this number calls me about 6 to 8 times a day without leaving a message.

Man I love this site, thanks guys, Now I know who it was and what it's for :). Screw Paypal and Ebay, yeah I had ans issue with them as well. Didn't pay my eBay fee's, didn't have the money, people don't read, leave negative feedback, they stop letting sellers leave negative feedback. At that point one negative feedback sent an Ebay search to crap, Buyers had the advantage, changed the search to favor the top sellers, my items were not having any visibility no more in search. Long story short fell into debt, had no money to pay them. They screwed up the system that is the result, not paying them anything. I hung up on the people.

Everyday 5-6 times they call. They ask for me I say he is not in, what is this about, and they won't tell me they just say it's personal

Yes definately PayPal. One of their customers paid me for a car delivery. They put the money in my account I use those funds and purchase things on ebay. About a week later they tell me the guy who paid me had closed his bank account. I told them what the F++k does that have to do with me? I allowed your customer to pay me using PayPal and because you allowed them to pay me with a closed bank account you think I'm going to pay you!

I get calls everyday. And every day I tell them to go fu*k their mothers. I'm not pay sh#t unless a judge tells me to do so. I just abuse them every time they call.

number calls all hours rings one time dosent give you a chance to answer. i finally called number back and got a person and they said they are calling from ebay billing department looking for someone other then me told them to quit calling but to no prevail they havent!!

They did the same to me, after my ex-husband stole my info and pulled some shady stuff on Ebay, which I'm now being charged with. I refuse to pay, and they've since sent me to collections. I never messed with them before, and after years of loyal service, they pull this? Right. Sorry, but keep your crap outta my life. I don't use either Paypal or Ebay anymore.

Got a call from this number asking me if a knew a certain person , can't remeber the name of the person but wondered how they got my number

then open a claim on that sale and request cancellation of the sale.  if the doesnt respond in a certain amount of time or pay, the sale is cancelled and you get a refund of seller fees.. why allow this crap to go to collections

I had nearly perfect seller ratings on ebay and the recent scams you're talking about also wrecked my sales on ebay and now I quit ebay and paypal for good now. I'm not sure I'll ever go back there.
Paypal and ebay are giving back money to people who claimed they never got packages,but i also have proof too. Lotsa luck with that.

Customers got the packages I sent in the mail by Fed Ex and UPS and the Post Office. Ebay doesn't even want to help a seller with these problems and I'm sick of it. They give you the run around until you just give up and quit  It's not like it used to be,sellers cannot give negative feedback and it lets the buyers ruin your seller ratings easier. I had a 97 % - 98 % sales record over many years,and only had a couple of problems with buyers who claimed things that weren't true. These were buyers that were largely from Europe and Asia.
These were buyers in Europe who complained their packages took too long to receive and also that they had to pay too much for shipping. Well guess what? It costs a lot to ship items overseas, stupid.

Any packages that are larger or heavy cost a lot to ship,and i'm not going to eat it. That's the price of doing business - you have to expect these higher shipping charges if you live that far away.
And these people don't get it. So they nailed me with poor ratings on ebay,and tried to wreck my sales. Well they did wreck my sales and I quit selling there.
That's why I had a 97% - 98% rating,otherwise it would have been 100%.
But it does not matter now, because i'm done with ebay and paypal.

It's not a fair place to do business anymore. They side with the buyers all of the time and there's no way you can fight back it seems.

ebay is using debt collectors to get money back from these sales from scammers that are wrecked my ebay/paypal business. Fed Ex and UPS are investigating and checking about stuff that was delivered,but it takes several weeks to get replies and get the paperwork through so you can get your money back from insurance or fraud. Meanwhile ebay and paypal don't believe you as a seller and then they put your seller account on hold or whatever. Or they just don't allow you to sell,anymore because of it.

It's really gotten pretty terrible to sell online. I'm just a small business guy getting my sales wrecked.
I'm going to have to start my own website for sales and maybe do craigslist or something else to do my sales now. It's too bad things got so messed up on ebay and it's all their own fault for letting buyers complain and never prove they get their packages in the mail. They have to fix this or everyone else is going to leave ebay. This loophole opened up and now buyers think they can scam the whole system,and it's not going to work if I keep calling Fed Ex and file the claims and UPS will also back up the problems of packages "not received" BS.

I got screwed by paypal and ebay royally. They gave back money to some buyers who recently lied about receiving their packages,and I had proof,but couldn't fight it,because they're Nazi's. They took my money out of my accounts with paypal without authorization.
Give liars their money back,yet these buyers had received the packages. I had proof with the US Post Office and these scams are ruining my sales. I had to close my accounts or they'd completely wipe me out. It's wrong,illegal,and I'm talking to an attorney. As soon as I said that to paypal employees they really gave me a hard time. They wouldn't deal with me,even after faxing them the proof. It's all a major scam. You cannot even sell on ebay anymore.
I had no problems with ebay in the past,but now they screw over sellers and never ask the buyers about anything. Like they don't do anything wrong?! I think my next person to contact is the Better Business Bureau,and the Police in the county where paypal and ebay are located. Because crimes were committed and these people ripped me off.
It's illegal to lie about mail or packages you claim you didn't get,the post office is federal and will prosecute anyone lying about it. I have several claims pending with the post office and sent the paperwork in,and hopefully will see justice with this soon.
Even with postage that is insured and a piece of paper that says the item was delivered (Delivery Confirmation) ebay and paypal still won't help me. It's a major scam.
So beware of ebay and paypal and buyers who complain about not receiving the packages. You'll be in for the fight of your life to prove things. But maybe it will work out in the end,meanwhile don't link your main checking accounts with ebay or paypal, start other ones in case they shut you down or try to screw you out of more money that is not theirs legally to take away from you. Start other paypal/ebay banking accounts on the side so you can still sell on there and protect your main bank accounts from fraud.I really cannot believe how bad things have gotten with ebay, I've sold on there since 1998 and never have seen things so bad. There's too many scam artists and they get away with it on ebay.

This is eBay collections. eBay screwed me over also. Somebody falsely claimed I never sent him his PSP, and eBay refunded the money of this liar,notwithstanding the fact that I have 100 % positive feedback.  And now they expect me to pay for his fraud, which I have no intention of ever doing.

Yep... It's Ebay/Paypal wanting me to give them back the money that they stupidly returned to a buyer that just changed his mind about the purchase.... NOT because there was anything wrong with the item.  

I told Ebay that I'd pay them back for the returned item when they sent me a check for the $31 I lost in shipping charges.  If they want to side with the buyer (against their own policy) then they can pay me for my loss.  Screw them.... they just lost another seller that was paying their salary!

EBAY SCUMS TRYING TO CHARGE ME FOR SOME ACCOUNT I NEVER EVEN OPENED AND IT IS 6 YEARS OLD AND THEY ARE CHARGING NOW!!!

Um, they have been calling me non-stop but will not say why they are calling unless I verify my address with them first. I refuse to give out any personal information without knowing WHO you are and WHY you are calling. She snapped and asked for a "yes or no answer" regarding my address. I told her if they couldn't tell me why they are calling then I couldn't help them and hung up.

I have sent a register letter disputing their claim and asking them for proof that the debt is mine. In writing I also informed them to not make calls or use the phone.  Once they receive this letter they are breaking the law if they still choose to call and I will file suit.

I have the same problem as most of the others on here. I was buying and selling on ebay for about 4 months. Sold some items to a buyer then 2 weeks later he claims he never received them. He filed a dispute and ebay ruled in his favor without even looking at my evidence. I have documentation from the USPS that the items were delivered. So ebay expected me to reimburse them for the refund of $112 that they gave the buyer. I told them that I would gladly reimburse them if they get me my items back. They said that was between me and the buyer. I told them that the buyer will not even answer my e-mails. So now IC systems has taken over the $112 account. Expecting me to reimburse them $112 without getting me my items back is fraud. A refund involves the buying party receiving their money back and the selling party receiving their product back (this is according to an attorney). I guess it is time to get the better business bureau involved. Maybe even go to the local media. I have all the evidence I need to prove that this debt is illegal.

Sounds like my situation on Ebay and PayPal. I sold a Iphone 4 to a guy on Ebay, he sent a claim threw Ebay and lost. He next sent a complain threw his credit card company and won. My bill went to Paypal while it was being decided in the process of the final verdict and that scum bag has not yet returned my phone. That guy was a total scammer and Ebay knows but they said there is nothing they can do. I am so done with anything Ebay and Pay pal. I'm looking into a lawyer as we speak to see if I have a case.

my situation is the same as Jordan. I sold a laptop to someone & FedEx states it was delivered. the buyer still opened a case in which was closed in his favor.  this scam artist won the laptop, got a refund, provided a wrong number to ebay in which he cannot be contacted & constantly ignores all e-mails. ebay sees it as too much of a hassle to go after the dirtbag who found a loophole in their pathetic system so they feel it's easier to screw over an honest Joe who followed all of their rules.

I keep on getting calls from this number 603-589-7207.  I find out a few other numbers 1-800-851-9631 is also from a collection for ebay.
I do not owe anyone a penny, I pay all my bills and my husband paid everything too.  We never paid interest, since he passed away I pay on time and never pay interest.  
I want these numbers to stop calling me.  ASAP as this is major Harrasing me.  This is not legal....

Yea, I got almost the exact treatment from PayPal. Sent lots of proof that the item was received but that did not matter. I no longer do business with PayPal, sending or receiving funds.
