and if the debt does not belong to you or the number belonged to someone prior just let them know and they will remove your number to eliminate the un-wanted calls

i think it goes a little something like this "The pot calling the kettle black" !!!
someone wouldn't receive calls like this unless they have owed money to some creditor they received product or service from at some point in time
i know it suck to get these calls but they do not just pull a name out of a hat and say "hey let's just call this number today"
They call for a reason ! ! ! !

Send them a letter VIA certified mail with return receipt requested demanding validation of the debt they are harassing you over. By law they have five days to respond. If they continue calling and do not respond to your request for DV, you can sue them for $1,000 per violation.
My experience in dealing with collection agencies is once they receive the letter, not only did they not respond---but they also stopped calling. No validation, no debt. It's that simple.

I keep receivng calls from 570-397-2015 however they do not leave a message, I know what bills I have and I am paying them. Other numbers have called and tell me I owe a bill that I already paid off. I tell them that and they go into a long speech then I hang up. When will this stop

A Debt Collection Agency, and about the third one to call my number trying to contact a particular bad boy who had the number some time in the distant past. I just tell the agency that the number is not current for that person. They always ask for my name, but I tell them they don't need my name because I am not the person they are looking for; just please mark my phone number as not current for that person.
Soap Box: The national Do Not Call Register is a bad joke - totally ineffective. It won't stop anyone who believes they have the right to call you, and it certainly won't stop robo-dialers operated by companies that scoff at the DNC register.
There is a better way than the DNC register to quiet your telephone and calm your nerves. Get a device of some sort to block unwanted callers. There are several decent ones on the market. Sure, they cost a bit, but I think paying a little is better than being disturbed by calls from folks (or robo-dialers) that I have no interest in talking to.
After much research, I chose the Call Blocker, a device marketed by Digitone. Among its many fine features, it can be programmed to totally block specific numbers, or even whole area codes that I find troublesome. Once blocked, those numbers cannot make my phone ring - not even once. If I want to be even more private, I can program it to silently block all calls except from my list of "invited" callers.
BTW, I don't work for Digitone; instead, their Call Blocker works for me.

These are bottom-feeding, junk debt buying bas**rds. They also called 3X at my place of employment as well, cloaking themselves as an 'unknown' number. UNless you enjoy being harassed, don't bother answering calls from this number.
