I've received numerous calls from 417-800-2346 (2356, 2317, etc etc) and I'm sick of it. So, I did some research and made several calls to the FCC. I've learned that the # belongs to Robert Baker and these telemarketing companies are his clients. In communication with Robert Baker, he offered to take me off the do not call list. I thus recommend reaching out to him personally, he can be reached at 563-508-9710.
My new plan is to call him everytime I get a call from these scammers, which has been on a weekly basis for 5 months.

My dad, a senior on the national do NOT call list had this number on his ID from 2/4 at 9:25am so I called it today (2/11) and it is "disconnected or not in service".

* 60 wait to hear "Your call block is now on" then # 01 #  This should do it.  Just follow what your phone tells you. Let us know how it works for you.  

If you write the number down somewhere, then dial * 67 to "BLOCK THE LAST CALLER."  It will read the last number blocking back to you.  Then hang up. It might ring once when they call again but they will hear a message that "This number is NOT accepting calls from you."

Received an unsolicited call with a recorded message re: lowering interest rates.

At least you keep report it to FCC. I have reported this criminal people to FCC 55 time and made good documentation. I know that FCC is nonfunctional office stile we have to do it.

You got it right. The FCC office useless and nonfunctional office. I have reported Credit Card service Violation to them  55 time since last eight months. FCC didn't right back to me even once. Such a waste of people money for office like FCC. Credit Card service are scamer and I am sure there are people that been victims but FCC don't care at all.
The people should demand accountability fro this dysfunctional office.

I have reported this violation to FCC 55 times. I made documentation of all my reports. The FCC office  responsible to do some thing about this out law people is very dysfunctional. Since last eight months I keep reporting to FCC they even didn't right back tell me what I should do.

This out law screamer, Credit Card service call me every day some time twice. I am in Do't call list and I repeatedly asked them to stop calling me but they keep calling.
Since last eight I have filed complain with FCC for 55 time so far.  This office is very incompetent and they don't do anything event they didn't write me back telling me how dysfunctional they are. 55 time reports for violation of federal Law by  Credit Card service and those who responsible to  enforce the law ignore their responsibilities !!!!!!!!

It's important that you don't answer the phone when this comes in.  It lets the auto dialer know it's a valid # and puts you back into the system for more calls.

This is a scam.  It's a recording offering to lower your interest rates.  I have no interest.  I pay in full at the end of the month.  
If you fall for their first line they go in for the kill.  They ask for your CC #'s.
They call here everyday! at least once.

I am on do not call registry and keep getting calls about lower my interest rate.  I want it to stop.

robo call on my cell thought the government took care of these a***oles

These people called me. I did not recognize the number , but I did recognize the area code. I used to live in the Missouri area. I hung up. I will try and block these people. Don't even feel like talking with them to tell them to stop. How in blazes do these people get a cell  phone number when you hardly use it AND it is your back up phone anyway?

Do Not Call has become useless!! I'm on the list for years,  I complain and they keep calling. The parasites are even calling people and claiming to be from the Do Not Call list (there is a warning on the Do Not Call
home page).
Today 417-800-2325 Lower Interest called and when I asked to be removed from their list she hung up.
On 01/11/2013 417-800-2333 Card Services called probably the same people.
I have been getting a lot of calls since this past year but I do not answer I have caller id. From now on I'm
going to make it a point to report all numbers to Do Not Call. I will probably be wasting my time because our government has become a JOKE!!

BEST ADVICE IS TO INVEST IN A PANASONIC PHONE WITH CALL BLOCK AND NEVER ANSWER THE PHONE WITH OBVIOUS CALLER ID'S.  DO NOT CALL LIST SIMPLY IS INEFFECTIVE.

I received a call from this number today; however, I did not answer it.

All pressing "2" does is put you back into their system.  It tells them your number is live and you answer.  I've reported them to State and Federal sites, I've tried to call back, I've pressed 1 and yelled "take me off your telephone list", I've pressed "1" and nicely asked them to remove me (they hang up). I pressed "1" and told them I don't have a credit card. I'd go through my lending bank anyway as they would meet any low interest rate to keep your business.  DO NOT GIVE THEM ANY CREDIT CARD INFO!
I'm also on the DO NOT CALL REGISTRY and if they are scammers they don't care.  Familiarize yourselves with TCPA and CSPA laws and if you ever get an address or a company name if you file a Complaint they can be fined up to $16,000 per call.  I could be living in a castle on the beach having drinks with umbrellas in them as much as they call me.  I will keep trying....

Well "Rachel and the gang" are still operating and they have a new number as I have blocked all the others.

There is no way to get them to stop, all you can do is block

They cannot even stop the "good citizens" that are cheating the welfare/section 8/ food stamp/disability programs causing our States to go deeper in debt, how are they going to stop scam/robo callers from annoying us.
We all need to take the fight to our phone service providers, both cell and land line and just keep badgering them to do something, they are the ones that are actually letting these calls go through yet give us limited blocking ability.

if you are dumb enough to pick up press 2 to be put on their do not call list--all these calls totally suck and the best way to hurt them is IGNORE----they will then know their is no sense calling.

If you get a call from this telemarketer, please file a complaint with the FCC and FTC: http://www.fcc.gov/complaints and https://complaints.donotcall.gov/complaint/complaintcheck.aspx. If they receive enough complaints, they'll investigate. In addition, they send information on how to file a lawsuit. Recently, they shut down five of these scams.
