They're originating the calls from out of the country, with a masking system.  "Do not call" is only domestic, it doesn't apply to overseas-originated calls.  They have their own laws, there.

I have gotten several of the same type calls from a guy speaking with an India accent, claiming that he is with Fed Ex, and I have an important package that he is trying to deliver. He  said that he still needs additional information from me. He called my cell phone, from # 786-352-8350.  When I told him that I would not talk until I verified his number, he texted my cell asking me to email him at fedexccltd101@hotmail.com. It took just a little bit of searching to discover this guys scam. I stopped answering his calls, and he has now stopped calling. FYI

Government Grant Scams
Although government grant scams have been around almost as long as the government itself, the majority of the sites being advertised today didn't exist before the November 2008 election.

?Free Government Grants?: Don?t Take Them For Grant-ed
?Because you pay your income taxes on time, you have been awarded a free $12,500 government grant! To get your grant, simply give us your checking account information, and we will direct-deposit the grant into your bank account!?
Sometimes, it?s an ad that claims you will qualify to receive a ?free grant? to pay for education costs, home repairs, home business expenses, or unpaid bills. Other times, it?s a phone call supposedly from a ?government? agency or some other organization with an official sounding name. In either case, the claim is the same: your application for a grant is guaranteed to be accepted, and you?ll never have to pay the money back.
Don?t give out your bank account information to anyone you don?t know. Scammers pressure people to divulge their bank account information so that they can steal the money in the account. Always keep your bank account information confidential. Don?t share it unless you are familiar with the company and know why the information is necessary.
Don?t pay any money for a ?free? government grant. If you have to pay money to claim a ?free? government grant, it isn?t really free. A real government agency won?t ask you to pay a processing fee for a grant that you have already been awarded ? or to pay for a list of grant-making institutions. The names of agencies and foundations that award grants are available for free at any public library or on the Internet. The only official access point for all federal grant-making agencies is www.grants.gov.
Look-alikes aren?t the real thing. Just because the caller says he?s from the ?Federal Grants Administration? doesn?t mean that he is. There is no such government agency. Take a moment to check the blue pages in your telephone directory to bear out your hunch ? or not.
Phone numbers can deceive. Some con artists use Internet technology to disguise their area code in caller ID systems. Although it may look like they?re calling from Washington, DC, they could be calling from anywhere in the world.

Excellent! The caller made a mistake +91 is the country code for India. Big surprise, right folks? The spoofer was supposed to make the +91 look like 1- (US & Canada) on your phone, but didn't.

I agree !!!!! THey have been calling me offering all sorts of money (7,000) and pressuring me to go to a friends' cell phone (since I don't have one) down the street even and search quickly for a friend who can loan me their phone for 30 min (crazy request) so that I can go to western union and wire them the money sorta, kinda. It is all made to confuse and rush me and aggravate me all at the same time. I really do need money to go to college so that is why I listened. They are rushing me saying before the money runs out  - the grant money offer runs out. I googled it and BOOM it identified them as a  big scam. Thank GOd for Google. WHere are these people, who are these people, and does anybody know if they are even in the US of A or not???/ Our feds need to hop into this and take care of it real fast.  I almost lost 160.00 they wanted saying it was the fee needed  to activate the free money and cut through all the red tape with the governmenat. Iam sick and tired of bad people like this getting away with this crap.

Sadly this number is only 1 of more than 2 dozen numbers that have been calling my cell phone day & night! It's gotta be some kinda auto-dialer because when I answer my phone, all I get is silence for a few seconds, followed by clicks, some other unnatural noises.... then they wanna talk about loans from their "partners" or my education.... @ the very least all these calls r irritating.... in my case more like infuriating due 2 the fact my father passed away just before the calls started. it's been hard enuf as it is traveling 1000 miles 1 way back 2 back 2 back 2 back.... again and again over the last month or so...

I am getting COMPLETELY HARASSED by telemarketers on my cellphone about college related things.  The first thing was about "college-now" trying to send me free information for college... blah, blah, blah. I told them on several accounts to stop calling me and to put me on their do-not-call list.  Yesterday, I answered the phone and a man with a heavy indian accent called me AGAIN.  I answered and he said, "Hello, is this Jamie Lee? (which they pronounce jah-me-lee)"  And I said, "Yes, is this COLLEGE NOW?!" and he was completely surprised I knew.  "How did you know that?"  He asked.  Well for one, I don't have very many people calling me with that very unique accent.  He must have been surprised since they call me from all sorts of different numbers.  I replied, "Maybe because you guys call me EVERY day and I have asked you SEVERAL times to please stop calling."  He apologized and hung up immediately.  And now TODAY, I am receiving calls about a "government grant" that I qualify for?  The lady (again, with the indian accent) I spoke to was very rude and forceful, not a very convincing government employee.  How do I make them stop???

Okay..so after I was given the 202-905-0699 number I called. With my confirmation number given by the previous caller from the 623 number. So now everything looks good to go they are going to deposit this grant money of $7k to my Amex. But before they could do this I need to wire them $149 to feed the hungry as a charity contribution. When I said NO!! They said bye and hung up!!!

DO NOT BELIEVE THIS PEOPLE THEY ARE FRAUD!!!

I have been receiving calls from this number. I finally answered. I was told because I had been making my payments on time for 12 months. I qualified for a federal grant. I did not give my bank info. Instead I gave my AMEX,which I have no money in at the moment. This will determine if they are fraud. I am suppose to call back a number given in which I will. It can't hurt. They did know my info without me having to say it.

I just got a phone call. Thank you so much for your website and the comments. Somehow the caller knew my name and phone number of my cell phone. I don't know how they got it, as I am very guarded with that information. Any insight on how they get our numbers would be helpful.

Right away I could hear all the background noise, and knew it was a scam. First thing out of my mouth, I asked him to take me off his call list, but he told me he was an old buddy from high school named Jake. He kept repeating the same phrase over and over.

The person that called my number said they were with the US Treasury and I hung up. I knew they were out to get private information that they have no right to. BEWARE of this office they are trying to get personal information from you to either hack your computer or try to destroy your credit.
