These idiots keep calling about our 2 Capital One accounts with a zero balance in good standing.  They give me the last four digits of both account numbers, but ask for the entire account number to see why we are in their system. (Phishing) Naturally I refuse to give out my credit card number to these morons.  I have called Capital One and they don't have a clue - the accounts and not in collections and are and always have been in good standing as we have a  perfect credit history.  The agents with NCO speak very poor english but continuously repeat that they are a 3rd party collection agency.  This is obviously a scam and I intend to report them.

They are breaking the law by robo-dialing your cell phone. The law states specifically they must have your permission to do this or you can sue them for violations of the TCPA.

I keep receiving calls from this number on my Jitterbug cell phone.  My cell phone isn't even one of the "big company" cell phones; I use it only for emergencies.  I am getting tired of receiving these calls, as I pay for a limited amount of minutes per month.

How can I stop them?  I am registered on the "cell phone do not call" list, but I guess it isn't working very well.

Caller is "NCO Financial Systems Inc", based in PA. Debt collectors, calling for wrong person! Didn't leave a message. May be affiliated with "Nationwide Credit Inc" (Atlanta, GA) and "Nationwide Credit Center/Corporation" (northern Virginia). Keep getting calls from all of those guys, up to 4-5 per day!

It is true - it is NCO - they are a collection agency for many many companies - not just capital 1.  I learn this by calling the Dept of Education.  I called then because I received called from NCO claiming they were the Dept of Education.   Here's the situation.  I have a Student Loan Debt.  IRS has been taking  a portion of my income for the past 3 years and forwarding it to Dept. of Education.  Therefore I could not understand why NCO was trying to collect at the request of the DOE.  I couldn't understand why they would send the account to a collection agency when they were in fact being paid.  Here's the kicker!  NCO or any other collection agency receives $24-$25 for every $100 dollars they collect.   This was told to me by the DOE representative.   Now I am on a fixed income and the funds being deducted has created a financial hardship but the point is - NCO COULD CARE LESS!  There is no negotiating with them.  They are trying to collect as much as possible to secure the as many $24-25 dollars as possible.  I will tell you something else.  If you do have a debt with a creditor and the account has been sent to collections and you have no way of paying the account off.  The WORST thing you can do is contact the COLLECTION AGENCY.  Why?  Because the debt starting date starts all over again.  For example.  If you stop paying your account on June 1 -- and contacted the collection agency Jan 1 the following year.  That debt has a new beginning date which would Jan 1,and therefore the cycle continues simply because you called them back.   There is a statue of limitations on debt and it varies from state to state - research your state statue of limitation and wait it out - if you can't pay the bill.  Now if you hit the lottery - buy all means pay your debt - other wise it is am exercise in futility to call a collection agency back for any reason.     Also note - collection agency have guidelines as how often they can call over a period of time.   Do your research, keep a record of the calls and time - do not speak to them - and send your certified letter with documentation  - if it does not stop - you've got money coming.

i have never given my cell phone number out. i just got it in march 2011. they filled up my voicemail with hold music twice when i left my cell phone off (what i there was an emergency in the family ???) when i left my cell phone off. if i reject call they dont leave message. and i start my outgoing message with SIT tones. havent had a message in my cell voicemail when i not answer cell phone. in fact i have a ringtone that is silence. every now and then i see if someone IMPORTANT called. nope. just them. much more of this and i will get my cell phone number changed. i only use it for outgoing calls..i dont want to call from other than a pay phone and i cant find one anymore to tell em that there is no way the call is for me (in fact one caller asked for jah-el sp? ... not me !!!).  

i think, according to the FDCPA, it is illegal for debt collectors to call cell phones as it makes the amount owed higher having to spend cell phone $. basically it is making the debt more without going through proper legal channels, which is a no no. so tell them they are calling a cell phone and you think they are in violation of FDCPA since its costing money to talk to them.

btw: Once a debt passes beyond the statute of limitation in your state, a debt collector no longer has the right to sue you for payment. You may still have a moral obligation to pay back an old, forgotten debt, but you can't be sued over it. Any debt collector who threatens to sue you over a debt that is beyond the statute of limitation in your state is in violation of the Fair Debt Collection Practices Act (FDCPA).

I don't  know who this is so I don't answer it...I was the victim of a stalker once and that taught me not to answer strange numbers, that is why I have caller ID...most everyone who I know has a call ID, unknown or numbers I don't recognise can just forget it.  If they want to communicate to me bad emough, they can write me a letter!

They have called for 2 months now starting at 8:30 am everyday and call every 30 min.(sometimes less), I don't answer, before it stops ringing my fax machine starts ringing, if not before it stops it is just afterwards. They call until 9 pm and a few times it was later than that. It gets annoying but everyone here now that sees them calling just says the fax is fixing to ring and we all know who is calling. My son does have a Capital One account and apparently put our number down on there, he is behind a couple of months on his payments but I'm sure that he talked to Capital One about it so why is this place harassing us so much?? Our number is on the do not call list but that don't seem to do any good to these type of people. One of his other debts I told them he doesn't live here but I would give him the message, they said they would have the number removed seeings it was not his resident, but guess what they are still calling everyday at least 10 times, it has no name on it just an 800 number which we all know now. I do think this is harrassment whether you owe a debt or not, calling you 12 hours a day is not going to pay the bill, if you can't pay right now how does them calling do any good? They never leave a message and I guess that might be a good thing seeings your messages could be full come night time.

7 phone calls a day, every day!  for the last two weeks??  to a business phone?  no message left, when you pick up and identify the business-they hang up!!  Seriously?!! This is a small, non-profit- supporting military families all over the country.  No one here has a capital one card, nor do we want one-no one here has any past due debts (what little info we COULD gather indicates they are not calling for any of us, anyhow) calling back and telling them who they are calling, asking to be removed from the list does not work!!   We can't always just ignore the calls- unless we recognize the numbers, (they use several- IC Systems, NCO, etc., all seem to be tied to this group), since we support families in crisis.  HOW does one make the stop? We are on the DNC list and have registered complaints.  This is both harassment and wasting our time, taking away from those in need!  I have taken to sending each call that we recognize to the fax machine, in the hopes that it will trigger their robo calling equipement to remove the number, since the do not seem to be inclined to do so, themselves!!

As of Tuesday March 15th, I began receiving calls from 410-202-0069.  I don't answer them since I don't know who it is.  As of now (Thursday March 17th) they have called several times.

I started getting thses calls about last week it would be about once a day but today they called like 7 times! I am at college getting these calls I never answer them though and I read the comments but I dont have a credit card wtf are they calling for its annoying and im SICK OF IT!!!!!!!

Don't know what they want, as they never leave a message. I am not going to answer a number I do not recognize and if they do not leave a message I will not call them back. If they are collectors of some sort they should at least leave a message so that you can be aware of what they are calling about.

How interesting... I kept getting calls from this number AFTER I had my asset hearing regarding my bankruptcy... rang, didn't pick up - they left no messages.

Yesterday it was 240 210 7132  ----- which I also reported on this site.  
Today it is  410 202 0069.  It appears that both are NCO.  We do not have a Capitol One card so heaven knows what they want.  I only use my cell phone when I am not at home.  At home I seldom hear it hence don't answer it.  They are calling on the cell. They don't leave a message and the one time (out of four in the past 30 hours) that I answered I was put on hold.  I waited until the second repeat of the recorded message asking me to wait and I hung up.  It costs me money to sit on hold on my cell.  What makes them think their time is more valuable than mine?
