called cell phone and when answered said "I'm sorry got the wrong number"

I have received again a call from 502-413-5063 is the second time after a month or so I reported it. Someone tried to say something but it was breaking up, stayed on while I was trying to figure who was. Well this is a rip off phone number that is using air time, the first I received this call was in my land line phone number today they used my Cell#. Please is there something we can do????????
