Here's the way it works Don. Your caller is considered a contractor. If a business calls you and asks what kind of siding you have on your home, or windows, or roof or anyting like that, and their sole, intended and ultimate purpose is to arrange a personal face to face visit between you and a representative of that company, the call is legal. No firm quotes on windows, siding or roofing can be given until you meet with that representative and a quote is given, in person.
If that person calling you, attempts to give you a sales pitch or in any way engages in an attempt to receive compensation over the phone, they are in violation. Best way to handle them is to just tell them that you aren't interested and never will be interested in doing business with them because you consider their calls harassing of your personal time. And demand they remove you from their calling list.
