consider maybe getting a call blocking device or phone.. You can google them and many are around $60.00 or so.

I just received the same message, and I live in the state of Alaska...not sure who they are or what they want.  I'll just block the call.  I guess if they need to serve me papers or something, they will come to my house.

Just received a VM from this phone number out of the blue - Carl Anderson from the Arbitration dept - but the message sounded like it was on a loop and not an actual person leaving a message. The message did not identify the person they were calling for or provide a case # he was referencing. It sounds like this is a scam but am not sure since there is very limited reports on this number thus far. The phone number is registered out of Atlanta, GA. Why would an arbitration dept be calling me if I reside in another state? I dont have any weird activity on my credit report - so with that being said, if I get another call I will report to the PA attorney generals office.

Hey just letting u know that same number called me I live in pa and he called and threatened me and said he was a attorney from the attorneys office in maryland and he issues warrants and called me a white trash f****ng bi*** exact words word for word I warn u about it I think its a scam and I dont appreciate that you just call your local police or state police they will handle it I am dealing with it right now and he calls deaf people and threatens them as well because he called my parents wgo are deaf and threatened them as well saying he needs his money and stuff like that which is it a scam I dont know.my local police is dealing with it right now best of luck to u

This Anderson Arbitration called my phone today, left a message identifying their "company" name but did not say the name of said person to return the call. They also call from these numbers: 678-264-2345, 678-394-3315 and 470-226-2439.
