I got this call at my home on the landline you would think there would be some place to complain and stop this crap....... Oppopps right maybe 20 years ago when there was customer and consumers rights.

Got this call yesterday, they called twice very abruptly, one call after the other, but I didn't pick up. Glad I'm not the only one in this boat -.-

Guys, best thing to do is to register on the Do Not Call registry, and then file a complaint.  It won't stop spam marketers but it should lessen the number of spam calls.

No voucemail and when I tried the # all I got was noise

I don't know about an app but my phone (Samsung) actually allows me to block numbers, texts and messages from any number.  Try that.

I propose each of us send a letter to the CRTC,  complaining.  I further propose that the CRTC institute a complaint logging system that you would access by dialing *68 or something similar.  No further action would be needed on your part.  When a specified number of complaints are received,  the caller is blocked from further unsolicited calling.  The CRTC could even levy fines and deactivate the number until the fine is paid.  the CRTC could order the phone companies to institute this automated system.  

How hard would it be to make the caller explain his harassing phone calls if he wants to continue to avail himself of the phone system?

The DNC list in Canada is sent out to phone soliciting companies on request.  Some unscrupulous people are now selling these lists to off shore companies,  who then proceed to use these confirmed numbers.  Canadian Law does not have jurisdiction outside the country.
