You would frequently have to file outside the U.S., and in at least one case I think you are up against a state sponsored activity.
When they can get at them, the cell carriers have been taking some legal actions. In any case, I'm afraid all the blustering in the world on this site, no matter how sincere, will not influence these creeps in the least.
However, there are some things you can do.
If you are using AT&T, or T-Mobile, forward the spam message to 7726 ("SPAM"). When you do that you are helping yourself, and others. If your carrier does not support this, you might want to call them and ask why. Verizon's offerings in this area are somewhat lackluster, see: <http://text1.vzw.com/text/jsp/text_messaging_preferences.jsp>
If you are being billed for these messages, contact your carrier. There is a good chance you can get credit for spam message charges. As one carrier has stated, "if people don't contact us, we have no way to know which messages are spam".

Got the same spam text saying: Your entry last month has WON! Go to [ link deleted ] and enter your winnig code to claim your FREE $1000 Best Buy Giftcard. Seems to get similar messages once a month or so.
Total SCAM. NEVER go to those links or respond to the text.
