No message left on Ans Machine

This number appears on my caller ID screen with Pennsylvania call. Caller does not leave a message on my answering machine. When I call the number back  I get a recording saying this number can't be accessed.

Called them back and answering message said it was "not an active number"

I want to know who owns the phone number.
