Received a call twice from a pre-recorded message about a car warranty. I pressed 1 to speak to an agent. Says a live agent will return my call in 5 minutes. I get a callback from a number 207) 221-0506. A guy picks up, says "Hi, my name is Seth" and then hangs up.

call on cell phone

This company calls cell phones without the recipient's authorization - or any pre-existing relationship. They then play a recorded message with nobody on the line to answer questions. Their recorded message warns you that the warranty on your car has recently expired and that you should not attempt to dive a car without a warranty. You need to talk to their operator to reinstate your car warranty. When you press to connect with an operator to get contact information for the organization, the call gets disconnected. This is definitely a scam, and the call to a mobile without authorization of the recipient is illegal.

Received a call on my cellphone today from this number. Appears to be a robocall for a car warranty company. Wants you to press a number for a callback or to express no interest. I pressed "!" and received a call from "Isaac" with "Warranty Company." Caller ID shows this call to be from 207-221-0506 in Portland, Maine.

Clearly a scam. They leave a silly message about an auto warranty. The call's final bounce uses a circuit in New Mexico. This is some group that's trying to defraud suckers either by fooling them into buying some useless, overpriced insurance; or by duping them into giving out their private details, such as credit card, social security, etc. without actually providing any crappy product whatsoever. They may have gotten these phone numbers by buying a list of private info from a hospital employee, civil service worker, or whatever.
Don't call them back. Just report them:
To report phone fraud, visit FTC.gov or call 1-877-FTC-HELP. To report violations of the
National Do Not Call Registry, visit DoNotCall.gov or call 1-888-382-1222.
Here's what happened recently to a company pulling a similar scam:
