I keep getting phone calls from this number. From 1PM to 4PM, I've got 14 phone calls and 6 voicemails from it already. There is no message left in voicemails but just background noises. There was one time I picked up the phone, a woman answered it but just replied "excuse me?" when I asked "what does she want?" How can I stop that?

I checked. The number's owner is Hultman Bob from Oakland CA. It is a spam. How can I stop it?
