My caller ID identified the caller as City of Irwinda. They left no messages when they called. When my answering machine picked up and not a real person, they hung-up.

I got a call from this number. I let it go to voicemail and they left no message. That always tells me it is either a telemarketer or a scam. If this person had business with me, they would leave a message

Caller claimed that I had an outstanding balance of $3,000.00 and could get a lower rate on my credit card. Since I have no outstanding balances, I tried to ascertain who was calling. As might be expected, the caller hung up.
Beware of calls from 1 (626) 962-9590, a Verizon landline initiating from Covina-Baldwin Park, CA. A potential scammer is likely on a phishing expedition. Don't try to call back either, the line will always busy.

Robot voice says "Hello, this is Heather from credit card account services. There is nothing wrong with your account but.... " followed by "Click!", which is me hanging up on them. This is most likely some type of credit card or loan consolidation scam. These people just keeping getting different numbers to call from but it's always the same old story.
