I'm on the Do Not Call List so I make a note when I receive unsolicited robo-calls like this. Automated female voice, Samantha, with a sales pitch for carpet cleaning. I've received a few of these calls, mid-day, M-F.
Reverse directory says the number is an AT&T landline in Pasadena, associated with a division of One West Bank called IndyMac. I called the number and it's a FAX number (you can hear the outgoing FAXs being sent). I reported it to the FTC's Do Not Call Registry.

I was on the phone with tech support, troubleshooting a recently-purchased computer. The agent had control of my laptop, too. The caller i.d. showed a call was coming in but I just wanted to see the number vs. taking the call.
I never clicked on to the call... It literally booted me off of my tech support call (don't really know how this is possible, but that's what happened). Without clicking on the incoming call, I heard "...Hello- This is Samantha- great news-you've qualified for free carpet cleaningblahblahblah"....

I wiped the robo-telemarketing call away and the tech support agent was still there. I told him about receiving these stupid robo-calls all of the time so he started searching-out the number that called me on my own computer that was in front of me. We found many online complaints re: this scammer/ fraudster company.
These auto-dialling, robo-telemarketing calls are coming from a local Pasadena, CA, AT&T/ Pacific Bell landline number that used to be West Bank FSC/ 1st West Bank (no longer exists... neither does Pacific Bell for that matter).
They are offering allegedly 'free' carpet cleaning ... as long as you and I have a valid credit/ debit card.
I'm on the Federal Trade Commission's Do Not Call Registry because I have been inundated in the past by these invasive, intrusive robo-telemarketing calls. The FTC says that any telemarketing company ('real' human or avatar) that does not offer an OPT-OUT option is breaking the law.
I called the number back numerous times to request that they stop calling and each time it's been a series of loud beeps/ buzzes. Another time it sounded as if the number was connected to a FAX machine, and sending a FAX. After that, a super-fast 'busy' signal. Each time I received a strange beeping siren-sort of noise.

Just got a call from this number, I answered it because I know a lot of people in 626. A recording of a woman saying her name was Samantha and wanted to clean my carpets. I hung up and then added the number to my SPAM contact. I hate these calls...

Although the phone ID said "1 WST BANK FSB", it was actually a recording selling carpet cleaning. I submitted a complaint with the National Do Not Call Registry.

Second time I got called for "Carpet Cleaning", even though I pressed 8 the first time they called to remove me from there list. Asked for the address and phone number, and was rudely disconnected. Obviously a scammer.

Just received my third call from them in the last few weeks. Saw the name "1 WST BANK FSB" and let the machine get it. Filed complaint on DNC website and added to my call block. I always submit a complaint with the persistent ones, but does anyone really know what the DNC people do about them?

CID is for One West Bank FSB, but it is a recorded message for carpet cleaning... if you listen all the way through the message, it gives an option (8 I think) to be removed and this service actually makes it sound like they're going to do something about taking your number off their list ... we'll see.

Too bad the folks at the DNC list cannot get a handle on scammers like this. As previously reported the caller ID reports "1st West Bank", which is the first clue to their deceptive practices.
Makes me wonder if this isn't an update on the phony asphalt scam travelers (gypsies) used to run as they went around the country. Probably why it is difficult to shut them down.

This is the second time I got this call from West Bank FSB. When I called back, all I got was a fax dial tone. I'm glad I have a blocking feature on my phone so I blocked it. It's that easy!
