who is this and why are you calling me and leaving threatgining information on my phone at home and work?

I got a call from John Smith claiming to be from American Legal Services, sounds like he is from so
Asian country and is harassing me. Telling me that I owe money or committed a fraud..... Somebody needs to do something about these people who come to this country to harass the American people....He needs get a real job?

I've rec'd 7 calls from this number to date on my cell phone and even at my work number. The person says his name is "John Smith" his voice sounds like he may be a foreigner or may be altering his voice with an electronic device. He knows too much personal information. It's very scary. I did tell him that I did a Google search on his number and he hung up on me.
