called and hung up when we answered

This # shows up on my caller ID as public saftey

Caller said, "That's why we couldn't find you." When I said hello.  Tried calling back, but says there is a problem with this number.

I've recieved several calls from this number. Every single time they've not said a word, I decided to wait and see what it was, and waited for about 45 seconds before whom ever it was hung up. I've tried calling back several times, and all I get is a busy signal.

Called home phone then hung up when answered.  Called the number and received a busy signal.

called this home, but hung up without saying anything as soon as we said, "Hello."

This number has called almost every day, sometimes twice aday, hangs up on the answering machine, so finally today I decided to answer. It was a man and they said my name then nothing else. So I decided to call the number right back and it just rang and rang. If I am not mistaken this call is coming from Chattanooga,Tn. I sure don't know anyone there, so I don't know who is calling me.
