What can I do to see if this is legit?

The person called my job constantly and left messages. Told me his name was Danny Jones.Really scared me because I assumed they were sending someone to my job to have me arrested said they were going to send someone to arrest me for fraud, checks and all on a payday loan. When i called them back only 1 person answered said his name is James didn't even acknowledge the name of the company. Then I called w/my number blocked about 3 times before he said this is FAA (financial accountability associates) then he said yes when answering the phone. Didn't even address nothing so what is really up with this company and if you are calling from attorney's office how in the world do you get nasty and then don't even have the respect of your company to address the name of the company.

I wrote a note above, they had called me on 6/4 under the 408-715-1614. I am asking everyone to PLEASE report these scum. First to the Federal Trade Commission (the US Attorney General used to take these complaints but now the FTC does), then the Dept. of Justice for the state the scumbags claim to be calling from, in my case California, then, the Dept. of Justice for the state you live in. One number is quite and overlooked, many numbers make a lot of noise are noticed! My thought is that these people are routing calls from out of the country through a US phone #, therefore making this an international issue. I read one of these postings where some poor lady paid $1100 because she didnt want to lose her job, after paying that they came back for more. I certainly am NOT paying for what I don't owe but let's face it, some out there are being scared into doing just that. Filing these complaints on line only takes less than a minute or so each, PLEASE take the time, thank you!

They called me on 6/4/09 but used 408-715-1614 to call them back and when they called me it shows unavailable. Identical story, my guy was Shane Lee but I also talked to Michael Davis, he was suppose to be some atty supervisor or something. They start out telling you all all of these threatening things (I had my work ph on speaker w/co workers listening) and telling you they don't want money, just to send you to jail but by the end of the day since you're so nice they agree to let let settle, right! I told my guy "Let me guess, I can only send to you, he replied yes, along with a letter of apology, I told him I was reporting him to the atty general and have not heard back from him. I have reported them to the Federal Trade Comm, California atty gen, NC atty gen, I think this is more like extorsion and these people need to be stopped, lets all do our part.

A guy who called himself Michael Davis representing the "Financial Accountability Association" of obvious Indian race called and said I had a defaulted pay day loan.  It scared me a little being he had my Mother and Brother's first names that he said I used as references, my address, and the last four of my social security number.  He also had my wife's old and I mean old bank account number that he said was used.  I refused to confirm any of the information and then asked him for documentation.  He said everything was done online and I received everything.  I had never received a loan nor any paperwork from any company and when I asked him for what company it was for he told me that they deal with various loans and was not sure of the original lender but that it was either Fast cash or something 500.  He then proceeded to tell me that my documents will be downloaded on Monday being it was a Saturday, to the court house for a law suit.  I called my attorney and he said that it is most likely a scam.  I am going to file legal suit if possible.  Just a heads up.  Make sure that no one is capable of accessing any type of information, because when they do it is scary.
