I received a call with a message that purported to offer savings on our electric bill. i was told to fetch a recent billing statement from Iberdrola/RG&E. A lady named "Tamber' came on the line to offer me a deal. I asked repeatedly to identify the enterprise that she represented. "Discount Center" was not good enough. After repeated requests for identity she offered to put me on the "don't call" list.

Yup -- I just got a call too. They didn't leave a message and when I called the number it was disconnected.
