I received this call on October 9, 2013. (Google Voice transcript below). I believe this was the first day of the government shut down. While I believe the IRS was still working, I would suspect fraud for the following reasons:

1. The fact that all of those people reporting this received calls from someone with an Indian accent;
2. The fact that he wished me a "good day" at the end of the call (unusual for the IRS to do that);
3. The IRS would never identify the nature of the problem in a voice mail message (here he says "deficiency in my income tax).
4. The caller was clearly reading a script.

This message is intended for (my name)  either that it taking youreceive this message and I need you.All you have a day. Not Gurney offrecord the return the call. The do it,and he's extremely time sensitive. Myname is going to dinner. From yet asInternal Revenue Service Department,and I thought I would like the reason.Is (530) 289-6409. I repeat, it's (530) 289-6409. Don't Cry to disregard thismessage, and return the call as soonas possible, before then if you got anybusiness day expires. We have to toremind that that is a deficiency in yourincome tax. So call me back on (530) 289-6409. So good buying tickets. Ihope you have a good day.

I received an call also from Sean Miller stated he was from the IRS.  Lots of noise in the background with heavy Indian accent.  I will not call this person back!!!

Just heard a message from Shawn Miller with a heavy Indian accent.  There was so much noise in the background from other scam callers.  It was hard to understand his message but he said he was from IRS and it was about my taxes.  Pretty funny as I am a CPA.  Obviously not going to call him back.

Keeps calling making threats about owing back taxes and wants to talk to a William Dawn. There is no such person here and never has been. Called today saying his name was Ronnie Williams..........Yes he used the last name of the people who actually live here.

I got the exact same call that RAYMOND LOCKEY reported above. He sounds Indian, Said I owed back Taxes from 2005-2012. He asked if I had a lawyer, When I asked him for a call back number and his badge number. He became quite rude and gave 198671250 as a badge/phone number. Then he hung up...
SCAM...SCAM....SCAM  Do not give this man anything nut the boot. Report it to the IRS.

Reported to the local TV news and called the sheriff.  The reporter called the number from my phone and had an incredible discussion with the guy who admitted he was a scammer and we couldn't do anything about it, because of the government shut down.

I have been receiving about twenty calls today from this number. The first few times that I answered was a man with heavy middle eastern accent.. Was keep telling me that I owe IRS back taxes.  Now I set up this number to be rejected automatically  from my phone.

called my home number & wife took the call.  telling her it was an emergency call from IRS.  According to my wife, she had an indian or middle-easten accent.  sounds suspicous. ask me to call back to extension 121.  isn't the government shutdown still on?

Just received two calls from this number from California on my cell phone.  I do not give my cell phone number out so I did not answer it.  I'm glad I didn't.  The caller did not leave a message.

Got a call this morning 10/04/2013 said his name was Mr. Peterson from the IRS criminal department asking for me to send in money that I owe from back taxes for 2013 I told them I was on my way to the bank and pull in to the police and gave the phone to a police officer, he hung up and called back later left a threatening message they will continue the law suit against me.

If anyone get similar call please don't provide any personal info !

ALSO RECEIVED A CALL FROM 5302896409 FRIDAY 10-4-2013 CLAIMING FROM IRS AND THAT I OWED BACK TAXES FOR 2006 THROUGH 2012 AND THERE WAS A LAWSUIT FILED AGAINST ME AND ASKED IF I HAD A LAWYER BECAUSE TODAY WAS LAST DAY TO FILE ANSWER.  SINCE THE IRS OFFICES ARE CLOSED TODAY DUE TO GOVERNMENT SHUTDOWN I WAS SUSPICIOUS.  ALSO WAS SUSPICIOUS BECAUSE CALL WAS FROM CALIFORNIA ON A VOIP NETWORK NUMBER, NOT LIKELY TO BE AN IRS OFFICE.  SO I ASKED WHY I WAS GETTING A PHONE CALL AND HAD NOT RECEIVED ANY SUCH WRITTEN NOTICE IN THE MAIL?  I ALSO ASKED FOR AN ID BUT WAS JUST GIVEN A NAME AND COULD NOT GIVE ME ADDRESS OF IRS OFFICE SUPPOSEDLY THE CALL WAS COMING FROM, SO I TOLD THEM I WOULD REPORT IT TO THE IRS.  I TRIED CALLING THE IRS TO VERIFY IF THIS WAS A SCAM, BUT GOT RECORDING THAT ALL IRS OFFICES CLOSED DUE TO GOVERNMENT SHUTDOWN COULD CALL BACK TO VERIFY.  SO I KNOW IT WAS A SCAM.

You have just proven to me not to trust anyone!!!!  You say FREE, but at the bottom line you want money.  That is called a liar!! why advertise FREE reverse Phone Lookup?  When you charge and I have to give my finiancial information!!!! Yes you find the number but I must pay you for the info . Well I have some FREE to give to you also. Just give me card number and I will only charge you 0.95 for the first month!!

can not understand him. Identify himself as IRS. but no ID number. request a call back from me.  My computer was hijacked a week ago. I don't trust anyone.
