Chicago - Attorney General Lisa Madigan today warned Illinois residents to be on the alert for scam artists posing as collectors of payday loan debt. The scammers call consumers and threaten them with legal action unless the victims authorize payments from their bank accounts.

In recent weeks, Madigan's office has seen a rise in consumer complaints about the bogus collection calls. Most of the consumers report they have taken out payday loans in the past, usually from an online lender, but paid off the loans long ago. In at least one instance, the consumer reportedly filled out an online payday loan application but never completed the process.

Madigan stressed that these complaints involve outright con artists, not innocent mistakes by legitimate debt collectors. Victims who have contacted Madigan's office report that the phone calls seem to originate from outside the United States. Often, the fake collector already knows personal information about the consumer, such as their name, Social Security Number, and place of employment, which can lead the consumer to believe they are dealing with a legitimate collector. Also, the scammers usually have the consumer's bank account information on file and ask the consumer to confirm the accuracy of the information.

Many times, the con artist will claim to be affiliated with a law enforcement agency. In almost every case, the bogus collector threatens the victim with legal action, including a lawsuit or arrest, if they don't make a payment right away. The scammers attempt to force victims into an immediate payment and ask them to authorize a direct withdrawal from their checking account. In some cases, they ask their victims to sign a promissory note and submit it to the bogus collector by fax. Some victims reported to the Attorney General's office that they have paid hundreds of dollars before realizing they have been scammed.

The bogus debt collectors use a variety of names, including: Morgan & Associates, Federal Bureau of Investigators, DNR RECOVERY, DNI RECOVERY, Legal Accounts Association, Department of Law and Enforcement, CashNet USA, America Legal Services, Quick Cash, and ACS.

Although many of these names are fake, some are names of legitimate businesses that the purported debt collectors may be using without permission.

The Attorney General urged those who receive a suspicious debt collection call to remember the following advice:

You cannot go to jail for failing to pay a debt;
If you are threatened in any way by the debt collector, hang up and file a complaint with the Attorney General's office;
Do not give out any personal information over the telephone, including bank account numbers or credit card numbers;
When in doubt, ask the debt collector to provide you with documentation that substantiates the debt they are trying to collect;
Contact the original creditor and ask whether the debt has been paid. If it has not, confirm that the debt was sold to a third party collector before making a payment.

I got a call from the yahoos at "DNR Recovery" at work. My receptionist threw them straight to voicemail.  A "Mr. Ford" left me a lovely voicemail letting me know that if I don't call him and make a payment today, my wage garnishment will go into effect immediately.  So I called the number back and got a message machine.  I left a message asking when they got the judgment to garnish my wages, because I never received my notice to appear in court, and I would also need the original paperwork showing my debt and that I'd have my attorney give them a call back.  They have yet to call me.  This was a couple of days ago.  So this morning I called them again and left a message that I want to pay my debt in hopes they will call me back.  Will let you all know what happens.  I have been the victim of these phony debt collection schemes for over a year now, I think because I took out a payday loan back in 2006, but I paid that off long ago.  We are all on some s*** list that's being sold to scam artists.

Every couple weeks I get a call from these guys about an old payday loan, and wage garnishments. Should the wage garnishment's have gone into affect by now since this has been going on for months? I asked them for something in writing. They said I already have gotten something in writing. Which I never have.

This woman is a thief, she stole my idenity and ran up bills. DO NOT giver her your credit card or checking information. You should report her to the Attorney General if she tells you that she will garnish wages or such and follow through!

Thisd company called posing as DNR recovery said they had a wage garnishment for a pay day loan. Called the company they said i had a loan with and like I thought no such thing. When they left a message and I originally called back the girl put me on hold for 2 minutes and said she coudn't get in my file and she personally never called me. Funny thing is, she had the same name and voice. They wont stop calling but when I called the local sheriff department they were no help! they are a straight SCAM!!

They called me today same phone number as above.  I called back and they told me it was a payday loan which dates back to 2004 and that they were going to garnish wages.   They said it was $300 payday loan and that i know owed $1500.  I asked for swomething in writing by email which she hesitated to do but sent it to me.  It is very generic and after reading up on this company it is a scam  U I am not paying them a penny.

SCAM!  Don't pay these guy's a penny.  Just another pay day loan scam!  I got scammed once, it will never happen again.  CHANTELLE DICKEY called saying I have a wage garnishment, but I'm the bookkeeper of my company, and I haven't received anything about a wage garnishment.  They call from the number 630-554-5219.  They sent me a generic letter to my email... first off, they have an old address of mine, second, on collection letters the Fair Debt Collection notice is supposed to be on it, and it's not.  SCAM!!!   Tell these people you know they are scam artists, and this company in Illinois has been disolved, is not in business anymore.

Thought I'd share this information that I had come across. I too have been called by this company, threatening wage garnishments, etc....
Like Christy I also requested that everything be sent in writing by email or mail - nothing!!!
I deceided to google the company and the person's name who called a Ms. Dickey. I found links to this website: www.collectiontechnology.net - this is a portal where these sharks buy and sell information. Here's an example:

" hi mates we have a huge bulk of old 2005/2006 pdl (payday loan) accounts, they need a brush up and are being used by 0-1 collection agencies, trying to sell them off at real low pricing, please contact me for more info or for sale as im trying to get them off asap !!

a women left a message and said that i would lose my ssd money for a hospital bill and she if i didnt call her back i would end up in jail i call and they never said nothen about the hospital bill they wanted know when i get my money and were is my bank i hung up the phone and called the ftc in oregon and they said nothen to help i hope they dont take any of my moeny if they do i will end up in the hospital their are stessing me out over this
