according to the FTC, a debt collection caller must give their name, a valid mailing address, and phone number and tell you who they represent. If you send them a letter demanding they stop calling you, they cannot by law call you again. If you yourself are not the debtor, but rather just someone the alleged debtor used as a reference, then the call is harassment and should be reported to the FTC

This is a debt collector who calls to harass anyone who knows the person they are seeking which in this case is not me, but they keep calling anyway

I got a call from this number a Ms. Sanders, she said she needed my home address and place of employment to serve something that was given to her office that same morning. I asked her not to call me and hung up. She called back 4 times, left a phone number 877-210-2181 and said "you have been officially notified." I googled the number and it's no business is listed.
