just got a call from this number, I said hello twice, there was a ping, and a female recorded voice said "goodbye" and the call was ended

This is what happens with a predictive dialer when too many calls are answered for the number of available agents in the call center. It could also be a fishing expedition for live numbers to sell to other telemarketers but the predictive dialer is more likely since most call centers use them now.

Automated call. Female voice said "goodbye" when I answered. Likely establishing "live" phone numbers for later calling. Almost certainly up to no good.

He called me saying I took an online survey. When I asked him what survey, he said have a good day. Before that he was saying I'm sorry I wasn't able to help you today.

Got a call from them a few minutes... kept asking me if I remember filling out "the survey" and requesting job placement assistance. I never did anything like that and started questioning him. He hung up.

Just got the same call. Guy said he was calling me because of an online survey (which I did not fill out). Same job staffing thing.

Got a call from this guy just now. Same thing, he claimed to be a job staffing company and insist that I contacted them first for job hunting. I told him I did no such thing and the guy just hung up without saying anything.
