Got a call from this number 416-963-9829. Some guy Bob Smith claiming a decrease of the Visa interest rate to between 1-4%. Too good to be true. Do not give out your information. They even give you an alternate number 214-377-1345 to call and they claim is Visa. When you call that number... immediately someone answers (indian or middle eastern descent)... imagine that... getting through to a visa rep with a direct line.... doesn't happen.

I then called CIBC visa... they have no idea of any promotion and say that no promotion like the one described above would ever happen.

I've reported the call to Phonebusters.... their number is 1-888-495-8501

Just got a call today from an Indian male with a *thick* accent. Company name was "Visa Mastercard" (wtf?! They're competitors.) When asked for the phone number, which corroborated what I saw on caller-ID, it was 416-963-9829. When I asked to be put on his do-not-call list, he said that it's not possible because it's not in his hand. I asked for his company number, as his company should maintain the list, and he refused to give me any other number.

This number have been calling me for the past 2 weeks.  No body is talking to me but I can hear someone breathing at the other end.  I called the number back and there was a recorded message saying this number is not in service.  Does any body know anything about this number, its address or any thing that help me identifying it would be appreciated.

Don't you think that if the banks really were offering this promotion you would have:
A) receieved an email, or flyer insert in your regular banking statement
B) seen a commercial about it
C) seen a banner for it at the teller

Banks are compettitive and VISA would not be doing this en masse for all of the banks at once or VISA would be using it as a ploy to get you away from Mastercard.  And then there would be commercials and street ads everywhere.

If you want a lower interest rate on your credit cards, talk to your bank and not some telemarketer.

i got a call from the same number i spoke with "Sean Williams", they offered to lower down my interest rates on my TD card. At first i thought this might be a scam but i actually did trust them and gave my info out. Now i am so happy because i actually did get my lower interst rate. This is not a scam.

Credit Card Rate Reduction Scammers Banned From Telemarketing
Canadian firm ordered to pay $7.8 million fine

A federal judge has slapped a telemarketing ban on a Canadian outfit that targeted U.S. consumers with false claims that it could reduce their credit card interest rates.
At the request of the Federal Trade Commission (FTC), the court entered a permanent injunction that puts the defendants out of the telemarketing business. It also bars them from misrepresenting that they are affiliated with consumers' credit card companies, or that they can get consumers' credit card interest rates reduced.
The court also ordered the defendants to pay more than $7.8 million.
According to the FTC's complaint, the telemarketing operation cheated about 12,000 consumers out of more than $7.8 million between 2005 and 2007 by falsely claiming that it could substantially reduce consumers' existing credit card interest rates and save them thousands of dollars in interest and finance charges.
The defendants are Select Personnel Management Inc., based in Ontario, doing business as Select Management Solutions Canada; 1402473 Ontario Limited; 1489841 Ontario Limited; 2105635 Ontario Limited; Special T Services Group Inc.; United Registration Services Inc., as well as individual defendants James Stewart, Luigi Paulozza, and Philip J. Richards.
The FTC charges that they stated or implied--falsely--that they were affiliated with consumers' credit card companies. For $675 plus $20 for shipping and handling, according to the complaint, the defendants sent consumers promotional materials with promises to substantially reduce their interest rates, and a "financial profile form" for them to complete and mail back.
The complaint states the defendants promised to reduce the interest charged on credit cards to rates between 4.75 percent and 9 percent, save consumers at least $2,500, and refund the cost of their services to consumers who did not save at least that much money.
In fact, according to the FTC, the operators of the scam did little more than add their own fee to consumers' credit card balances. The extent of the rate-reduction services consisted of setting up three-way telephone calls with consumers and their credit card companies, and asking that the companies lower the interest rates. Those requests typically were denied.
The FTC said the defendants' misrepresentations violated the FTC Act and the Telemarketing Sales Rule (TSR). The agency also charged the defendants with violating the TSR by "spoofing" telephone numbers so that their calls appeared on consumers' caller identification services as coming from another number, and by failing to provide the names of the defendants or their telemarketer on caller identification services.

Have been receiving several calls which displayed "private number". When I answered I could hear someone on the other end breathing but not saying nothing. It stopped for two weeks after the last incident in which I yelled very loudly at them. Today I received four calls from a number which is 416 963 9829. Nothing was said after each call was answered.

I contacted my phone company which they told me was a bank scam.

I have an unlisted number but the guy knew my name.  Been getting calls several times a day.

Same pitch as above 1% reduction on my credit card as a reward for paying my cc on time.  I asked him which one and he couldn't tell me that, couldn't tell me what bank he represented but told me he represented over 500 companies.

I told him that if he couldn't tell me what bank he was representing and which card he was refering to he should never call me again.  I reported this by email to the RCMP at phonebusters.com

God, this guy is so low tech... He calls and claims to be with VISA yet he needs the visa # in order to lower the interest.  When a ligit credit company calls they already have all that info.  Never give any info to this guy, especially your Visa #!!!!

Same thing here:

Paul Smith said he would just give me 1% interest rate and started asking me all sorts of questions he should have already known.

I'm reporting this to fraud and I hope he gets caught. Mr.Smith

This guy called me an hour or so ago. Said he was "Bob Smith" from Visa. The first thing I said was "You're not named Bob Smith" (he had a strong middle-eastern accent). He got angry and hung up, but not before calling me an idiot.

He has called a number of other times previously, always hanging up when I answered.

He is clearly an amateur hacker trying his hand at 'social engineering'.

Just got a call from someone claiming to be from "Visa card sevices" he wanted my visa card number but he sounded fsr from legitimate. Time after time he kept asking for my visa number. the call back number he gave me was not in service. so I decided to google the number he called from and it brought me here.

I just received a call from this number claiming to be Scotiabank in regards to my Visa card. I am going to contact the bank about this but I am pretty sure this phone number is just a scam!
