This a computer-generated and/or phony tie-line number offering a changing menu of scams, including lowering credit card interest rates.  They use a variety of numbers, mostly Florida exchanges, but all phony.

This is just a scam bunch of frauds & Godless devils selling lowering interest on your credit cards, you have won a cruise (for which you have to pay a fee, but will never get the documents), and an ever changing coterie of other frauds using phony computer generated numbers, tie-lines, etc.  The worst thing you can ever do is give them any personal data or credit card numbers, as your identity will be stolen and resold a million times and you will see $1000s of unauthorized charges on your credit cards.  To resolve the latter, you will have to deal with obnoxious, American-hating people at some foreign call center who barely understand English, and who will make you feel like an idiot.  We need to get our elected reps in DC to do something useful.  This is another example of why everyone must PLEASE write their elected reps in DC to demand strengthened DNC laws with severe dollar penalties and prison sentences, outlawing the use of computer generated numbers, tie-lines, the use of any number not issued by a legitimate, licensed common carrier, any kind of solicitation call whether political, charity, surveys, telemarketing, etc., any call that is not properly identified on caller id with the real name of the caller or business, etc. As for alleged charity calls, most if not all of the money you donate over the phone will go into the pockets of the organizers and you will see vastly inflated charges on your credit card.  We are all suffering terrorism by telephone!  We need call control, not gun control!

Got a voicemail from this number offering lower rates.  They said it was in reference to my account.  No identification of the company.  Highly suspect call.  Most likely fraud.

Sorry, I didn't explain it clearly. The message on my machine was a robotic recording. If I had answered the phone, I would have heard that same recording.

Leaving a message on your answering machine is not a violation of the DNC.

They left a message on my answering machine about the came crap I've been getting for months re. lowering my interest rates. A recorded message is a direct violation of the DNC Registry, When I called the number back, it was an actual working number! A recording gave options: to speak to an operator, press l; to opt out of future calls, press 8. I did the latter. We'll see if that works, LOL. This is one case where reporting to the DNC Registry might actually do some good, since it's a working number, so these slimebags are traceable.

The Food stamp program doesn't do anything to stop these calls from outside the united states either.
Maybe because  neither the food stamp program nor the DNC was created to so do that.  The DNC registry was created to provide legitimate and registered with the FTC businesses a list of those who do not wish to be called,  in order to lessen the number of unwanted telephone sales calls.  It is just a LIST!   A list maintained by the FTC and required to be purchased by Those businesses who are registered with the FTC.   Yet,  so many who misunderstand or have never read about DNC registry's purpose,  actually believe that it is supposed to do all of these things including block unwanted callers,  chase down scammers and scofflaws, and cure cancer.  It is just a LIST!   Provided for Registered American businesses so that they do not violate the requests of those on it.   NOTHING MORE!!   And they do honor it or else we would all be getting calls daily from all of those millions of businesses who are now NOT calling us.
You are definitely right about many things.   The telephone companies and those who facilitate these scam callers should be held accountable and required to develope the technology to aid in shutting these characters down.

If you people want to do something about this, just tell your phone company to remove you phone.  Most have cell phones anyway, so why pay for a landline just so these idiots can bother you!

Stick it to the man, tell him to shove his phone service.  Maybe they will start to listen and DO SOMETHING ABOUT IT.

The Federal DO NOT CALL LIST is a worthless pile of crap, it does not work and does not affect companies calling outside of the USA.  Which is where most of your calls come from, just in case you did not know.  Canada is one of the main offenders in this.

I constantly get calls from "Card Services" offering to lower my interest rate. The latest (9/12/13) came from 630-405-6448. It's always the same recording, so they must use multiple numbers. Sometimes I play along to try to get more info. Press 1 and you are connected to a person who asks if your interest rate is over 12% and you owe more than $3000 combined. When I pushed for more info, I was told they would connect me with a "credit counselor" who would help me negotiate a better rate from the bank. They claim to be "licensed" to work with "all 75 FDIC credit card banks," whatever that is supposed to mean.

When I told them I wasn't really interested, the operator told me she didn't care, she gets paid by the hour. I hung up and called the number back. Surprisingly, it was actually a working number where a recording offered to remove my number from their list! Why can't something be done about these scum?
