Filing a report with your local police may actually be the way to go. This is from fbi.gov, grandparent scam:
"What to do if you have been scammed. The financial losses in these cases?while they can be substantial for an individual, usually several thousand dollars per victim?typically don?t meet the FBI?s financial thresholds for opening an investigation. We recommend contacting your local authorities or state consumer protection agency if you think you?ve been victimized. We also suggest you file a complaint with IC3, which not only forwards complaints to the appropriate agencies, but also collates and analyzes the data?looking for common threads that link complaints and help identify the culprits."
I'm sure a quick google search will net you contact info for your local authorities and the consumer protection agency in your state. If you get a chance, let us know what happens. Good luck.

Okay yeah, it just seems intimidating talking to the FBI.. should I just call the police and file a report? Do you think there's any way they could get her money back?

That happened to my boss' mother. And because she is so secretive, it happened to her twice. Her bank actually caught the scam because she doesn't use the internet to do her banking. The third time she went into the bank, the teller became suspicious and they looked into it . THEN mom called her son. They reported it to the FBI but probably the money is gone.
One of the grandsons is a flight attendant which is why she believed he was in trouble overseas. And of course they use the 'don't tell mom or dad' line as well.
You need to let your bank know if she took money or transferred it through her bank. At the very least call your local FBI office and file a report.

They called my grandma and told her I needed bail money. They made up an extensive story and got her to send $1900 that she'll never see again....
