These people are a scam.  They claim they're a law firm but never answer as a law firm.  It's always "CSA" or sometimes they slip up and just say their names. They claim theyre a debt collector, but will do nothing to help you make arrangements to pay it.  When I said I couldnt pay the full amount today, they hung up.  Ten minutes later they called saying they could do a different amount.  Tried calling me again today. I'm blocking their number.
