There are complaints about them all over the internet for harassing people that do not owe the debt, threatening to arrest people for a debt, telling people the only way they'll stop calling is to pay "court costs" on an alleged suit they filed, etc.  According to some of the MANY complaint pages and numbers they've called using, it seems they call about debts that are 5-10 years old, don't care if they were paid or not because they want money.  There are people who have fallen for this, and stated that they paid, and are STILL waiting on getting the documentation of the debt from them.  Of course, their story is that they sent it out ... yeah, right.
What's laughable is one page on their website that says they follow the law during collection attempts.  OBVIOUSLY, NOT!  THEY have an F rating with the FL BBB (see below).

By the way, it would seem to me that, IF you had a bad debt, it would show on your credit report (if still eligible to be reported).  IF you do have a bad debt on your credit report, you might want to consult an attorney and/or the original creditor, rather than these folks who obviously could care less about the law.  [I am NOT an attorney, nor do I profess to be one.  I am NOT dispensing ?legal advice,? simply giving my opinion!]

IF they were calling about a legitimate debt, they would NOT be calling to see if you'll be home all day on certain day to "deliver legal documents" or "subpeona."  A legit collector CANNOT discuss your bill with anyone else OR threaten to arrest you and/or send you to debtor's prison, etc.

SUGGESTIONS (again, I am NOT an attorney and am NOT attempting to dispense legal advice.  These are my PERSONAL suggestions)
1-IF you decide to answer one of their MANY calls from about 50 different telephone numbers (no, I?m not exaggerating), give them NO INFORMATION.  In fact, YOU MAKE THEM ANSWER QUESTIONS, and if they don?t, hang up on them!   I don?t know anything about spoofing/masking numbers, but there have been comments that they are VOIP?ing the majority of the numbers they?re calling from.  I do not doubt this, as a person said the number showing on her phone was that of the local police department.
2-Keep a running log of the date, time, telephone number, person calling and note of conversation to file with your complaints.  (Or, try to record the call, BUT they usually hang up when they?re told they?re being recorded.  ROFLOL, now how many LEGITIMATE collection agencies would do that?  NONE that I?ve ever heard!
3-Look up your state?s Statute of Limitations on debts that can be pursued in court (that you can still be sued for).  It seems to vary from 3-15years.
4-DO NOT allow them to intimidate or frighten you.  These idiots have even called the numbers attorneys, police officers, etc. with this scam.  Intelligent, they are NOT.  

USUAL PLOYS:
1-call friends, neighbors, relatives, employers, and you trying to intimidate you into paying JUST to make the calls stop (but, from looking online, they don?t stop?they just demand more). ? Ask these folks to also keep a log of the calls, give them this internet page to check.  Ask them to do a search for ANY of these company names.  They?ll soon realize it that these people are nothing but SCAMMERS.
2-??have important legal documents (or summons) to deliver, will you be home ---(day) from 8:30 to 4:30 to accept it??
3-?There?s a warrant out for your arrest UNLESS you send us $xxx TODAY?  -- they seem to prefer asking for the ?Green Dot? prepaid card and want you to call back with the numbers on back ? harder to trace where to $ goes, apparently.

Stop calling my number for my damn ex-husband. I divorced him in the 1980's and I am sick of the harassing calls. Too bad when I call you, no answer. Get a real job!

Possibly some kind of scam according to what other people have blogged on internet, definitely harassing, asking for another person but even after being told the person is unknown and that they have the wrong number they persist.

Different numbers keep calling me at least once every two weeks to my cell. My boyfriend never gets calls so it can't be from when we got our phones. Already called the FTC about this. A man or woman calls for "Allison" that they need her to be home so an officer can serve her papers and I tell them they have the wrong number and they simply say thank you and hang up. Calls say from different states. Don't answer. Luckily they just hang up and leave me alone but I'm tired of these calls and heck no am I giving them any info. Not even my first name (so they don't call in the future asking for me next time!).

They don't say who they are, they don't ask for the person, they just say "Hi I'm calling because we need Allison ------ to be home so an officer can come and serve her papers."

Companies don't do that! Call the FTC as a previous poster said. Enough people call and hopefully we can stop these guys.

I'd like to add that they call me between 8-10am MY time, which is Eastern; so the last call, 10 minutes ago, which was 9:30 my time, was 6:30 their time! Does that scream SCAM to you?

Something Civil Procedures ... they've called twice now ... will give no info except want to know if someone will be home so they can "deliver court documents." This is total BS. This phone number calls me multiple times with hangups -- only twice have they actually had a person on the other end and the message is the same. They won't give any details, say they can't take my name off their call list, BUT BUT BUT. They also called a friend, with whom I had stayed, and gave HER a TON of  "info" about this -- info they wouldn't give me. This is clearly a scam. Trying to report them has been a hassle too ... pathetic that such harassing/scam phone calls can continue.

They call everyday around 945am and 4pm.  I do not answer.  They are a scam, going to serve legal papers, etc...all a big scam to obtain more of your personal data.  My husband is in law enforcement and I know that debt collectors can not threaten jail time.  Please do not answer.  Maybe if everyone will quit entertaining the calls they will stop.  I sure hope so.

Calls several times a week. One of the most insidious and thoughtlessly employed of mechanical dialers, it actually robo-dials your number, switches to hold when you pick up, and--after thirty seconds of total silence--either connects you to an available operator, or drops the call. Thing is, I have contacted them twice about this and they admit to having the wrong number for the wrong person at this address (i.e., not me--but a PREVIOUS tenant!) They still call. And call. And call. What can I do?

I just call a call from this number. First she said she was from the Civil Procedure Division; then she said this is a process server for a lawyer's offce. I asked for the name of the lawyer, she told me. I asked her for the location of the attorney's office, she said it was the same town I live in.  

This is probably a scam (I'm tired of these). I even once went to the FBI with a list of phony lawsuit calls from my voice mail, but FBI states there is nothing they can do.

I have been receiving phone calls through various elder relatives advising someone is trying to serve me with papers.  I called 562-257-3899. No Answer.  Because this is a scam I owe no one but love.  I called the Federal Trade Commission at 1-877-382-4357 to report these incidents.  The representative advised to check my credit report to make sure no one is using my ID fradulent and also contact the Attorney General for my state.  This is a serious nature and must be addressed.  When we a tax payer is subjected to predators who stalk our relatives to gain information it is a crime.  Again please contact the Federal Trade Commission at 1-877 382-4357 to stop this predator.

These people/or company keeps calling my cell.  They will not leave a message.   Please stop this person or person(s) or company from calling.  These people want your SSN and are giving out bogus case numbers and information to get you to tell them information they want from you.  Ignore them and report them.

First off, if you are going to be served papers, they will NOT come from a civil service and secondly, they WILL not call to inform you they are coming.....These people need to get a life, a real job and STOP scamming!!!! File a police report about them with your local police dept and also report them to the BBB!!!

I have been saying the same thing, when you are going to serve someone you do not call to give them a heads up??? who does that.  These people are idiots!

We have gotten 2 calls in the last 2 days from 562-257-3899.  They keep asking for a lady that does not live here and never lived here.  I knowthe name of who they are asking for but she lives 2 hours south of here.  Not in this county so I am not sure how they would think this was a good number for her.  They also told us that they had been here to serve her with legal papers and no one was home, so would the next day be a good day.  They wanted us to call her and give her a phone number to call--which my husband immediately said "no" he would not do that.  The first call we got recently was back before Christmas and they told me that she had given our number as a contact number for her--so I set him straight about that she did not live her, never did live her and would never live here. I think he got my point.  I did tell him that she was my husband's ex-wife.  He then told me that exwife's will give numbers out like that to just harass you.  I think the harassing is being done by the folks making the calls.  I also tried to call the number back and all it did was ring and ring.  No one ever answered. I am tried of this and would like to find a way to get it to stop.

I keep receiving calls from this number and the same this is happening. The person starts out in a firm voice asking saying that they have papers to deliver and want to know if I will be home between the hours of 2-3. As soon as I speak or ask a question they say they have the wrong number or they hang up. They have called at least 5 times in the last week. When I try to call back the phone just rings!!

Thanks to pissedoff I finally got their call back number. I called and wasted there time for over 20 minutes with a bunch of fake credit card numbers to pay a bill. Everytime they run an incorrect number the chances are slimmer they will be able to take credit cards in the future. Some bill collector for someone I have never heard of.  I have tried for weeks to tell them they have the wrong number but they didnt listen. If they call again I will answer as Rudys screen printing. Or maybe Rueben and Associates???

I asked the company address and she refused to give it to me, I said why won't you give me your company address, and she said we don't give that out, I said if you are a legit businuess you are legally required to give out your address, why would you want to hide your address if you are a legit business anyway? She hung up on me. I called back again and said I want your address, if you are a legit businuess you would give it to me, again she refused, I told her I was going to keep calling and she said that's ok, I will just block your number. I have had a few calls from these people in the last week. I finally answered and some guy stated they wanted to serve me papers tomorrow between 10-2. I asked for their name and what company they were representing and he said " we are not allowed that information" ??? He then hung up and I immediately called the # back and it rang and rang.... TOTAL SCAM!!

We've been receiving multiple phone calls from this number with no messages.  So finally today I answered, and the woman said "I'm calling from the Credit Department" and I said, "Of what company?"  - she says, I must have the wrong number and hung up on me.
