I have been receiving a call non stop from this number as well as another number from another area code.  I searched online.  They are both affiliated with a known AMEX scam.  I am actually an AMEX user, but I know that they do not ask for account info or bank info over the phone.  I told the foreign man on the phone that I would not be giving him any information as I am aware that he is part of a scam.  I then hung up on him.  Hope the calls stop soon!

I feel your pain.  I sent them a small payment, along with a promise to send balance, as I'm self employed and customers are holding their money. I finally received two fairly large checks, but opening a new biz account, (take a full 10 business days before it's completely set up, and I explained it to these people, but they are just disgusting. I have five numbers where they continue to call and think I'm going to pick up.  I heard from a friend they are as disgusting as Bank of America.  BOA does some pretty underhanded things. They sent me a post car with my account information, my balance's (on loans I used to open my business) and the card was delivered by the US postal dept to the incorrect address, giving everyone the ability to see this.  If I had the money I would have sued them for stupidity!
The jack rabbits got bailed out by us, the taxpayers, and they dislike people owing them MONEY! Do they have an inkling what's going on with this stupid economy and lack of leadership in Wasington, D. C.  Before Obama got into office I had a 810 credit score and not a problem in the world. Once he was elected, all hell broke loose.
Shame the credit card people and low-life-banks could be paid by the money Obama waste daily!  He's spending our tax dollars as if it grows on trees, while we struggle to find food, pay bills, etc.  He should go down for Treason or fraud, as he's no leader.

Yes it is American Express credit department. If your bill is behind they want you to give them some more money even though you have already sent the payment and it has not arrived yet. They also want to update your record if your credit card is up for renewal. If you don't do it over the phone you can do it online.

Just one word for these scumbags (directed at them) .... a**les!!!!

They really must be brain dead! They aren't ever going to get through. PERIOD!!! They will always get the same message greeting them each time whatever number they use!!!

Always calling people who don't have any business with American Express and trying to scam them out out of their money!

The FTC has been notified, next my lawyer!!! In short, I'm not buying their bs nor am I ever going to fall for it!
These a**les are total moron's!!!!

One other thing, I have called American Expresses customer service number (listed on their website) and spoke with one of their representatives (had to keep saying "representative" to get someone)... they confirmed that NONE of these numbers below are American Express numbers and do not go to any other department or service connected with or to American Express:

CID: AMERICAN EXPRES     (212) 380-3114
CID: AMERICAN EXPRES     (623) 492-8037
CID: AMERICAN EXPRES     (801) 945-9061
CID: AMERICAN EXPRES     (954) 503-2843
CID: AMERICAN EXPRES     (602) 537-9011
CID: TOLL FREE CALL         (800) 266-7073

And also the AmEx rep stated that they WON'T call you ... but rather it would be you (if an AmEx account holder) calling them! They'd NEVER call regarding such as discussed in this thread. They do what's known as inbound calling in other words ... not outbound as in the case with each of these reported numbers claiming to be AmEx!!!

It's a vishing scam, folks!!! DO NOT GIVE OUT ANY INFORMATION TO THESE A**LES AT ALL!!! REPORT EACH CALL, INCLUDING, TIME OF DAY, DATE, CALLER ID INFO!!! They are phishing for your personal information to either bleed your account dry (if you have an AmEx account) or worse, steal your identity!!! It's a SCAM!!!

http://idtheft.about.com/b/2009/01/19/american-express-vishing-scam.htm

"I received my first vishing voice mail today. The call came in early, and the voice mail said American Express needed to verify charges that were being made to my account. They asked that I call a specific number, not the number on the back of my card and enter my full 16 digit account number to be taken directly to the security department.

I knew immediately that it was a vishing call because I am not an American Express customer. But even if I were, I would never call a number left on my voicemail and enter my full account number. I assume that American Express would have that number and would need nothing more than the last four digits to verify my identity.

Identity theft and credit fraud criminals are getting more and more sophisticated. Beware of any incoming call that requests information that the company should already have on file. And when in doubt, always hang up and call the number on the back of the card, not a number provided in voicemail."

http://www.americanexpress.com/us/content/fra ... ncename=default

"Phone Phishing (also called "Vishing") is another way fraudsters try to collect sensitive information from you. In this type of fraud, the fraudster will either contact you by telephone or send you a fake e-mail and ask for you to respond by telephone.

If you are ever in doubt about American Express contacting you by phone, simply call the number on the back of your Card or on your account statement. Be sure to enter your account number when prompted and you will be routed to the correct department for assistance.

What Should You Do If You Supplied Sensitive Information over the Phone to a Suspicious Party?
If you have already responded to a suspicious caller with your American Express account information and you believe it to be fraudulent, please contact American Express immediately by calling the number on the back of your Card"

http://www.blindmansfaith.com/updates/2009/04 ... 1-800-592-1176/

"Last night we received a call from a person named Margaret (left a voicemail) saying it was about an important business matter and not a sales or marketing call. Wanted us to call back at 1-800-592-1176.

The message itself was very suspicious because if it was an important message, the person would have left a note about what was so important about it.

We did some searching on the web and found that this is a group of scammers who claim to be from American Express. When you call back, they?ll request your social security number as well as your American Express card number before they?ll tell you what the ?important matter? was.

Anyway, thought we?d post this on our blog in case any of you get the same message. The more information that shows up on Google search engine, the more informed others will be when they search for this number.

The most annoying thing is, we get these calls in the middle of the night (Shanghai time) because we have a California telephone number. We use a Packet8 IP phone, which is basically a U.S. landline in China! We get a bunch of random sales and marketing calls in U.S. time!"

And another thing ... Caller ID has "AMERICAN EXPRES" (one "s", not two!). If it were actually American Express or their collection arm it would be spelled "AMERICAN EXPRESS" with TWO "S"'s or TOLL FREE CALL (for any 800 number)!!! - But of note, American Expresses numbers are all 800 numbers (check their website)!!!

With the exception of the '*800" numbers, all the other numbers that have 'called' can all be traced to IP Addresses which indicate either a cell phone and/or VoIP service was used to make these calls!

Those making these illegal, harassing scam calls:
? ask for full account number plus social security number as well
? Call people how don't have an AmEx card or AmEx account
? Voice on other end is pretty much one with an Indian Accent
? And since the other numbers they call with is IP traceable that also could mean the numbers are spoofed

As to this particular reported number... traceable to IP addresses:

http://www.verifyphone.com/phone-lookup-reviews/212-380-3114

"Reverse IP Search Tracer for 2123803114

This reverse phone number was traced from the following IP addresses: 161.149.102.186, 65.51.40.130, 174.252.129.14, 76.18.33.102, 66.249.76.53"

Which indicates it's either from a cell phone and/or a VoIP service is being used ... possible Caller ID spoofing as well!!!

And also, to note ... They sometimes follow using a 000-000-0000 identifier, which means they're calling from an international site.

Each id their spiofed numbers has already been blocked/blacklisted and yet they keep trying and repeatedly failing to ring my phone!

Tried earlier today with one of rheir other numbers and failed, tried a few minutes ago and also failed! They can try until hell freezes over and they will always fail!!!

They do provide a certain type of enternainment though ... watching them prove beyond a shadow of a doubt how brainless they really are!!! LMAO!!!

Prank Call
Third number that these moron's have called me with! The last was 212-380-3114.

And yes, it (as well as the other two) are listed in the one post above!

What I know for a certainty is that I have NO account or card with AmEx! Never had and never will!!! I also did a search specifically on one if the numbers and came up with the same conclusion as many here have ... it's not American Express or anyone connected with them ... it's a scam!!!

Each of the numbers they use have already been blocked/blacklisted prior to these last three calls (thanks to those who posted each of those numbers) so these scam calls aren't rwaching my phone and they can try until hell freezes over and they'll never get through!!!

You may be right:

If a bank sent a jack booted thug to come kick down your door, burst into your home, take your personal property and then asked for your mortgage account number and whether you had 401 k?s that could be liquidated to pay your mortgage, even the most hostile court might just find that to be unfair debt collecting?.right?

I mean even in corporate fascist Amerika circa 2012, our courts are going to recognize the terrifying march towards tyranny and violence and ratchet this behavior back?right?

Most every law that seems like it might offer a glimmer of hope to consumers is a paper tiger.  The corporate lobbyists add so many exceptions then courts limit the application any further until consumers are left naked, vulnerable, weak and exposed?.completely defenseless to the abuses and terror from the banks.

In the context of mortgages, the banks have created a special little ruse, a little wink and a nod that allows them to engage in thuggish, intimidating debt collecting not much different than the baseball bat wielding, kneecap shattering attacks the comparatively ethical mafia would use on their debtors.  But their $600/hour attorneys have tried to slither away from calling their behavior actual debt collecting under state and federal law?.

?We?re just inspecting the property?we?re just securing our collateral?we?re just preserving the property??

(wink, wink)

No, you?re harassing debtors, terrorizing homeowners, burglarizing homes and creating very dangerous conditions that are going to get someone killed.  Here?s what the FDCPA says:

Under the FDCPA, ?[a] debt collector may not use any false, deceptive, or misleading representation or means in connection with the collection of any debt,? 15 U.S.C. § 1692e, which includesabusive, deceptive, and unfair debt collection practices,? which had ?contribute[d] to the number of personal bankruptcies, to marital instability, to the loss of jobs, and to invasions of individual privacy.?

Next to someone breaking into my home and rummaging through my property, I can?t think of any greater invasion of privacy than that.  And that?s exactly what they?re doing.  The thugs try to thread the needle too narrowly, arguing that by ?merely? securing or inspecting or preserving property they are not debt collectors, but that narrow definition clearly ignores the intent and construction of FDCPA:

Contrary to the district court?s suggestion, an entity that meets the general definition of ?debt collector? remains a ?debt collector? for purposes of the entire Act even if it is enforcing a security interest in
the particular case. The fact that an entity attempts to enforce a security interest in a particular case bears on whether its activity relates to debt collection, not on whether the entity is a debt collector. By its plain terms, the statute defines ?debt collector? not by reference to an entity?s conduct in any particular case, but rather by reference to the ?principal purpose? of its ?business? or the activities it ?regularly? undertakes. See 15 U.S.C. § 1692a(6). If an entity has debt collection as its ?principal purpose,? or if it ?regularly collects or attempts to collect ? debts,? it qualifies as a ?debt collector? for purposes of the entire Act, regardless of its activity in the particular case.

We cannot allow this thuggish debt collection regime to rampage across this country, kicking down doors, drilling out locks, taking personal property and terrorizing the consumers we have the duty and honor of protecting just because they claim their acts are securing the property:

We've been getting harassing phone calls consisting of nothing but annoying tones from this number, as well as other "unknown caller" numbers. The calls started right after we hit a rough patch and got behind in payments to American Express. We suspected it was AmEx, but didn't know for sure, UNTIL they slipped up and used THREE of those same phone numbers to instead deliver an automated message ASKING US TO CALL AMERICAN EXPRESS. (It's a good thing we logged those numbers!)

In our case, almost all the calls are pure harassment, consisting of loud "beeeep beeeep beeeep" tones that go on and on. When the answering machine answers the phone, the tones continue until the machine times-out and disconnects. When we answer the phone, we are also greeted by the same loud tones. These are not telephone company type tones; at least, not like any I've ever heard before.

Generally, we get about 2 to 4 (or more) of these "tone" calls per day, coming in from any of the following numbers:

212-300-5091 ...tones
212-365-4761 ...tones, or an automated msg from AmEx
212-380-3114 ...tones
602-537-9011 ...tones
623-492-7299 ...tones
623-492-8037 ...tones
623-492-8976 ...tones
800-266-5832 ...tones
800-266-7073 ...tones, or an automated msg from AmEx
801-945-9060 ...tones
801-945-9061 ...tones, or an automated msg from AmEx
801-945-9065 ...tones
866-260-2386 ...tones
866-544-8416 ...tones
866-884-0976 ...tones
954-503-1806 ...tones
954-503-2843 ...tones

A few calls from these numbers were "silent"...no tones, no nothing.

A few calls of the loud tones have come in from blocked IDs (unknown numbers).

Anyway, embarrassing as circumstances are, I figure someone else might find this info helpful.
